Speaking to reporters, Dr. Le My Phong, Deputy Director of the Quality Management Department - Ministry of Education and Training, said that according to the 2025 High School Graduation Examination Regulations of the Ministry of Education and Training, candidates are only allowed to bring items necessary for the exam into the examination room. A new point compared to last year is that this year candidates are not allowed to bring the Atlas of Vietnamese Geography into the examination room. Candidates need to pay close attention to the regulations regarding prohibited materials and items to avoid violations that could lead to exam suspension.

According to Mr. Phong, the purpose of the 2018 general education program is to develop students' qualities and competencies, so this year's high school graduation exam aims to assess students' abilities and qualities after completing 12 years of high school. Therefore, there will be some new points regarding exam subjects, exam time, and other related content. This year, candidates will take four subjects: two compulsory subjects, Literature and Mathematics; and two elective subjects from the nine subjects studied in high school. Mr. Phong emphasized that candidates need to choose the remaining two subjects for the high school graduation exam that are suitable for their desired university admission combination.

Mr. Phong specifically noted the new features of the 2025 high school graduation exam, which will be in multiple-choice format. In addition to the four-choice questions (only one correct answer selected) as in previous years, this year there will be two more types of questions: true/false and short answer. The short answer format requires candidates to perform calculations to find the answer. According to the head of the Quality Management Department, this new feature aims to accurately assess students' abilities.

Regarding the level of thinking, Mr. Phong stated that the exam is structured according to three levels: knowing, understanding, and applying. If candidates only know and understand, they will achieve approximately 70% of the exam score. If they also demonstrate application skills, they can achieve an additional 30% (the differentiating score for university admissions). Therefore, to perform well on the high school graduation exam, candidates need to base their answers on the 2018 general education curriculum. In the graduation exam, the Ministry of Education and Training will include meaningful contexts to allow candidates to demonstrate their abilities. Although there are multiple textbooks, the Ministry designs the exam based on the curriculum, primarily focusing on grade 12. For the Literature essay section, the exam may use materials outside of the textbooks due to the availability of multiple textbooks.
