The National Assembly allows the allocation from the 2023 central budget reserve to implement the Nam Mo River embankment project in Muong Xen, Ky Son, Nghe An.

Delegates of Nghe An delegation proposed that the National Assembly allow the extension of the Nam Mo River embankment project through Muong Xen town, Ky Son district to 2024.

The National Assembly has instructed the Government to consider and decide on the allocation of funds from the central budget reserve for 2023, in accordance with the law, to continue implementing, completing, and putting into use the Nam Mo River embankment project, the section passing through Blocks 4 and 5, Muong Xen town, Ky Son district, Nghe An province.

Earlier, during the plenary session on finance and budget held on the morning of November 2nd, regarding the report on the implementation of the 2023 public investment plan and the projected plan for 2024, Representative Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Standing Delegation of the National Assembly of Nghe An Province - proposed that the National Assembly allow the extension of the implementation and disbursement period of 98.533 billion VND of unspent capital from the central budget reserve for 2021 for the Nam Mo River embankment project, section passing through Blocks 4 and 5, Muong Xen town, Ky Son district (Nghe An province), to 2024.

On March 22, 2022, Deputy Prime Minister Le Minh Khai approved the use of 100 billion VND out of the total 150 billion VND allocated from the central government's contingency budget for 2021, as per Decision No. 2266/QD-TTg, for the Nam Mo River embankment project, specifically the section passing through Blocks 4 and 5 of Muong Xen town, Ky Son district (Nghe An province).

This project is extremely necessary and urgent to mitigate the consequences of natural disasters such as floods, making a significant contribution to ensuring the safety of lives and property for households, protecting economic and social infrastructure in the area; and at the same time, contributing to the successful implementation of 3 national target programs in a poor mountainous district like Ky Son.

The People's Committee of Nghe An province immediately issued a decision allocating funds to implement the project and submitted it to the Provincial People's Council for approval of the investment plan. The People's Committee of Ky Son district then proceeded with the investment implementation, including bidding to select a consulting unit to prepare a feasibility study report.

However, on the night of October 1st and the morning of October 2nd, 2022, a devastating flash flood occurred in Ky Son district. In just moments, parts of Ta Ca commune and Muong Xen town were flattened, covered in mud, soil, and rocks.

"The consequences of the flash flood have led to changes in the Nam Mo river basin, so the feasible design plan previously submitted by the Ky Son District People's Committee for appraisal is no longer suitable for the current situation on both banks of the river where the project is being implemented," the representative from Nghe An province stated, adding: "If implemented as planned, it will be difficult to achieve the objectives and will waste capital."

Therefore, relevant units must re-survey the current situation, reassess the complexity of the water flow, and the level of danger from flash floods and landslides in the context of climate change in order to propose new design solutions.

According to the delegates, this is an objective reason, an unforeseen force majeure event, which is why by the end of 2022, the project had only disbursed 1.465 billion VND (nearly 1.5% of the central government's contingency budget allocated to the project in 2021).

"To date, all investment preparation procedures have been completed. If the funding is extended, the project will certainly be completed in 2024," Representative Thai Thi An Chung affirmed, while also expressing gratitude on behalf of the voters and requesting the National Assembly to approve the Government's proposal to extend the implementation time and continue disbursing the remaining capital for this project into 2024.

"In the event that it is not possible to extend the implementation period and disburse the remaining capital, we earnestly request the National Assembly and the Government to consider allocating contingency funds in 2023 so that the project can continue to be implemented and completed, meeting the expectations of voters and local people," the representative from Nghe An province stated.
