Quang Ngai fishermen urgently brought their boats ashore to avoid the storm.

Quang Ngai is a locality forecast to be affected by storm Fengshen (number 12). By noon today (October 22), the coastal areas of the province have experienced high tides and very large waves.

To respond to the rain and storms, coastal localities in the province have deployed forces to help people move vehicles and boats to safe shelters.

According to a reporter's observations in Phuoc Thien village, Van Tuong commune, on the afternoon of October 22nd, the high tide was rising. Numerous large waves continuously approached the shore. Residents of Phuoc Thien village proactively moved their fishing boats to designated mooring areas; hundreds of small fishing boats were also pulled up and gathered along the seawall to prevent damage when storms and low-pressure systems approached the mainland.

Fisherman Pham Bang from Phuoc Thien village said that Typhoon No. 12 is expected to weaken into a low-pressure system before making landfall, but this storm is predicted to bring very heavy rainfall, which will cause high tides. Phuoc Thien village is a coastal area, so when we heard about the storm, my family proactively moved our large boat to a safe mooring area; and this morning, our small fishing boat was also moved onto the embankment with the help of local authorities and residents to ensure safety and avoid damage when the storm hits, with high tides and rising waves.

Van Tuong commune has nearly 900 fishing boats and hundreds of small coracle boats. Currently, in the sea area of ​​Phuoc Thien village, there are still nearly 30 coracle boats and small boats anchored offshore because the people did not have time to move them before the big waves and high tides rose. The Van Tuong commune authorities have mobilized police, militia, and local people to help the residents bring these vessels ashore safely before the storm affects the mainland.

According to Lu The Lam, Vice Chairman of the People's Committee of Van Tuong commune, Van Tuong commune has the Dung Quat Oil Refinery, the Hoa Phat Dung Quat Complex, and many other factories. The locality also has a fleet of nearly 900 boats and ships. In anticipation of Typhoon No. 12, the local authorities held a meeting and assigned forces to mobilize people to move their boats and ships to safe mooring locations. Currently, some small wooden boats and rafts remain anchored at sea. The People's Committee of the commune continues to mobilize and educate the public, deploying police, militia, and border guards to assist people in bringing their vessels ashore. Through this awareness campaign, no instances of fishermen going out to sea to fish during the storm-related fishing ban have occurred.

An Phu commune was established by reorganizing the entire natural area and population of Nghia Dung, Nghia Dong, Nghia Ha, and An Phu communes of the former Quang Ngai city. The commune currently comprises 11 villages with a natural area of ​​over 33,900 km2 and a population of over 71,400 people. Six coastal villages are at high risk of being directly affected by Typhoon No. 12: Tan Thanh, Tan My, Tan An, Pho Trung, Pho Truong, and Pho An. Additionally, four villages (Ham Long, Hien Luong, Hoi An, and Co Luy Nam) are frequently flooded due to their low-lying terrain and lack of drainage systems.

Given the unpredictable nature of Typhoon No. 12, local authorities promptly implemented the "four on-the-spot" principle (on-the-spot command, on-the-spot forces, on-the-spot supplies and equipment, and on-the-spot logistics) to effectively respond when the typhoon made landfall.

Mr. Pham Xuan Sinh, Chairman of the People's Committee of An Phu commune, said that the entire commune currently has more than 1,240 fishing boats. However, due to the lack of a mooring port, the commune proactively coordinated with the Sa Ky Port Border Guard Station and the Co Luy Border Control Station to review, encourage, and persuade fishermen to move to moor and take shelter from storms at the Tinh Hoa boat mooring port (Dong Son commune), Tinh Ky fishing port (Tinh Khe commune), My A fishing port (Tra Cau ward), Ly Son fishing port (Ly Son special economic zone) and the Phu Tho and Kinh Giang rivers...

The commune urged households raising aquatic animals in cages and rafts on the Phu Tho River to relocate all cages and rafts (17 cages, 3 rafts) to a safe area, securing and reinforcing them to prevent damage from collisions; at the same time, it directed farmers to urgently harvest more than 300 hectares of various types of vegetables to avoid flooding and damage.

In addition, maintain a 24/7 duty roster and command center at the office; keep a system for compiling and reporting on the situation before, during, and after the storm to ensure timely response in case of adverse events.

Pham Xuan Sinh, Chairman of the People's Committee of An Phu commune, added that the commune also requested the commune police to deploy forces to be on duty and guide traffic at critical and dangerous points with deep flooding so that people are aware and limit their movement; and to prepare plans for relocating and evacuating people (depending on the level of the storm and flood) to safe and secure shelters...

According to quick report No. 06 from the Irrigation Sub-Department (Department of Agriculture and Environment) of Quang Ngai province, currently 6,129 fishing vessels from the province are anchored at various ports; 57 aquaculture rafts in the sea of ​​the special economic zone (Ly Son) have been moved to fishing ports and anchorage areas to shelter from the storm. The People's Committee of Quang Ngai province has directed localities to continue monitoring the storm's developments; maintain forces and equipment ready for rescue and relief operations in response to heavy rain, floods, and landslides.
