Oxford University Press signs memorandum of understanding with iSmart and OEG to promote education reform in Vietnam

Oxford University Press (OUP), celebrating 30 years of accompanying Vietnamese education, today announced the signing of a memorandum of understanding (MOU) with two leading educational partners, iSmart Education and Oxbridge Education Group (OEG).

The agreement aims to provide world-class teaching programmes, qualifications and professional development for teachers in the public school system in Vietnam.

This milestone comes at a pivotal time when Vietnam is accelerating education reform and global integration. Recent new policies such as Decision 2371/QD-TTg on the Project to Make English a Second Language; Resolution 71-NQ/TW on Fundamental and Comprehensive Reform of Education and Training; and Decrees 202/2025/ND-CP and 222/2025/ND-CP emphasize the expansion of international programs and the implementation of rigorous quality assurance measures for foreign language teaching. These directives reflect Vietnam’s strong commitment to bilingual education and international academic standards.

By integrating the Oxford International Programme into Vietnam’s dual degree framework, this partnership will contribute to supporting Vietnam’s ambition to be among the world’s leading education systems by 2045.

This partnership will deliver the Oxford International Programme, including the Oxford International Curriculum (OIC) and OxfordAQA GCSE and A-Level international qualifications, supported by:

• Teacher professional development through the OIC and OxfordAQA Train-the-Trainer model.

• The Oxford International Standardised Assessment (OISA) aims to measure student progress against international standards.

• Oxford University Press' globally recognised learning resources, including the Oxford International Programme, OxfordAQA GCSE and A-Level qualifications and a wide range of learning resources for English subjects, are available in print and digital formats to support students' learning journeys.

In recognition of its success in Vietnam, Oxford has had extensive involvement and outstanding achievements in the education sector in Vietnam. A testament to this success is the impressive results of Vietnamese students at the prestigious OxfordAQA Go Further Awards, which honors the highest achieving candidates in the OxfordAQA program from around the world.

This year, two Vietnamese students were recognized for their outstanding achievements:

• Ngo Tran Nam Khanh, from Sentia School, achieved the highest score group in the world in International GCSE Business

• Nguyen Tra My, also from Sentia School, achieved the highest score in the world in International AS Psychology

These achievements highlight Vietnam's growing capacity in international education and commitment to preparing students for success in an interconnected world.

The partnership will begin in November 2025, in public schools in Hanoi . The comprehensive implementation plan aims to reach more than 20,000 students within five years, contributing to the ambition of making Vietnam an international education hub in the region.
