Vice Chairman of the Provincial People's Committee Nguyen Van De has just signed Official Dispatch No. 25/CD-UBND dated July 22, 2024, from the Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense, regarding focusing on responding to Typhoon No. 2 and floods.

This dispatch is sent to the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense; the Provincial Military Command, the Provincial Border Guard Command; the Provincial Police Department; provincial departments, agencies, and organizations; the Chairmen of the People's Committees of districts, cities, and towns; the North Central Region Meteorological and Hydrological Station; and irrigation and hydropower companies in the province. It includes the implementation of Prime Minister 's Directive No. 70/CĐ-TTg dated July 21, 2024, on focusing on responding to Typhoon No. 2 and floods.

On the morning of July 21, 2024, the tropical depression in the East Sea strengthened into a typhoon (the second typhoon of 2024). At 7:00 AM on July 22, the typhoon's center was located at approximately 19.5 degrees North latitude; 109.3 degrees East longitude, over Hainan Island (China). The strongest winds near the center of the typhoon reached levels 8-9, with gusts up to level 11, moving northwest at a speed of about 15 km/h.

The forecast for the next 24 hours indicates that the storm will move mainly northwest at a speed of approximately 10-15 km per hour and enter the Gulf of Tonkin.

To proactively respond to Typhoon No. 2 and the subsequent floods, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense (PCTT-TKCN and PTDS) requests the Directors of Departments; Heads of provincial agencies, organizations and associations; Chairmen of the People's Committees of districts, cities, and towns; and other agencies and units to continue directing and implementing timely and effective measures to respond to the typhoon and floods in order to ensure the safety of lives and minimize property damage for the people, focusing on the following main tasks:

1. Chairpersons of the People's Committees of districts, cities, and towns: Continue to closely monitor the developments of storms, heavy rains, and floods to direct and implement timely and appropriate response measures based on the specific situation in the locality, ensuring the safety of people's lives, including:

a) Continue to guide ships and vessels still operating at sea and along the coast to proactively move out of the dangerous area or to safe shelters.

b) Review and prepare for the evacuation of people from dangerous areas to ensure their safety, especially households in areas at risk of landslides and flash floods.

c) Deploy forces to guard, control, guide, and support traffic safety through flooded underpasses, areas prone to landslides or at risk of landslides, and areas with deep flooding and strong currents; resolutely prohibit people and vehicles from passing through if safety cannot be guaranteed. Maintain readiness for emergency response and rescue operations.

d) Implement measures to ensure the safety of reservoirs, dams, and dikes; minimize damage to aquaculture, agricultural production, industry, and infrastructure.

2. The Northern Central Region Meteorological and Hydrological Station: Focus on closely monitoring the development of the storm and post-storm rainfall and flooding, providing timely forecasts and information to relevant agencies and the public so they can proactively respond appropriately.

3. The Departments of Agriculture and Rural Development, and Industry and Trade, according to their assigned state management functions, shall coordinate with localities and units to direct the work of ensuring the safety of dams and reservoirs, especially small hydropower reservoirs and critical irrigation reservoirs; direct the regulation of irrigation and hydropower reservoirs to ensure scientific and absolutely safe operation of the structures, preventing artificial floods, contributing to flood reduction for downstream areas, paying attention to notifying people early before operating flood releases.

4. The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police Department: Direct relevant units and forces stationed in the area to coordinate closely with local authorities, proactively deploy forces and resources to support the evacuation and relocation of residents from dangerous areas, organize rescue and relief operations, and mitigate consequences when requested by local authorities.

5. Department of Transport: Directing traffic control and guidance at underpasses, overflows, and deeply flooded areas; deploying personnel, materials, and equipment to promptly address incidents and ensure smooth traffic flow on major transportation routes; directing and coordinating with relevant agencies to clear waterways and ensure flood drainage at ongoing transportation construction projects; ensuring the safety of transport vessels operating at sea, in estuaries, and on rivers.

6. The Provincial Radio and Television Station, Nghe An Newspaper, and other news agencies: Increase airtime and provide timely and accurate information on the developments of the storm, floods, and the response efforts so that people are aware and can proactively take preventive measures.

7. Other relevant departments, agencies, and organizations, according to their functions in state management and assigned tasks, shall proactively direct and coordinate with localities to promptly and effectively implement measures to respond to Typhoon No. 2 and the resulting floods.

8. The Provincial Steering Committee for Disaster Prevention, Search and Rescue and Flood Control is tasked with organizing duty shifts, closely monitoring the situation, proactively directing, inspecting, and urging departments, agencies, and localities to implement specific response measures closely aligned with the developments of the storm and floods, and promptly reporting and proposing to the Provincial People's Committee for guidance on issues beyond its authority.

Directors of provincial departments, heads of agencies and organizations; Chairmen of People's Committees of districts, cities, and towns; and relevant agencies and units are requested to seriously implement this; and report the results to the Provincial Steering Committee for Disaster Prevention, Search and Rescue and Civil Defense (through the Standing Office) for compilation and reporting as prescribed.
