Deputy Prime Minister Nguyen Hoa Binh visits Quang Ninh's first automobile factory.
Deputy Prime Minister Nguyen Hoa Binh visited and worked with the Thanh Cong Viet Hung Automobile Factory in the Viet Hung Industrial Park, Ha Long City, Quang Ninh Province on the afternoon of October 8th.
The Thanh Cong Viet Hung Automobile Factory is where Skoda brand cars are manufactured and assembled under a joint investment program between the leading Czech car manufacturer and Thanh Cong Group . Located within the Thanh Cong Viet Hung Automotive and Supporting Industries Complex, the factory has a production capacity of 120,000 vehicles per year.
The Thanh Cong Viet Hung Automotive and Supporting Industries Complex covers a total area of nearly 400 hectares, located in the Viet Hung Industrial Park, Quang Ninh province. The complex includes areas such as automobile manufacturing and assembly plants (36.5 hectares and 31 hectares respectively); port areas (14.27 hectares), CKD warehouses (26.08 hectares), finished vehicle warehouses (29.39 hectares), R&D areas (18.7 hectares), battery and engine manufacturing plants (22 hectares), supporting facilities (83 hectares), and service areas.

Reporting to the Deputy Prime Minister and the delegation, the leaders of Thanh Cong Group stated that, after two years of construction, the Thanh Cong Viet Hung Automobile Factory has basically completed the final construction items and is ready to begin trial runs from the end of 2024 and commercial operation from the beginning of 2025.
According to the plan, in the initial phase of operation, the factory will assemble the first Skoda cars in the SUV and B-segment Sedan categories. In the next phase, the factory will expand to include environmentally friendly electric vehicles.
This is one of the province's new processed and manufactured industrial products and also the first automobile factory project in Quang Ninh province.
The Thanh Cong Viet Hung Automotive and Supporting Industries Complex, located in the Viet Hung Industrial Park, Ha Long City, enjoys a favorable location for both domestic and international trade, with a supply chain connecting dozens of manufacturing plants, including those involved in automobile assembly, battery and engine production, supporting industries, ports, and services.
During the meeting, Mr. Nguyen Anh Tuan, Chairman of Thanh Cong Group, proposed: The automotive industry is a high-tech, internationally competitive industry requiring significant investment. To ensure the Thanh Cong Viet Hung Automotive and Supporting Industries Complex becomes effective, the investor is currently completing investment items according to plan, actively attracting investment from supporting industry partners to increase the localization rate and ultimately master key technologies. Based on this, the investor hopes the Government will provide preferential policies and special mechanisms for high-tech zones or economic zones to enable them to compete on equal footing with other automotive businesses and have opportunities for development.

Deputy Prime Minister Nguyen Hoa Binh highly appreciated the proactive, self-reliant, and resilient spirit of the Party Committee, government, military, and people of Quang Ninh province in effectively implementing post-storm recovery measures and quickly restarting production activities, especially in sectors that contribute significantly to economic growth, while remaining steadfast in achieving the set growth targets. He commended the Thanh Cong Group for its collaborative spirit, which quickly seized opportunities and closely coordinated with Quang Ninh province to implement investment plans; and for its efforts to complete the automobile factory project early and put it into operation.
The factory will contribute to the development of Vietnam's automotive industry; aligning with the government's direction to increase the localization rate and self-reliance in automobile production; and making the automotive industry a key sector serving the country's industrialization and modernization.
To encourage the development of the automotive industry – a comprehensive industry encompassing many other sectors such as mechanics, electronics, and automation – the government has changed its approach. Instead of setting unrealistic localization criteria, it has adjusted its strategy to develop the automotive industry in line with the global value chain, focusing on division of labor and cooperation for joint production.
Deputy Prime Minister Nguyen Hoa Binh requested that Thanh Cong Group continue to adopt new, green automotive manufacturing technologies, in line with global development trends. He also urged the mobilization of additional component manufacturing businesses within the complex, creating new opportunities for other businesses to participate in the value chain. The government will continue to implement policies to support the development of the automotive industry, improving the quality, scale, and competitiveness of the economy to contribute to local and national growth.
