Striving to rise above poverty requires both willpower and determination.

Born and raised in a disadvantaged area, among the poorest districts in the country, the people of A Lưới mountainous district (Thừa Thiên Huế province) have been striving to improve their lives. Through the dissemination of information and the support and assistance of the State, many have made efforts to escape poverty with both willpower and determination.

One late afternoon in June, we accompanied officials from the Labor, War Invalids and Social Affairs Department of Quang Nham commune (A Luoi district) to visit the family of Mr. Ho Viet An (born in 1983, a Ta Oi ethnic minority) in AR-Keu-Nham village. In their small, long-standing house, Ms. Le Thi Lien (Mr. An's wife) was cradling two young children, not yet old enough to be considered children. These were Mr. An's twins. Along with their 4-year-old son and his elderly father suffering from mental illness, Mr. An and his wife have four dependents. Despite these circumstances, the Ta Oi man said he has never given up and always strives to improve his life.

“From a young age, my siblings and I suffered hardships when our mother passed away and our father developed a mental illness. Because of the extreme difficulties, my two younger siblings were taken in and cared for at the Provincial Social Work Center and Children's Protection Fund, while I stayed here with relatives. After finishing high school, I also studied at Hue University of Agriculture and Forestry through a part-time program to broaden my knowledge,” An recounted.

As a very determined person, Mr. An has strived to develop his livelihood and create jobs for himself right in his hometown. At the age of 35 – a rather late age for people of the ethnic minority – he met and married Ms. Lien (who also came from a poor family). Understanding the hardships caused by poverty and hunger, the couple decided to borrow money from the bank to buy breeding cows for farming. After many years of care, Mr. An and his wife now have a herd of 8 cows. Furthermore, they have continued to invest in duck farming and currently have over 200 commercial ducks, and have also planted nearly 1 hectare of the A Luoi specialty dwarf banana.

“Our family's production model is relatively successful and provides a fairly stable income so far. We feed the ducks and cows with banana tree products like leaves and stems, and then use the manure to fertilize the plants. Recently, our family bought 6 acres of land and plans to open a farm,” Mr. An shared. It is known that, in addition to being successful in business and striving for success through their own willpower and determination, Mr. An's family has also made many contributions to the community and village, and has been awarded a Certificate of Commendation by the commune government for outstanding achievements in building new rural areas in Quang Nham.

Through our research, we learned that in Quang Nham commune, many Pa Co and Ta Oi families are currently striving to develop livelihood models and consciously work towards escaping poverty. Many cases have become exemplary models that many people seek to learn from, such as: the organic pig farming, dwarf banana and Bo Chinh ginseng cultivation model of Mr. Nguyen Hai Teo's household (Pi Ay 2 village); the organic pig farming combined with dwarf banana cultivation model of Mr. Ho Viet Ai Duy (Ar Keu village),… All these livelihood models have yielded high economic efficiency, helping to improve the lives of many households, especially many who have escaped poverty and become wealthy.

According to the Department of Labor, War Invalids and Social Affairs of A Luoi district, poverty reduction efforts in the district have been implemented decisively in recent times. The District People's Committee has directed communes to develop detailed poverty reduction plans, focusing on clearly analyzing the causes of poverty and the potential for each household to escape poverty, clearly identifying specific targets and locations, and proposing appropriate solutions. Besides strengthening the leadership and guidance of Party committees and authorities at all levels, and emphasizing the responsibility of all levels and sectors, A Luoi has effectively mobilized and allocated resources for the poverty reduction program, ensuring adherence to principles of transparency and accountability, prioritizing resources and avoiding scattered investments. A Luoi has also promoted the mobilization of social resources to participate in poverty reduction efforts; and intensified the dissemination of policies supporting people in developing production, creating jobs to increase income, and stabilizing their lives.
