Quang Tri rectifies chaotic electric vehicle operation, demanding "tips"

On July 9, Mr. Hoang Ngoc Dan, Chairman of Dong Hoi Ward People's Committee (Quang Tri Province) said that he is coordinating with relevant agencies to rectify the chaotic situation of electric vehicles operating after the end of the trial period.

Accordingly, in the immediate future, Dong Hoi Ward Police will launch propaganda and mobilize vehicle owners to comply with regulations and not continue to use electric vehicles to pick up passengers after the trial period has ended on the streets to ensure safety for tourists and enforce the law.

Although the trial run is over and waiting for new reviews and regulations, electric passenger cars are still running at full speed in Dong Hoi.

At the same time, Lieutenant Colonel Hoang Van Trung, Head of the Traffic Police Department - Quang Tri Provincial Police, said: "Currently, the testing period of electric vehicles on the streets has ended. The Traffic Police Team in charge of the area will coordinate with local authorities to mobilize and rectify. If vehicle owners still deliberately violate, the authorities will handle it according to administrative regulations."

According to SGGP reporters, from July 1, 2025, the electric vehicle testing in Dong Hoi has officially ended. The local government has sent a document to each driver requesting to stop picking up and dropping off passengers by electric vehicle due to unsafe reasons such as: the vehicle does not have a bed, is not equipped with seat belts, and the service vehicle license plate has not been changed to yellow according to regulations.

However, many drivers still ignore the regulations, continue to pick up passengers on the streets, encroach on lanes, speed and overtake recklessly, causing traffic insecurity without being severely punished.

The tourism community in Dong Hoi and Dong Thuan wards is upset about the situation where electric car drivers demand "tips" when taking customers to hotels, restaurants, and eateries.

Mr. Nguyen Dac L., owner of a hotel in Dong Hoi ward, shared: “Our guests booked a room through the app. When getting off the bus, the driver asked for a tip of 100,000 VND for 5 guests. The amount is not large but very unreasonable. Without paying, the driver turned around and cursed the receptionist, causing serious damage to the image.”

Ms. Nguyen Thuy H., owner of a restaurant and karaoke bar, was upset: “They demand a 15% commission when taking customers to the restaurant, and 25% if customers sing karaoke. While the hotel introduced them, they were not charged. Even though the customer had paid for the car, the driver still asked for more. It was extremely annoying!”

Not only stopping at asking for "tips", many restaurants and hotels reported that when they refused or reported unreasonable demands for money, electric car drivers immediately mobilized people to rate 1 star or 3 stars on the Google platform, causing the location to lose reputation and making it difficult to reach customers.

Mr. L. added: “We provide services with sweat and tears, it is very difficult to build a good image on digital platforms. A few 1-star reviews will cause the restaurant to drop in rank, and customers will no longer see the name of the restaurant. Each time we receive such a negative review, it takes several months to rebuild.”

According to the local tourism community's feedback to SGGP Newspaper reporters, there is a person named HNS who regularly rates 1-3 stars for services that he himself does not use, in order to put pressure or retaliate against uncooperative units.

Mr. S. also negatively rated places such as Nhat Le beach, Bao Ninh, central square, only 3 stars, reducing the possibility of appearing on tourism service search engines.

Meanwhile, another victim also said that it was difficult to contribute.

When contacted by phone, Mr. S. answered briefly: "That is normal. As for 1 star, I do not rate it."

However, evidence from the local tourism community shows that Mr. S. and his friends intentionally gave negative reviews of services in Dong Hoi and Phong Nha, causing great losses to restaurant and hotel owners.

Mr. Dang Dong Ha, Deputy Director of the Department of Culture, Sports and Tourism of Quang Tri province, said: “The Department has received information about the situation of demanding "tips" and negative reviews of some electric car drivers. We have assigned the Tourism Management Department to inspect and verify. The point of view is not to let a few "bad apples" affect the tourism image of the locality.”
