Currently, the province has 328 classified historical and cultural relics, including 1 special national relic, 73 national relics, and 254 provincial relics. Encouraging, motivating, and raising the sense of responsibility of those directly responsible for overseeing and protecting these relics is essential, contributing to ensuring the safety of the relics, preserving valuable artifacts, antiques, and religious objects, and maintaining cleanliness and landscape around the relic sites.
Mr. Nguyen Van Tong, who has been in charge of Hung Lo Temple for 15 years, was very pleased to learn about the new support regulations.
However, in reality, support, encouragement, and motivation for those directly responsible for the care and protection of historical relics remain limited. The support level of 36,000 VND/month/relic for those directly responsible for the care and protection of nationally ranked relics, which has been in place since the re-establishment of the province (in 1997), is no longer appropriate, while for provincial-level ranked relics, those directly responsible for their care and protection have not received any financial support.
At the Ninth Session of the 19th Provincial People's Council, the Provincial People's Committee is expected to submit to the Provincial People's Council for consideration and approval a Resolution stipulating the level of financial support for individuals directly responsible for the care and protection of state-ranked historical and cultural relics in Phu Tho province. Accordingly, the support will come from the provincial budget, balanced within the district-level budget estimates and from annual donations and contributions from historical and cultural relics. For national-ranked relics, the support will be 700,000 VND/relic/month, and for provincial-ranked relics, it will be 500,000 VND/relic/month. This is the financial support for individuals directly responsible for the care of national and provincial-ranked historical and cultural relics in the province (excluding relics managed by public service units).
For state-ranked historical and cultural relics that have no revenue or whose revenue (donations, donations, etc.) is insufficient to support the caretaker, the state budget will provide support to the caretaker according to the established rates. For state-ranked historical and cultural relics that have sufficient revenue (donations, donations, etc.) to support the caretaker, the relic owner will proactively provide support to the caretaker, ensuring at least the amount is covered according to the state's established rates.
As the caretaker of Hung Lo Temple (Viet Tri City) - a National Historical and Cultural Monument - for the past 15 years, Mr. Nguyen Van Tong, who is about to turn 80, is very excited. He shared: "As a descendant of the village, I consider caring for and protecting the temple, preserving the royal decrees, religious artifacts, and maintaining the cleanliness of the monument's grounds as a joy and a source of pride, contributing to the preservation of our ancestors' heritage. At Hung Lo Temple, for the past three years, Mr. Nguyen Cong Ham has also been sharing the work with me. I understand that at this session of the Provincial People's Council, they will consider increasing the support for those who care for historical sites, and we are very pleased to receive the province's attention to those who care for and protect these sites."
Providing financial support to those directly responsible for the care and protection of classified historical sites is a practical form of encouragement and motivation, contributing to raising the sense of responsibility of those responsible for caring for and protecting historical sites, and preserving tangible cultural heritage in the province.
