The Provincial General Hospital once experienced frequent and complex security and order disturbances. In 2023, with the advice and support of the Internal Political Security Department (Provincial Police), the hospital established a model of "Self-prevention, self-management, and self-protection of security and order," with the core being the Self-Management Team for Security and Order, consisting of 34 members who are hospital staff and employees. The team is organized into 4 groups, tasked with patrolling, protecting property, disseminating legal information, fire prevention and control, and handling security and order disturbances within the hospital.
After two years of implementation, security at the hospital has significantly improved, reducing nighttime thefts and altercations in the emergency room that were common in previous years. Each department and ward has a designated security officer, and each shift follows specific procedures for handling situations. The hospital has become a model for self-management of security within the provincial healthcare sector.
According to Dr. Nguyen Ba Viet, Director of the hospital: "Thanks to the security camera system installed throughout the hospital and the regular patrols by members of the Self-Management Team in the wards, petty theft in patient rooms has significantly decreased compared to before. With the assistance of the Provincial Police and the dedication of the Self-Management Team, the fraudulent activities of touts offering referral letters, job applications, and health check-up certificates at the hospital gate have been eliminated. This has helped patients feel more secure in entrusting their healthcare to the hospital."
The "Self-prevention, self-management, and self-protection of security and order" model at the Provincial General Hospital is one of 162 models of the nationwide movement to protect national security and order in residential areas, agencies, businesses, and educational institutions that are effectively operating in Quang Ninh.
More than 20 years ago, Cao Xanh Ward was a key area for security and order issues, with frequent petty theft, drug-related problems, and disguised cafes posing complex threats. But now, the ward is one of the leading units in the nationwide movement to protect national security; a shining example of a grassroots security model linked to building a model police station for security, order, and urban civilization.
To achieve these results, the ward police have strengthened their advisory role to the Ward Party Committee and People's Committee, mobilizing the combined strength of the entire political system and all sectors of the population in ensuring security and order, preventing any passive or unexpected situations. Major Nguyen Van Cuong, Head of Cao Xanh Ward Police, affirmed: "Inheriting the achievements from previous years, immediately upon taking over the area after the abolition of the district-level police and the merger according to the two-tiered local government model, we assigned officers to the area to gather information, identify targets, and collect data from the people for analysis. If we discover any prominent issues or difficulties reported by the people, we will thoroughly address and resolve them."
Over the past 20 years, the Provincial Police have established a tight security network covering all areas from urban centers to mountainous regions, border areas, and islands. With 4,951 self-governing community groups, 423 safe residential clusters, and 162 exemplary models of nationwide security protection maintained regularly and effectively; 129 communes have been recognized as achieving "Basic Security" standards; and 21 ward police stations have met the standards of "Model for Security, Order, and Urban Civilization".
Major General Nguyen Huu Tuoc, former Director of the Provincial Police, emphasized: The achievements in building the movement for all people to protect national security in Quang Ninh are the result of the correct and effective advice of the police force and the decisive efforts of Party committees and authorities at all levels in mobilizing the entire political system. It wasn't achieved overnight; it was a long and persistent process.
The journey of building the nationwide movement for protecting national security in Quang Ninh did not just begin with the 20th anniversary (the Government chose August 19, 2005 as the National Day for Protecting National Security), but this movement has been closely linked to the formation and development of the Quang Ninh police force, accompanying them in their mission to maintain peace and contributing to building a solid foundation for the sustainable development of the mining region.
