The high-speed railway project passing through Quang Ngai has a length of 86.3km.
According to the pre-feasibility study report of the Railway Project Management Board ( Ministry of Construction ), the high-speed railway project through Quang Ngai has a length of 86.3km, passing through 16 communes and 3 wards, including: Binh Minh, Binh Son, Binh Chuong, Tho Phong, Ba Gia, Son Tinh, Nghia Lo, Nghia Giang, Tu Nghia, Ve Giang, Nghia Hanh, Dinh Cuong, Mo Duc, Long Phung, Lan Phong, Nguyen Nghiem, Tra Cau, Duc Pho and Khanh Cuong.
The total land area within the project boundary in the area is about 562 hectares, mainly agricultural land. The site clearance work for the section through Quang Ngai alone is expected to require nearly 11,400 billion VND.
After review, the project will reclaim 8.7 hectares of urban land and 87.7 hectares of rural land. It is expected to arrange 2,510 resettlement plots for 1,590 households who are required to relocate to make way for the project.
Localities in the project area have proposed to invest in building 22 new resettlement areas, with a total area of nearly 173 hectares. At the same time, it is expected to use 2,046 vacant lots in 33 resettlement areas and residential areas that have been built along the route to prioritize timely arrangement for the project.
Most of these are the remaining residential plots in 23 resettlement areas of the Quang Ngai - Hoai Nhon Expressway Project, previously implemented by the Quang Ngai Provincial Traffic Construction Investment Project Management Board. In addition, 17 grave relocation areas of this expressway project currently have 2,759 vacant grave plots, enough to accommodate the relocation of graves along the entire route.
Quang Ngai plans to build 22 new resettlement areas for people.
Mr. Nguyen Phuc Nhan, Director of the Department of Construction of Quang Ngai province, said that the province is urgently identifying the investor of the site clearance component project, and reviewing affected public works and technical infrastructure to develop a relocation plan. A detailed plan, timeline and responsible unit will be established to ensure the handover of the entire cleared site before December 2026 as directed by the Government.
The province also coordinated with the Railway Project Management Board and units under the Ministry of Construction to propose local adjustments to the route at some locations that intersect residential areas and resettlement areas to reduce impacts on people's lives, shorten progress and save costs. At the same time, it proposed to move the Quang Ngai depot station out of the Quang Phu Industrial Park to synchronize with the planning, facilitating infrastructure and urban development according to the TOD model (urban development associated with public transport).
At the first meeting of the Steering Committee for Site Clearance, Secretary of the Quang Ngai Provincial Party Committee Bui Thi Quynh Van emphasized that after the Government finalizes the route, departments, branches and localities must immediately start working without delay. From September 1, all preparation stages must run simultaneously.
The Secretary of the Quang Ngai Provincial Party Committee affirmed that it is necessary to promptly report to the Prime Minister and the Ministry of Construction about the shortcomings, especially the plan to adjust the station location to the west of Quang Phu ward (old) to reduce compensation costs and facilitate socio-economic development.
Accordingly, localities need to clearly identify the affected area, the recovered area, the number of affected households; implement resettlement projects in parallel; announce locations to reassure people. Propaganda, mobilization, and consensus-building work are considered key, along with careful calculation of construction materials. The Steering Committee has assigned the Provincial People's Committee to issue a detailed plan, assign specific tasks to each unit and immediately deploy it to communes and wards.
