
From the night of September 22nd to September 23rd, heavy and prolonged rainfall combined with the release of water from the Huong Son Hydropower Plant ( Ha Tinh province) caused the water level of the Ngan Pho River to rise. Kim Hoa commune in Huong Son district, resembling a basin, experienced localized flooding.

The Dinh Market area in Am Thuy village, Kim Hoa commune, is severely flooded, affecting the lives and businesses of households around the market.

Ms. Bui Thi Sang (36 years old, Kim Hoa commune) said that on the morning of September 20, her family and businesses at Dinh market had to flee from floods due to heavy rain after storm No. 4 .
“On September 22nd, seeing the rain subside and the water receding, we moved our goods down to resume business. The following night, heavy rain and flooding returned, forcing us to move our goods and belongings again, which was very difficult. On the night of September 23rd, we had to stay up all night to monitor the rising water levels and raise our belongings accordingly,” Ms. Sang said.

People had to hang their bicycles on rooftops to minimize damage from floodwaters.

Inter-village roads in Kim Hoa commune are flooded. On the afternoon of September 23, residents used boats to transport their belongings to safety as the water level showed signs of rising further.

This is the second time in the past four days that people in Kim Hoa commune have had to flee the floodwaters with their belongings.

Floodwaters have disrupted the lives of the local people. Residents have to wade through the water to reach grocery stores to buy essential supplies.

Many cars had to turn around when the main road through Kim Hoa commune was cut off, with some sections only reaching knee-deep for adults.

According to the Standing Office of the Steering Committee for Disaster Prevention and Search and Rescue of Ha Tinh province, due to the influence of a strengthening continental high-pressure system combined with a tropical convergence zone with its axis passing through the North Central region, the province has experienced moderate to heavy rainfall, with precipitation amounts of 100-200mm.
On the Ngan Pho River at the Son Diem station, the flood peak reached 11.93m at 10:00 AM on September 23rd, 0.43m above alarm level 2. The Ho Ho hydropower plant is releasing water at a rate of 53m3/s, while the Huong Son hydropower plant is regulating water flow through its spillway at a rate of 15.4m3/s.
