Expected to amend and issue new important documents
Last week, the Ministry of Education and Training planned to amend regulations on extra teaching and learning; issued Circular No. 24/2025/TT-BGD&DT amending and supplementing a number of articles of the Regulations on the National Science and Technology Research Competition for junior high and high school students; announced a draft Circular regulating professional standards for teachers of continuing education institutions; and a draft Circular promulgating regulations on standards, conversion processes and organization of appraisal of electronic textbooks compiled according to the general education program.
Regarding the regulations on extra teaching and learning, according to the draft Circular amending and supplementing, the Principal shall base on the practical conditions of the school to consider the necessity and appropriateness, and add more teaching and learning time for some students of the school to propose to the Director of the Department of Education and Training to consider and decide for the benefit of the students.
The draft amended and supplemented Circular also adjusts business registration requirements for organizations or individuals organizing extra-curricular teaching and learning activities that collect fees from students in order to comply with the provisions of the new Enterprise Law when diversifying business types.
At the same time, stricter regulations on reporting of teachers teaching at schools when participating in extracurricular teaching. Accordingly, teachers must report before starting and update the report when there is a change in one of the report contents.
In addition, the draft Circular amends and supplements the responsibilities of the People's Committees at the commune and provincial levels to comply with the Law on Organization of Local Government.
Regarding the Regulations on the National Science and Technology Research Competition for Secondary and High School Students, Circular 06 focuses on 3 main contents, including: Methods of selecting projects to compete in the National Competition; issues related to the organization of the Competition and issues related to the organization of the Competition at the level of the participating unit.

The draft Circular regulating professional standards for teachers of continuing education institutions stipulates the subjects and scope of application; tasks; ethical standards; professional standards according to the titles of teachers of continuing education institutions; and management responsibilities of relevant parties.
According to the draft, the tasks of teachers of continuing education institutions are determined according to the job position corresponding to each teacher title (continuing education teacher, main continuing education teacher and senior continuing education teacher).
The standards of professional ethics of GDTX teachers are generally prescribed for all 3 titles of GDTX teachers. The regulations on training and fostering standards are inherited from the current regulations for each professional title of level III, II, I for general teachers and vocational education teachers teaching at the elementary level at present. In parallel, GDTX teachers need to complete the training program for professional standards of GDTX teachers.
Regulations on professional and technical competence standards stipulate criteria to ensure that teachers can perform assigned tasks according to their job positions.
Regarding the draft Circular promulgating regulations on standards, conversion processes and organization of appraisal of electronic textbooks compiled according to the general education program: The draft includes 5 chapters and 17 articles, regulating the scope of regulation, applicable subjects; principles of compiling electronic textbooks; electronic textbook standards; process of converting printed textbooks to electronic textbooks; organization and operation of the national council for appraisal of electronic textbooks; documents, order and procedures for requesting appraisal, approval and permission to use electronic textbooks.
Compiling electronic textbooks contributes to creating a rich source of digital learning materials associated with the specific conditions of Vietnam and in line with advanced educational trends in the world, ensuring the best interests of learners, while ensuring the goal of promoting national digital transformation and developing digital citizens.
Awarding ceremony of the writing contest "Deep memories of teachers and school"
The Closing and Awarding Ceremony of the writing contest "Deep memories of teachers and school" in 2025 took place on December 5 in Hanoi.

This year’s contest continued to attract widespread attention from students, parents, teachers and the general public. The Organizing Committee received nearly 90,000 entries from all regions, of which about 70,000 were submitted online and nearly 20,000 were sent by post. From the large number of entries, the Jury selected 48 entries for the final round.
Speaking at the ceremony, Journalist Trieu Ngoc Lam - Editor-in-Chief of Education and Times Newspaper, Permanent Deputy Head of the Organizing Committee of the Contest said that this year, the Jury recognized many works with depth in feelings and thoughts, especially the painstaking research to recreate very real and lifelike details.
Each entry is a different slice of school life. Some are the memories of a highland student, some are the story of a young teacher who has just graduated, and some recount seemingly small memories that turn into great lessons about humanity in education. This diversity makes this year’s contest richer in character.
Journalist Trieu Ngoc Lam shared that when re-reading each article, he saw more clearly the mission of journalism in the field of education: not only reporting, not only reflecting, but also contributing to nurturing school culture, nurturing in society respect for teachers - the creators of the future.
“The contest will continue to be maintained annually with an increasingly professional, closer and more widespread spirit. The Editorial Board will continue to expand the digital platform so that the articles are not only on the newspaper, but also told through sound and images, conveyed to more readers. Memories of teachers must be revived, spread and become a bridge connecting generations of students…”- Journalist Trieu Ngoc Lam emphasized.

Mr. Pham Quynh, Deputy Editor-in-Chief of Vietnam Education Publishing House, representative of the Jury, commented: Through many seasons, the contest has become a spiritual and cultural activity that is awaited every year. In 2025 alone, the number of entries increased sharply, the topics were more diverse and the emotional depth was also more prominent. Stories told from the perspective of students, parents, teachers or those who have long left school continue to create a special attraction.
At the ceremony, the Organizing Committee awarded 2 first prizes, 3 second prizes, 6 third prizes, 9 encouragement prizes, 2 collective prizes and other secondary prizes. The two first prize winning works include: "A small school in the middle of the ocean, the great heart of a teacher" by author Nguyen Thi Hang, First Lieutenant, University of Military Culture and Arts, General Department of Politics, Ministry of National Defense; and "The person who sows seeds of sunshine" by author Luu Thi Mai, teacher at Ngo Quyen Secondary School, Le Chan Ward, Hai Phong City.
Vietnamese 5th graders achieve highest proficiency level at SEA-PLM 2024
On December 4, in Manila, Philippines, the Conference to announce the regional report of the Southeast Asia Primary School Performance Assessment Program (SEA-PLM) 2024 cycle in the fields of Mathematics and Reading took place.

Vietnam participates in the SEA-PLM Program in the 2019 cycle and the 2024 cycle. The SEA-PLM Program in the 2024 cycle has 7 participating countries: Cambodia, Timor Leste, Laos, Myanmar, Malaysia, Philippines and Vietnam.
Grade 5 students in participating countries completed the same Reading, Writing, and Mathematics assessment designed by the ASEAN Ministers of Education (SEAMEO) Secretariat.
In the 2024 cycle, Vietnam has 152 primary education institutions in 53 (old) provinces/cities participating in the survey, with 152 primary school principals, 1,074 teachers teaching grade 5 subjects, about 6,000 grade 5 students and 6,000 parents.
The rate of Vietnamese students achieving high proficiency in Reading Comprehension is 66%, higher than the rate of the remaining countries and higher than the regional average (40%).
Vietnam also has the highest percentage of students achieving minimum proficiency levels compared to the Sustainable Development Goals in Reading (86%) and Mathematics (95%) according to the 2024 cycle results.
On this occasion, SEAMEO also shared 10 findings from SEA-PLM data for the 2019 and 2024 cycles at the Conference and detailed in the Regional Report.
On behalf of the leaders of the Ministry of Education and Training of Vietnam, Permanent Deputy Minister Pham Ngoc Thuong congratulated the countries that participated and achieved positive results announced at the Conference.
According to the Deputy Minister, Vietnam is entering a new era of development with requirements for deep integration, innovation and comprehensive digital transformation.
Vietnam's education is prioritized for development with strategic orientations and breakthrough solutions to improve the quality and equity of education. The positive results and good experiences gained during the participation in regional and international assessment programs will be applied by the Ministry of Education and Training to implement innovative solutions for teaching and student assessment activities to improve the quality of education and international integration.

Complete the arrangement of preschool, general education and continuing education facilities before December 31
On December 2, 2025, the Ministry of Education and Training issued Document No. 7907/BGD&DT-GDPT to the People's Committees of provinces and cities on the implementation of Conclusion 221-KL/TW of the Politburo and Secretariat on the situation and performance results of the political system apparatus and two-level local government.
Accordingly, the Ministry of Education and Training requested localities to review and arrange the organization and network of public educational institutions according to the instructions and regulations of the Ministry of Education and Training; ensuring streamlining and convenience in organizing teaching and learning activities and suitability with the local situation.
The Ministry of Education and Training also proposed to speed up the arrangement of kindergartens, primary schools, secondary schools, and inter-level schools; focus on forming, maintaining, and developing models of ethnic boarding schools, semi-boarding schools, and inter-level boarding schools for students at commune or inter-commune centers to create favorable conditions for students.
The People's Committees of provinces and cities shall strengthen inspection, monitoring, urging and promptly directing the removal of difficulties and obstacles, ensuring stable teaching and learning activities during the arrangement; directing the Department of Education and Training, relevant sectors and the People's Committees at the commune level to comprehensively evaluate each arrangement plan, thereby selecting or adjusting a suitable and feasible itinerary. Prioritize safe travel conditions, reasonable distance, limiting costs and risks for children, students, trainees... especially in difficult areas, borders, islands.
Localities need to complete the arrangement of preschool, general education and continuing education facilities before December 31, 2025, according to the Central Government's direction.
The National Assembly discussed the National Target Program on modernization and improving the quality of education and training.
On the afternoon of December 2, under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly discussed in the hall the investment policy of the National Target Program on modernization and improvement of education and training quality for the 2026 - 2035 period.
Reporting and explaining to the National Assembly about the delegates' comments, Deputy Prime Minister Le Thanh Long said that in the hall and in the groups, there were a total of 132 comments from National Assembly delegates on the draft National Target Program for Educational Development Breakthrough. The comments basically agreed with the necessity of the program, and at the same time gave specific comments on the task structure, capital allocation, supervision and implementation capacity in the regions.
On behalf of the Government, the Deputy Prime Minister expressed his thanks and affirmed that he would report to the Prime Minister and direct the Ministry of Education and Training and relevant ministries and branches to study, absorb, and explain to complete the dossier and submit it to the National Assembly for consideration and approval of the investment policy.
