Resolution 57: Building many models for applying new technical advances

Resolution No. 57 promotes innovation, digital transformation, investment attraction, and development of international innovation centers in provinces across the country.

Implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (Resolution No. 57), agencies, organizations, units and localities identify this as a specific task in their annual work programs and plans.

With the spirit of "thinking big, doing real things, daring to take responsibility," Resolution No. 57 is contributing to creating positive changes in many localities and units.

Building an international innovation center

Ho Chi Minh City possesses a large science and technology foundation in the country and the region. With diverse activities and support policies, the City is gradually realizing the goal of becoming a regional and international innovation center with strategic breakthrough solutions. These are breakthroughs in mechanisms, policies and investment attraction; strategic technology and innovation ecosystem; digital management and digital human resources.

The city focuses on attracting strategic investors in the field of science and technology; developing high-tech zones and testing zones for new technologies according to special mechanisms.

The city has registered to pilot a public-public partnership model to use the budget to invest in local universities; and has policies to promote private sector investment in science and technology.

Breakthrough in strategic technology and innovation ecosystem, Ho Chi Minh City prioritizes the development of technologies that are strengths such as artificial intelligence, cloud computing, semiconductor chips, robots, blockchain and biomedicine.

The city established a fund to support startups according to a new model, attracting capital from venture capital funds; focusing on supporting resources for potential innovation centers.

Breakthrough in digital governance and digital human resources, the City accelerates the construction of digital data and digital platforms for the city government to perfect the data-based management model; promote "four-house" cooperation (schools-State-enterprises-investment funds, banks) along with technology diplomacy and attract international experts.

Director of the Department of Science and Technology of Ho Chi Minh City Lam Dinh Thang said that in the first 6 months of 2025 alone, the city's science and technology sector attracted 1.6 billion USD in foreign direct investment.

The city has more than 140 science and technology enterprises, ranking second in the country.

With the potential of nearly 100 high-quality training units in the area, many of the world's leading technology corporations have opened offices and R&D centers in the City, typically SAP, Marvell, and Qualcomm.

Closely following the action program and plan for implementing Resolution No. 57/NQ-TW, Thai Nguyen province also closely and effectively coordinated with central agencies and units to help strengthen scientific research capacity, transfer and build many models of applying new technical advances that bring high economic efficiency such as: Research on organizing street space and typical design in the direction of multi-functional integration; research and editing of local geography Atlas to serve teaching in general schools; use of nano fertilizers for tea plants; application of iMetos technology in weather forecasting to support agricultural production in the province...

In particular, after the merger, Thai Nguyen allocated more than 233 billion VND in funding for science, technology, innovation and digital transformation. The province strives to have research and development expenditure reach more than 1.0% of GRDP by the end of 2025, of which social funding accounts for over 60%...

According to Mr. Nguyen Dang Binh, Standing Deputy Secretary of the Provincial Party Committee and Deputy Head of the Steering Committee for Science, Technology, Innovation and Digital Transformation Development of Thai Nguyen Province, by the end of the third quarter of 2025, out of 80 tasks assigned by the Central Government to implement Resolution No. 57, the province has completed 42 tasks and is implementing 38 tasks on time.

Strengthening international cooperation

Resolution No. 57-NQ/TW was issued to encourage the development of science and technology, innovation and digital transformation in Vietnam. In that context, intellectual property is the invisible engine that promotes innovation, protects intellectual achievements, supports technology transfer and consolidates and develops a strong knowledge-based economy.

To help Vietnamese students and startups better understand intellectual property rights, the Posts and Telecommunications Institute of Technology has collaborated with Qualcomm - the world's leading technology corporation in the United States - to launch the L2Pro (Learn to Protect) platform. This is a free online training platform developed by Qualcomm, launched for the first time in Vietnam.

L2Pro is designed as a course, equipping students, researchers, innovators and technology startups with knowledge of creative property protection through patents, copyright application, optimization and trademark management. Thereby protecting and maximizing creative value, turning ideas into strategic assets.

Not only a learning tool, L2Pro is also a bridge to support Vietnamese students, researchers, startups and businesses to have a deeper understanding of the importance of intellectual property in sustainable development and international integration.

In particular, the course focuses on integrating intellectual property with practical business strategy.

“Vietnam has great potential and to turn that potential into reality, it needs an innovative economy. L2Pro was born to help students and young entrepreneurs understand how to protect and exploit intellectual property, promoting business development,” emphasized Mr. Ram Krishnan, Senior Director of Technology Copyright at Qualcomm.

Can Tho City identifies strengthening international cooperation in science and technology, digital transformation and innovation in the spirit of Resolution No. 57/NQ-TW as an important driving force for rapid and sustainable development.

The City and the Institute for Research and Development of Digital Content Integrated Software, Kyonggi University (Korea) promote cooperation in perfecting digital infrastructure, especially data center infrastructure, artificial intelligence (AI), Internet of Things (IoT), ensuring safety, network security and personal data protection; developing shared platforms and data warehouses, promoting the construction of digital government, digital economy and digital society.

Through bilateral cooperation, the two sides will deploy smart urban services in the fields of agriculture, environment, urban planning, transportation, tourism, healthcare, education, security and fire prevention and fighting; cooperate in training high-quality human resources, serving the operation of the Smart Urban Operations Center and urban data analysis./.
