Throughout history, the people of Thanh Hoa province have always been steadfast and united in building their homeland and contributing to the progress of the entire nation. During the Ho Chi Minh era, Thanh Hoa was consistently one of the localities that contributed the most human and material resources to the wars of resistance for national independence, the defense of the Fatherland, and the building of the country.
Thanh Hoa City is becoming increasingly civilized and modern.
Looking back at the journey of construction and development after nearly 40 years of reform, Thanh Hoa province has built an important and solid foundation, while also gaining a clearer understanding of its potential, advantages, favorable opportunities, and also difficulties and challenges. From there, the province has determined its development direction, aiming to become a new growth pole in the North of the country; and by 2030, to become a modern industrial province. The identification of four key economic zones ("four mountains") and the development plan for Thanh Hoa province until 2030, with a vision to 2045, demonstrate the province's strategic vision in realizing its aspiration for prosperity.
During the first 10 years of reform and development (1986-1996): Implementing the agricultural household contract system, Thanh Hoa province experienced strong growth. By 1995, it had become one of the provinces with a total food production reaching 1 million tons. The transportation, postal, and several economic sectors, as well as financial and banking services, also developed strongly, promptly and fully meeting the needs of the people. The fields of education and training, healthcare, culture, and sports achieved brilliant successes.
Entering the period 1996-2005, the province's economy continued to grow steadily, and the economic structure shifted in the right direction. Economic and social infrastructure was invested in and built at a relatively fast pace. Many important projects were invested in, such as Nghi Son Port and Nghi Son Economic Zone, and industrial parks like Le Mon, Bim Son, Lam Son - Sao Vang, Dinh Huong - Tay Bac Ga, etc., creating rapid development in industrial production.
From 2006 to 2010, Thanh Hoa focused its efforts on socio-economic development to achieve the highest possible results in the five-year plan (2006-2010), creating a foundation for rapid, efficient, and sustainable development in the 2011-2015 period. The investment and business environment was significantly improved, mobilizing and enhancing the efficiency of investment capital for development, maximizing opportunities for economic recovery, promptly addressing difficulties, and promoting the development of production and services. During this period, several large projects were completed and put into production, such as the Cong Thanh Cement Plant and the second line of the Nghi Son Cement Plant. Many industrial parks and clusters were established. The effective mobilization and utilization of resources also served as a driving force for Thanh Hoa to complete its socio-cultural development programs, contributing to improving the lives of its people.
During the period 2011-2015, Thanh Hoa entered a period of development with the highest economic growth rate in nearly 30 years of reform. The investment and business environment improved significantly. Capital mobilization for development exceeded targets. During this period, Thanh Hoa rose to 6th place nationwide in attracting FDI. Economic and social infrastructure was strengthened in a synchronous and modern direction. Many large projects were started, such as: Nghi Son Refinery and Petrochemical Complex, Tho Xuan Airport, the irrigation canal system of the Cua Dat reservoir project... The Public Administration Performance Index (PAPI), Provincial Competitiveness Index (PCI), and the Pediatric Integration Index (PEII) increased significantly and were among the leading provinces nationwide.
During the period 2015-2020, Thanh Hoa province's economy consistently experienced high growth, with double-digit GRDP growth rates for five consecutive years, peaking at 17.15% in 2019. The average growth rate for the 2016-2020 period was 12.5%, exceeding the target set by the Party Congress and 1.54 times higher than the average growth rate for the 2011-2015 period. Industrial parks and the Nghi Son Economic Zone were expanded, and occupancy rates steadily increased. Several key industries in the province, such as petrochemicals, thermal power, and cement, were established and developed, with petroleum and cement production ranking among the highest in the country. The investment and business environment improved significantly, creating a breakthrough in attracting investment, with Thanh Hoa province ranking among the leading provinces and cities nationwide in attracting foreign direct investment (FDI).
Entering the implementation phase of the Resolution of the 19th Provincial Party Congress, term 2020-2025, continuing the victorious spirit of previous periods, along with the rest of the country, the Party Committee, government, military, and people of all ethnic groups in Thanh Hoa province have overcome many difficulties and obstacles, navigating the "headwinds" to bring about steady development for Thanh Hoa province. Over the past four years, the province's economy has continuously grown at a high rate, reaching 9.69% in the 2021-2023 period, ranking 5th nationwide; in 2024, the growth rate of the Gross Regional Domestic Product (GRDP) is estimated at 12.16%, exceeding the plan and ranking 2nd nationwide... Many projects have been attracted to the Nghi Son Economic Zone, and many new industrial facilities have been completed and put into operation, creating new impetus for the province's economic growth. The service sector has developed rapidly in both scale and types of services, with increasingly higher quality, better meeting the needs of the people. Investment in tourism infrastructure has created a new look and development for Thanh Hoa tourism. Many important infrastructure projects have been invested in and put into use by the central and provincial governments, such as the North-South Expressway (Eastern branch), the road connecting Tho Xuan Airport to Nghi Son Economic Zone, etc., better meeting the socio-economic development requirements of the province, while strengthening connectivity between provinces in the region, between the North Central region and the northern provinces, the Northwest region, and the whole country.
The achievements of nearly 40 years of reform are vivid evidence of the persistent, creative, inherited, and developing efforts of the Party Committee, government, and people of Thanh Hoa province; an important foundation that creates the momentum and strength for Thanh Hoa, along with the rest of the country, to enter a new era - the era of national progress.
