Vice Chairman of the Provincial People's Committee Nguyen Van De has just signed Official Dispatch No. 25/CD-UBND dated July 22, 2024 of the Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense on focusing on responding to storm No. 2 and floods.

On the morning of July 21, 2024, the tropical depression in the East Sea strengthened into a storm (storm number 2 in 2024). At 7:00 a.m. on July 22, the center of the storm was located at about 19.5 degrees North latitude; 109.3 degrees East longitude, in the area of ​​Hainan Island (China). The strongest wind near the center of the storm was level 8-9, gusting to level 11, moving northwest at a speed of about 15km/h.

It is forecasted that in the next 24 hours, the storm will move mainly in the Northwest direction, about 10-15km per hour, and enter the Gulf of Tonkin.

To proactively respond to storm No. 2 and post-storm floods, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention, Control, Search and Rescue and Civil Defense (PCTT-TKCN and PTDS) requested Directors of Departments; Heads of provincial-level departments, branches and organizations; Chairmen of People's Committees of districts, cities and towns and agencies and units to continue to direct and promptly and effectively implement measures to respond to storms and floods to ensure safety of life and minimize property damage to people, focusing on the following main tasks:

1. Chairmen of People's Committees of districts, cities and towns: Continue to closely monitor the developments of storms, floods and inundations to direct and deploy timely response work, appropriate to the specific situation in the locality, ensuring the safety of people's lives, including:

a) Continue to guide ships and vehicles still operating at sea and along the coast to proactively leave dangerous areas or return to safe shelters.

b) Review and be ready to evacuate people from dangerous areas to ensure safety, especially households in areas at risk of landslides and flash floods.

c) Arrange forces to guard, control, guide, and support traffic safety through culverts, landslide areas or areas at risk of landslides, deeply flooded areas, and areas with strong currents; resolutely do not allow people and vehicles to pass if safety is not ensured. Be ready with forces to respond to and rescue victims when situations arise.

d) Implement measures to ensure safety of dams, dykes and dikes; limit damage to aquaculture, agricultural and industrial production and infrastructure works.

2. North Central Region Hydrometeorological Station: Closely monitor the developments of storms and post-storm floods, forecast and promptly inform authorities and people to proactively respond appropriately.

3. The Departments of Agriculture and Rural Development and Industry and Trade, according to their assigned state management functions, coordinate with localities and units to direct the work of ensuring the safety of dams, especially small hydroelectric reservoirs and important irrigation reservoirs; direct the regulation of irrigation and hydroelectric reservoirs to ensure scientific operation and absolute safety for the works, prevent artificial floods, and contribute to reducing floods downstream, noting that people must be notified early before operating flood discharge.

4. Provincial Military Command, Provincial Border Guard Command, Provincial Police: Direct relevant units and forces stationed in the area to closely coordinate with localities, proactively arrange forces and means to support evacuation and relocation of residents from dangerous areas, organize rescue, and overcome consequences when requested by localities.

5. Department of Transport: Direct the control and guidance of traffic at culverts, spillways, and deeply flooded areas; arrange forces, materials, and means to promptly handle incidents and ensure smooth traffic on main traffic routes; direct and coordinate with relevant agencies to clear the flow and ensure flood drainage at traffic works under construction; ensure safety for transport vessels operating at sea, in estuaries, and on rivers.

6. Provincial Radio and Television Station, Nghe An Newspaper and press agencies: Increase the time, report promptly and accurately on the developments of storms, floods and response work so that people know and proactively prevent and avoid.

7. Other relevant departments, branches, sectors and organizations, according to their state management functions and assigned tasks, shall proactively direct and coordinate with localities to promptly and effectively deploy measures to respond to storm No. 2 and floods caused by storms.

8. Assign the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Disaster Prevention to organize on-duty shifts, grasp the situation, proactively direct, inspect and urge departments, branches and localities to deploy specific response work, closely following the developments of storms, floods and rains, promptly report and propose to the Provincial People's Committee to direct issues beyond its authority.

Requesting Directors of Departments, Heads of provincial-level departments, branches and organizations; Chairmen of People's Committees of districts, cities and towns and relevant agencies and units to seriously implement; report results to the Provincial Steering Committee for Disaster Prevention and Control and Disaster Prevention (through the Standing Office) for synthesis and reporting according to regulations./.
