Deputy Prime Minister Nguyen Hoa Binh held a working session on the situation regarding the remediation of the consequences of storms and floods; solutions to promote production and business, create jobs and livelihoods for the people; disbursement of public investment capital, infrastructure construction, social housing, the emulation movement to eliminate temporary and dilapidated houses, import and export; 3 national target programs in the province and the implementation of conclusions in the Government Office's notices.

Reporting at the meeting, the leaders of Quang Ninh province emphasized: To quickly overcome the consequences of Typhoon No. 3, the province mobilized the entire political system, armed forces, and the whole population to participate in focusing on overcoming the damage caused by the typhoon. In just 7 days, the cleanup and temporary repair of damaged structures and fallen trees were basically completed. Essential services have been largely restored. In addition to cutting unnecessary and non-urgent expenses, Quang Ninh allocated approximately 1,000 billion VND to carry out damage recovery work after Typhoon No. 3.
According to the report, in the first nine months of 2024, Quang Ninh's economic growth rate (GRDP) reached 8.02%; total tourism revenue was estimated at VND 36,856 billion, an increase of 39% compared to the same period last year. Total state budget revenue in the province reached nearly VND 40,500 billion, equivalent to 73% of the projected target. The disbursement rate reached 32.2% of the initial allocated capital plan.

Regarding the results of eliminating temporary and dilapidated housing, in 2023, the province completed the elimination of 100% of newly arising temporary and dilapidated houses in the area. Quang Ninh strives to completely eliminate temporary and dilapidated houses for poor and near-poor households, people affected by natural disasters, and support families of war veterans facing housing difficulties or needing repairs or reconstruction by 2025. Regarding the construction of social housing for low-income earners, it is projected that by 2025, Quang Ninh will complete 8,200 units, ensuring the fulfillment of the target set by the Government.
For the three national target programs, Quang Ninh has basically completed the goals for the entire period. Quang Ninh is determined to maintain its goal of achieving double-digit growth (GRDP) in 2024.
During the meeting, the leaders of Quang Ninh province requested the Government and central ministries and agencies to study and issue specific, strong mechanisms and policies to support sectors and fields severely affected by Typhoon No. 3. In particular, they requested preferential credit policies for businesses and households damaged by the typhoon; and preferential policies for investment projects and industrial parks with unique characteristics.

Concluding the conference, Deputy Prime Minister Nguyen Hoa Binh highly appreciated Quang Ninh province's proactive approach in preventing, responding to, and quickly implementing solutions to overcome the consequences of typhoon No. 3.
The Deputy Prime Minister commended Quang Ninh for its efforts in socio-economic development, highlighting many positive aspects, especially in the fields of tourism, manufacturing, and construction, despite facing numerous difficulties.
The Deputy Prime Minister requested Quang Ninh to further accelerate the disbursement of public investment capital; develop infrastructure, enhance competitiveness; promote trade, and strengthen tourism development to create new impetus for local development.
Regarding the province's proposals, Deputy Prime Minister Nguyen Hoa Binh requested that central ministries and agencies consider and resolve the recommendations as soon as possible, creating conditions for Quang Ninh to continue maintaining its position as a comprehensive growth pole in the northern region.
