This afternoon, July 23rd, the Steering Committee for the implementation of the project to build a conveyor belt for transporting coal from Laos through the La Lay International Border Gate to My Thuy seaport held a meeting with investors to resolve difficulties and obstacles and accelerate the project's progress. Attending the meeting were the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Steering Committee, Vo Van Hung; the Standing Vice Chairman of the Provincial People's Committee and Deputy Head of the Steering Committee, Ha Sy Dong; and the Vice Chairman of the Provincial People's Committee and Deputy Head of the Steering Committee, Le Duc Tien.

According to a report from the Department of Transport, the project to build a conveyor belt for transporting coal from Laos through the La Lay International Border Gate to My Thuy seaport is divided into two component projects: the project to build a conveyor belt system for transporting coal from Laos to Vietnam, covering a section within Vietnamese territory with a length of approximately 6.034 km and a total investment of approximately 1,489 billion VND; and the conveyor belt section from the warehouse at km 4+265 on National Highway 15D to My Thuy seaport, implemented by Phonesack Vietnam Co., Ltd., with a length of approximately 70 km.
Specifically, for the project to build a conveyor system for transporting coal from Laos to Vietnam within Vietnamese territory, the Provincial People's Committee approved the investment policy and the investor, Nam Tien Co., Ltd., in June 2024. Currently, Nam Tien Co., Ltd. has submitted a proposal for the appraisal of the feasibility study report for the project component, and to date, the Department of Transport has received 10 out of 15 comments from relevant agencies and units.
At the same time, the Department of Transport has compiled and submitted a report to the Provincial People's Committee, advising them to send a document to the Ministries of National Defense, Public Security, and Foreign Affairs regarding the construction of the project within the Vietnamese border zone.
Regarding the location of the goods storage and consolidation yard in A Đeng village, A Ngo commune, Dakrong district, implemented by Nam Tien Co., Ltd. at km 4+265 of National Highway 15D, the Department of Transport has submitted a document to the Provincial People's Committee for approval.

During the meeting, relevant departments, agencies, localities, and investors exchanged and discussed solutions to some difficulties and obstacles for the project to build a conveyor belt system for transporting coal from Laos to Vietnam within Vietnamese territory.
Specifically, it is requested that Nam Tien Co., Ltd. proactively contact the investor implementing the project in Laos to simultaneously carry out legal procedures and ensure the project's connectivity; complete the procedures for obtaining a construction permit for the interchange connecting from the goods storage area at km 4+265 on National Highway 15D; supplement the documents including the environmental impact assessment report, total investment cost table, planning map, design brief, contract with the consulting unit, connection agreement, survey acceptance minutes, agreement with local authorities in the area, approval document on building height management, and other relevant legal documents to serve the appraisal process; and promptly complete the forest land use conversion dossier for submission to the competent authority for approval...

Speaking at the meeting, the Standing Vice Chairman of the Provincial People's Committee, Ha Sy Dong, requested the Department of Transport to promptly finalize the specialized appraisal report to provide a basis for the investor and relevant departments, agencies, and localities to carry out the next procedures. Regarding land clearance, he requested Dakrong district to proactively coordinate with the investor to conduct surveys and develop support plans to ensure timely land clearance when the project has basically completed the procedures for construction implementation.

Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung emphasized that the project to build a conveyor belt system for transporting coal from Laos through the La Lay International Border Gate to My Thuy seaport is progressing slowly. Therefore, from now until August 15th, relevant departments, agencies, and localities must actively and urgently support and coordinate with the investor to expedite the completion of relevant legal documents and procedures so that the project can be started soon.
For the time being, we request that the investor promptly develop and decide on the power connection and trading plan; urge the consulting unit to expedite the completion of the environmental impact assessment report approval process and the conversion of forest land use... for submission to the relevant authorities for approval; and develop a plan and scenario for coal transportation, especially in areas with warehouses and transportation routes within the province, ensuring environmental protection, traffic safety, and infrastructure. In the spirit of providing maximum support to the investor within the given conditions, we request that relevant departments, agencies, and localities assign responsible officials to actively coordinate and assist the investor in completing the necessary legal documents and procedures.
