To develop high-tech agriculture in the province, Ninh Thuan has issued many policies to attract and encourage businesses to participate.
The government is biased.
According to Mr. Dang Kim Cuong, Director of the Department of Agriculture and Rural Development of Ninh Thuan province, in recent times, the province has focused on promoting the effectiveness of the "four-party linkage" model, creating a close-knit chain linking research, experimentation, production, processing, and marketing of agricultural products.

Businesses, organizations, and individuals involved in high-tech agricultural production are top priority targets. To date, 180 businesses have benefited from support policies for research and development of new products, technological innovation, and technology transfer; and support for the protection and establishment of industrial property rights. Businesses that develop technology markets, participate in technology fairs; and innovate and apply business management technology through the application of advanced management systems also receive preferential policies from the province.
Specifically, 20 businesses and organizations received support for the focused implementation of technology applications in agricultural production; 48 businesses and organizations producing specialized products and some key products such as cashew nuts and bird's nests received support in building trademark protection, product identification systems, and commercialization; and 40 businesses and organizations received support in applying advanced and widely used production systems such as VietGAP, GlobalGAP, ISO, ISO/IEC 17025, HACCP, and Organic.

“Through policies supporting agricultural and rural development under Decision No. 65/2017/QD-UBND and Decision No. 11/2019/QD-UBND, positive contributions have been made to the development of large-scale field production models and linkage models between enterprises, cooperatives, and farmers in the production, processing, and consumption of products along the value chain. These support policies have also created favorable conditions for cooperatives and households to boldly invest in water-saving irrigation models and safe VietGAP production using high technology,” Mr. Dang Kim Cuong shared.
The pull of policies
Mr. Nguyen Khac Phong, Director of Thai An Grape Cooperative (Ninh Hai district, Ninh Thuan province), said that high-tech agricultural production requires a large amount of capital. To plant one sao (1,000 m2) of new grape varieties, along with a water-saving irrigation system and greenhouse construction, farmers need to invest about 400 million VND. To secure funding, the cooperative has worked with banks to find sources of capital to develop high-tech grape cultivation.
“The bank has given the green light for the cooperative to develop a project, and the cooperative members will mortgage their assets, then the bank will provide capital with preferential interest rates for the people to invest in high-tech grape cultivation. The people are very happy to hear this information, because the Thai An grape growing area has been planned by the province to become a high-tech industrial zone for grape cultivation combined with tourism by 2030.”
However, the bank suggested that the province issue a decision announcing the Thai An grape growing area so that the bank has a basis for disbursing funds. If this is possible, when farmers have access to capital, it will accelerate the application of high technology in grape production, in line with the province's planning. We hope that the province will cooperate to help farmers realize their aspirations with grape cultivation," Mr. Nguyen Khac Phong shared.

GC Food Group currently has two factories, one specializing in aloe vera production and the other in coconut jelly production. The aloe vera factory is located in Ninh Thuan, while the coconut jelly factory is located in Dong Nai.
According to Mr. Nguyen Minh Tin, Deputy General Director of GC Food Group, most of the Group's aloe vera products are currently supplied to major customers such as Vinamilk and TH Truemilk. These companies are using GC Food Group's products to manufacture beverages and cosmetics.
“In 2023, GC Food Group was granted an investment license for a beverage factory in Tan Hai Industrial Park to develop the deep processing of aloe vera products. Instead of making jelly to sell as raw materials, GC Food is focusing more on processing into finished products to serve customers. The preferential policies of Ninh Thuan province on attracting investment in high-tech agriculture are a leverage for GC Food Group to expand its investment,” said Mr. Nguyen Minh Tin, Deputy General Director of GC Food Group.
Mr. Vo Quang Lam, Deputy Director of the Department of Science and Technology of Ninh Thuan Province: “In developing high-tech agriculture in Ninh Thuan, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have issued many policies. For example, recently the Ninh Thuan Provincial Party Committee issued an action program on the development of biotechnology; Resolution 14 of the Ninh Thuan Provincial Party Committee on the development of science and technology, promoting crop innovation, and focusing on the development of high-tech agriculture.”
