The meeting was attended by senior North Korean security officials, including the army chief and other military officials, as well as the security and defense ministers.
Officials at the meeting heard a report on “grave provocations by the enemy,” according to KCNA, referring to drone flights that Pyongyang has accused Seoul of sending over the North Korean capital.

The meeting came after Pyongyang accused South Korea of being responsible for the drones dropping leaflets filled with "seditious rumors and rubbish", and warned on October 13 that it would consider it a "declaration of war" if another drone was detected, according to AFP.
The South Korean military initially denied it was behind the drone flights, while speculation focused on North Korean activist groups that have long sent leaflets and US dollars to North Korea, often via balloons, according to AFP.
The United Nations Command (UNC), which oversees the ceasefire that ended fighting in the 1950-1953 Korean War, said it was aware of North Korea's allegations. "The command is currently investigating the matter in accordance with the Armistice Agreement," the UNC said, according to AFP.
