Late on September 9th, hurried footsteps and shouts echoed through the residential areas along the Red River in Hoan Kiem and Ba Dinh districts (Hanoi).
The rising water levels forced authorities to block access and warn people not to approach the dangerous area.
According to one resident, the water started rising at 9 PM, and they immediately urged each other to evacuate their vehicles to a safe place. Many surrounding households also quickly packed up their belongings and moved to relatives' homes in anticipation of further rising water levels.
Waking up in the middle of the night to strange noises, Ms. Bich Phuong (An Duong Street, Tay Ho District) received a phone call from her husband informing her that the Red River water level was rising.
Shining a flashlight around, she discovered her house was flooded up to her knees. The woman quickly moved some electrical appliances to the attic and ran outside. "I had no choice but to abandon my belongings and flee for my life; luckily I was alert enough," she said.
Next to Ms. Phuong's house, many other families were also shouting to each other to move their belongings, hastily "fleeing the flood" in the night. One family quickly hired a truck, taking turns transporting their belongings to safety.
According to the National Center for Hydro-Meteorological Forecasting, at 7 PM on September 9th, the water level of the Red River in Hanoi was 7.56m, 1.94m below alarm level 1.
Flood forecasts indicate that the Red River in Hanoi will continue to rise rapidly, with high flow velocities due to the influence of floods on other rivers and the regulation of upstream reservoirs.
On the afternoon of September 9th, the Minister of Agriculture and Rural Development issued a directive ordering the director of Tuyen Quang Hydropower Company to open the remaining two bottom sluice gates of Tuyen Quang reservoir at 2 PM.
Thus, all eight bottom outlets of this reservoir have been opened.
On the same day, the Minister of Agriculture and Rural Development also issued a directive requesting the Thac Ba hydropower plant to open its third spillway gate.
The Hoa Binh hydroelectric reservoir is also opening two bottom sluice gates. The flood releases from all three dams affect the water level of the Red River.
Given the rising water levels of the Red River and the risk of flooding, the Hanoi Department of Agriculture and Rural Development has requested the People's Committees of districts, counties, and towns to be prepared to evacuate residents living in the mid-river areas of the Red River in the districts of Tay Ho, Ba Dinh, Long Bien, etc.
