Da Nang : Removing obstacles in traffic projects worth over 1,848 billion VND

The project to renovate and upgrade National Highway 14E, which is over 71 km long and has an investment capital of VND1,848 billion from the State budget, is behind schedule due to land clearance problems. Many households have complained about the slow resettlement arrangement and the lack of relocation of electricity and water infrastructure, affecting their daily lives. Project Management Board 4 said the main reason is that the compensation payment point has not been clearly identified, leading to discontinuous land handover, with many sections only being able to construct longitudinal ditches.

The unit has proposed that the People's Committee of Da Nang City promptly assign the investor of the GPMB sub-project and accelerate compensation and resettlement support. Phu My Investment Group implements Phu My Port Project worth over 6,000 billion VND

Gia Lai Provincial People's Committee has just approved Phu My Investment Group Joint Stock Company to implement Phu My Port Project Phase 1 in Phu My Dong Commune with an area of 205 hectares, total capital of more than 6,086 billion VND. The project will build two general wharves, one liquid cargo wharf, seawalls, breakwaters, warehouses and traffic infrastructure, accommodating ships of 100,000 - 150,000 tons, with a capacity of 3.8 - 4.4 million tons of cargo/year. The port is directly connected to Phu My Industrial Park, creating the nucleus for the formation of a seaport industrial urban area, promoting maritime transport and logistics.

The project will start construction in September 2026 and be put into operation in October 2028. During the visit to Korea, Phu My Investment Group and Eric C&C also signed a cooperation agreement to develop an automatic port and smart logistics solutions for the project.

Ho Chi Minh City starts project to improve the environment of the North bank of Doi Canal worth 7,300 billion VND

On August 13, Ho Chi Minh City started the project of dredging, building infrastructure and improving the environment of the North bank of Doi Canal (old District 8) with a total capital of more than 7,300 billion VND from the City budget. The project includes 4.3 km of North bank embankment, dredging the riverbed, expanding Hoai Thanh and Nguyen Duy streets, building Hiep An 2 bridge, synchronizing drainage, lighting, green trees and inland waterway wharf systems, expected to be completed in 2028.

The project affects 1,605 households, currently 1,272 households have agreed to compensation, 387 households have handed over the site, the City is preparing a resettlement housing fund for 162 households. Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong emphasized that the project will overcome pollution, prevent flooding, improve the quality of life and urban appearance, and at the same time request the investor to speed up the progress, and localities to hand over the site in September 2025.

Masterise's ambition at the "super" Gia Binh Airport Project worth 195,000 billion VND

Masterise proposed to invest more than 195,000 billion VND to build Gia Binh International Airport in Hanoi, with a scale of 1,884 hectares and a designed capacity of 50 million passengers/year by 2050. The project aims to be a 5-star airport model according to Skytrax, and at the same time be a major transit hub in Asia, serving both civil and national security.

Masterise plans to develop Gia Binh into a dual-use airport, an aviation gateway to the North, and at the same time form a center for logistics, aircraft maintenance (MRO), e-commerce and non-aviation services.

The project is planned according to the Smart-Green Airport model combined with Airport City, applying AI and IoT technology. With a capital contribution of 15% and mobilizing the remaining 85%, Masterise expects Gia Binh and Noi Bai to create a strong development momentum for the Red River Delta and raise Vietnam's position on the international aviation map.

Proposal to invest 17,509 billion VND to build a railway industrial complex in Hanoi

Vietnam Railway Corporation proposed 100% public investment to build a Railway Industrial Complex on an area of 250 hectares in two communes of Chuyen My and Ung Hoa (Hanoi), with a total capital of 17,509 billion VND.

The project aims to assemble and localize vehicles and components for national, urban and high-speed railways; and undertake the repair, maintenance, and production of locomotives, carriages and spare parts. The complex will be a center for technology reception, creating a railway industrial ecosystem, product supply chain, and promoting supporting industries.

If approved, the project will be implemented over 3 years, expected to generate revenue of VND228,102 billion in the 2030-2050 period, with a payback period of about 16 years. This is expected to be an important boost for the sustainable development of Vietnam's railway industry.

Some hydropower plants do not cooperate, Lao Cai - Vinh Yen 500 kV line faces difficulties

The Lao Cai - Vinh Yen 500kV Transmission Line Project is facing the risk of being behind schedule because many hydropower plants do not agree to cut off power for cross-construction. So far, only 4/15 points have been completed, with 11 points yet to be implemented, of which some hydropower plants such as Ta Thang, Song Bac, Tram Tau have objected, and other plants have been slow to respond.

EVN has reported to the Ministry of Industry and Trade, requesting NSMO to proactively cut off power according to the registered schedule and amend regulations to increase flexibility. The project was requested by the Prime Minister to be completed before August 19, 2025, and currently EVN and other forces are focusing their efforts to ensure the progress of this important national project.

Quang Ngai: 1,295 billion VND needed for resettlement for high-speed railway project

The North-South high-speed railway project through Quang Ngai is over 86 km long, with a total investment of nearly VND11,400 billion, of which the resettlement cost is about VND1,295 billion with more than 3,200 resettlement lots. The project passes through 16 communes and 3 wards, reclaiming more than 562 hectares of land, mainly agricultural land.

The province plans to build 22 new resettlement areas of nearly 173 hectares and use more than 2,000 vacant lots in 33 existing resettlement areas to accommodate 1,590 households that must be relocated. Provincial leaders requested departments and branches to coordinate closely in determining the route direction, adjusting the station location appropriately, calculating materials, reviewing compensation policies and proposing special mechanisms, in order to create consensus among the people and ensure the progress of key national projects.

The Government issued Resolution 3/2025/NQ-CP stipulating specific mechanisms and policies for projects at Gia Binh International Airport, applicable to ministries, branches, People's Committees at all levels and investors. Accordingly, the airport project and related works are implemented under the PPP method, BT contract, with special mechanisms on planning, land, environment and investor selection.

The Ministry of Public Security is the governing body, responsible for project preparation, contract signing and capital balance. The People's Committee of Bac Ninh province manages resettlement projects, site clearance, connecting roads, and land fund payments. The resolution allows planning adjustments under simplified procedures, without having to conduct a strategic environmental assessment, ensuring progress for this national strategic project.

The Prime Minister requested Dong Nai to urgently complete compensation and site clearance to organize the groundbreaking ceremony of the Tri An Hydropower Plant Expansion Project on August 19, 2025, to celebrate the 80th anniversary of National Day.

The project is on the list of important national projects, including 2 units with a total capacity of 200 MW, expected to generate electricity by the end of 2027. The project will increase the power supply for the South, especially during peak hours, helping to reduce production costs, take advantage of the flow, reduce excess discharge and CO2 emissions, and at the same time extend the equipment life of the existing plant, contributing to ensuring national energy security.

Favorable signal for the Lien Chieu Container Port Master Project with capital of 45,268 billion VND

The Ministry of Construction assessed the proposal of the Hateco - Hateco Port - APM Terminals BV consortium on the Lien Chieu Container Port Master Project as consistent with the planning of seaports, land and infrastructure in Da Nang, and at the same time, it needs to be implemented soon because it is prioritized for investment until 2030. The project has a scale of 172.6 hectares, including 8 container berths 2,750 m long, receiving ships up to 18,000 TEUs, with a total design capacity of 5.7 million TEUs/year.

The total investment capital is expected to be 45,268 billion VND, of which the charter capital is more than 9,053 billion VND, divided into 3 phases from the end of 2025. This is the largest seaport project in the Central region, expected to become an international transit port, contributing to improving the logistics and trade capacity and position of Da Nang in the region.

Inauguration and groundbreaking of 250 projects to celebrate the 80th anniversary of National Day

Prime Minister Pham Minh Chinh signed Official Dispatch No. 136/CD-TTg on organizing the inauguration and groundbreaking ceremony of 250 works and projects with a total investment of VND 1.28 quadrillion on August 19, 2025, to celebrate the 80th anniversary of National Day, September 2. The event will take place online at about 80 locations nationwide, with the main location at the National Exhibition and Fair Center (Hanoi).

The Prime Minister requested ministries, sectors, localities, corporations and general companies to prepare carefully, ensure progress, quality, safety and efficiency, and create a ripple effect on strategic infrastructure breakthroughs. Coordination of television, security, engineering and communications work was specifically assigned to units to ensure that the groundbreaking and inauguration ceremonies take place solemnly, successfully and inspire the whole society.

The Ministry of Finance completes the draft Decree detailing the implementation of projects applying the BT contract type.

The Government Standing Committee has concluded on the draft Decree guiding the implementation of Build-Transfer (BT) contracts under the revised PPP Law, aiming to overcome old shortcomings and create more channels to mobilize private capital for infrastructure, reducing pressure on public investment.

The Ministry of Finance has received comments from Government members and continued to perfect the draft in the direction of thorough decentralization and delegation of power, but with a post-audit mechanism, ensuring harmonious interests and risk sharing between the State and investors.

BT projects must be closely assessed, with flexible payments in cash or land funds, but land prices must be strictly controlled to avoid losses. Deputy Prime Minister Ho Duc Phoc was assigned to direct the completion of the decree, ensuring transparency and serving the people and businesses.

Da Nang sets up 9 working groups to urge and promote project disbursement

Da Nang has established 9 working groups headed by the Chairman and Vice Chairmen of the City People's Committee to inspect, remove obstacles, promote progress and disbursement of public and private investment projects. The groups will review the causes of delays, propose solutions, guide the unified implementation of legal regulations, and consider the responsibilities of agencies, localities and leaders.

Accumulated in the first 7 months of 2025, public investment capital reached more than VND 7,818 billion (46.3% of the plan), while domestic investment capital reached VND 62,478 billion, up 126.2% and FDI capital reached 307.3 million USD, up 4.6%. This is considered a strong solution to promote investment, creating momentum for the city's socio-economic development.

Hai Phong will start and inaugurate a series of key projects to celebrate National Day.

Notably, the T2 Passenger Terminal of Cat Bi International Airport is worth more than VND2,690 billion, increasing the capacity to 5 million passengers/year; the resettlement area serving the Lao Cai - Hanoi - Hai Phong railway is worth nearly VND284 billion; the bypass roads, the Thai Binh River overpass, and the Martyrs' Temple and Cultural Park project.

The simultaneous implementation demonstrates the city's determination in developing infrastructure, creating new momentum for the socio-economy and affirming the spirit of solidarity to celebrate National Day.

Revealing the contractor participating in the expansion of the Ho Chi Minh City - Long Thanh expressway with a capital of 14,945 billion VND

Vietnam Expressway Corporation (VEC) has selected contractors for two main construction packages of the Ho Chi Minh City - Long Thanh Expressway Expansion Project. Package XL01 worth over VND5,573 billion is undertaken by the Deo Ca consortium and construction enterprises, Package XL02 worth over VND4,628 billion is undertaken by the Truong Son, Vinaconex, Thang Long and Construction consortium.

In addition, a VND40.7 billion supervision consultancy package has also been awarded. The project has a total capital of nearly VND14,945 billion, starting on August 19, 2025, expanding from 4 to 8-10 lanes and building a new Long Thanh bridge unit. The project is expected to be basically completed in December 2026, and the whole project in March 2027, helping to increase the connection capacity between Ho Chi Minh City and Long Thanh airport, reduce congestion and promote the development of the key economic region in the South.

New Phong Chau Bridge to close on August 28, 2025

The Prime Minister requested units to make efforts to close the new Phong Chau bridge on August 28 and complete it in early October 2025, ensuring quality, safety, and facilitating people's travel. At the same time, allow the use of savings from the bridge project to expand the connecting road.

Regarding the Lao Cai - Hanoi - Hai Phong railway route through Phu Tho, the Prime Minister directed the urgent development of compensation and resettlement plans, as well as planning stations with logistics and urban areas. The Government also agreed in principle to build a 54 km route connecting Noi Bai - Lao Cai expressway with Hoa Binh - Son La, opening up new development space for Phu Tho province and the region.

More than 7 billion USD of investment capital has just "landed" in Bac Ninh

On the afternoon of August 15, Bac Ninh granted certificates to 45 projects with a total capital and expansion commitment of over 7.2 billion USD, focusing on high technology, urban areas, services and green infrastructure. In the first 7 months of the year, the province attracted 155 domestic projects worth nearly 10 billion USD and 256 FDI projects worth nearly 4 billion USD, ranking second in the country.

Chairman of the Provincial People's Committee Vuong Quoc Tuan affirmed that the investment environment will be improved, digital transformation, green and sustainable development will be promoted, and businesses will be encouraged to stay long-term. Bac Ninh aims to attract 6 billion USD in FDI and 12 billion USD in domestic capital by the end of the year, with key projects such as Gia Binh airport, ecological industrial park, and university urban area. International investors such as Soilbuild (Singapore) continue to expand projects, affirming Bac Ninh's attractiveness in the global supply chain.
