To continue implementing and maximizing the effectiveness of the one-stop shop and integrated one-stop shop mechanisms in resolving administrative procedures, Ninh Binh province has implemented many solutions and initiatives to improve the quality of administrative procedure resolution.

Reforming and modernizing the administrative system.

One of the outstanding solutions to maximize the effectiveness of the one-stop shop and integrated one-stop shop mechanism is that Ninh Binh province has issued regulations and organized the operation of the Public Administrative Service Center; 100% of the People's Committees of districts and cities and each agency have also issued regulations on the organization and operation of the one-stop shop under their management to serve the reception and resolution of administrative procedures.

To date, 18 out of 18 departments and agencies, and 2 central agencies in the province (Provincial Police Department, Provincial Social Insurance Department) have implemented centralized reception and processing of administrative procedures at the Provincial Public Administrative Service Center; 8 district-level one-stop service centers and 143 commune-level one-stop service centers. 100% of one-stop service centers at all levels have implemented the reception, digitization, and archiving of records in the processing of administrative procedures in accordance with regulations. According to statistics, in the first quarter of 2024, departments, agencies, and localities in the province received 112,239 dossiers, of which 99.97% were processed on time or ahead of schedule; only 0.03% were delayed; and 5,853 dossiers are currently being processed within the deadline.

The Provincial Public Administrative Service Center has been equipped with modern facilities to meet the requirements for digitizing records and processing administrative procedures as prescribed.

Recognizing that administrative reform and modernization require a synchronized and leading information technology infrastructure, the province has invested in and upgraded equipment to support the operation of the One-Stop Service Centers at all levels. To date, the province has a total of 5,511 computers, 1,659 printers, and 326 scanners. This equipment has basically met the requirements for receiving and processing administrative procedures. The province's information system for processing administrative procedures is regularly reviewed and upgraded, and currently meets the requirements for digitizing records and results of administrative procedure processing as prescribed.

The innovation of organizational management, data connectivity, and sharing to simplify the preparation, receipt, and processing of administrative procedures through the one-stop and integrated one-stop mechanisms has also received attention. Specifically, the Provincial People's Committee has developed a plan for implementing the project to innovate the one-stop and integrated one-stop mechanisms in resolving administrative procedures, linked to digital transformation in public service delivery in Ninh Binh province, and has set specific targets, objectives, and a roadmap for implementation.

Currently, the Ninh Binh Provincial Administrative Procedures Information System has been implemented and maintained stably and effectively for 172 agencies and units in the province; the list of administrative procedures has been fully updated and publicly available on the system. The Ninh Binh Provincial Administrative Procedures Information System has opened 20 information fields to facilitate the search and verification of information in the national population database for the purpose of receiving and processing administrative procedures. The number of administrative procedure files for which population data has been extracted for electronic identification and verification is over 51,400.

Regardless of administrative boundaries

Ninh Binh is one of the three provinces nationwide that connected earliest to the database and specialized software systems of central ministries and agencies. According to statistics, the province's administrative procedure information system is currently connected to 19 databases and specialized software systems, including: the national population database; the national business registration database; the system for assigning budget-related unit codes; and the information system for managing shared electronic catalogs of state agencies serving the development of e-government in Vietnam. The Provincial People's Committee is continuing to direct the completion of connections with several other databases, such as: connecting with the VneID identification system; connecting with the national business registration information system; and connecting with the public service system for exchanging driver's licenses.

The interconnectedness of database systems is a crucial foundation for Ninh Binh province to expand the acceptance and processing of administrative procedures regardless of administrative boundaries, based on the application of information technology in implementing the one-stop and integrated one-stop mechanisms. Currently, the Provincial People's Committee has implemented 8 administrative procedures that can be accepted and processed regardless of administrative boundaries, such as: Procedures for certifying contracts and transactions related to movable property, land use rights, and housing; Procedures for certifying wills; Procedures for certifying documents rejecting inheritance; Procedures for certifying agreements on the division of inheritance where the inheritance consists of movable property, land use rights, and housing; Procedures for certifying copies from original documents issued or certified by competent agencies and organizations of Vietnam; Procedures for certifying signatures in documents (applicable to both cases of fingerprint certification and cases where the person requesting certification cannot sign or provide a fingerprint). Procedures for certifying amendments, additions, and cancellations of contracts and transactions; Procedures for issuing certified copies from original contracts and transactions that have already been certified.

Notably, the Provincial People's Committee selected 28 public services under the jurisdiction of various departments and agencies to pilot the implementation of some services without accepting paper documents, and on certain days, without accepting paper documents. To date, 12,656 online applications have been received (without accepting paper copies), achieving a rate of 66.3% of the total number of applications received. This contributes to improving the efficiency of online public services, gradually enhancing the quality and effectiveness of operations, and creating satisfaction among citizens and businesses when carrying out administrative procedures.
