On March 17, the Hanoi Department of Education and Training sent a document to the Ministry of Education and Training requesting to adjust the exam schedule for the 2025 High School Graduation Exam.
According to the Department, in the 2024-2025 school year, the city will have nearly 130,000 students taking the high school graduation exam. The number of students taking the high school graduation exam accounts for about 1/10 of the country.
This is also the first year that high school students take the high school graduation exam according to the 2018 general education program and is also the school year that circulars related to enrollment, extra teaching and extra learning are applied.
"With the largest number of students in the country and a large-scale exam organization, in order to prepare carefully and thoroughly, the Hanoi Department of Education and Training requests the Ministry of Education and Training to adjust the exam schedule earlier than the draft announcement," the Hanoi Department of Education and Training stated.
Meanwhile, the Nghe An Department of Education and Training proposed adjusting the 2025 high school graduation exam schedule, specifically on June 8, 9, and 10, 3 weeks earlier than the plan previously announced by the Ministry of Education and Training.
Nghe An also requested the Ministry of Education and Training to promptly issue directive documents, exam organization plans, and exam schedules so that the Departments of Education and Training can proactively advise the People's Committees of provinces and cities to promptly issue directive documents on organizing exams in their localities.
If the exam schedule is adjusted, the Nghe An Department of Education and Training also requests the Ministry to allow adjustment of the teaching time frame for final year students to finish the program before May 10.
According to Mr. Thai Van Thanh, Director of the Department of Education and Training of Nghe An province, in the current context, the whole country is implementing the Party and State's policy on arranging and merging provinces and cities and ending district-level tasks according to Conclusion 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat on implementing research and proposing to continue arranging the organization of the political system, adjusting the exam time to ensure the rights of students; stabilize the psychology of parents and students; facilitate the preparation work of localities to safely implement the 2025 High School Graduation Exam.

The directors of the Department of Education and Training of Ho Chi Minh City and Ninh Binh province have also submitted a request to the Ministry of Education and Training to postpone this year's graduation exam.
The Ho Chi Minh City Department of Education and Training stated the reason as ensuring the rights of students, stabilizing parents' psychology, and creating favorable conditions for localities to prepare for the exam safely, seriously, and in accordance with regulations.
2025 is the first year that 12th graders will take the High School Graduation Exam under the new General Education Program. As a year of exam innovation, the Ministry of Education and Training has adjusted the exam plan, reducing the number of exam subjects. Each candidate will only take 2 compulsory subjects: Math, Literature and 2 elective subjects.
Previously, the Ministry of Education and Training planned to hold the exam on June 26 and 27.
Prof. Dr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training) said that the ministry always prepares flexible plans depending on objective conditions.
According to Mr. Ha, the high school graduation exam is a national exam, taking place simultaneously in 63 provinces and cities and is prepared early and remotely. Therefore, there will be no case of each locality organizing a different exam. If there are any adjustments, they will take place simultaneously nationwide and the Ministry of Education and Training will carefully calculate.
