Ensuring dam safety and restoring power: Requesting owners of hydroelectric dams in the province to continue strictly implementing the safe operation of hydroelectric reservoirs to ensure efficiency and cut and reduce floods, minimize flooding downstream, and absolutely not allow dam safety to occur; Dak Lak Power Company and Dak Lak Power Transmission Team focus on human resources to drain water and restore power on the principle of safety, prioritizing the earliest restoration of power to important loads: administrative headquarters, health , water, telecommunications in the spirit of restoring power to where the water recedes.
Stabilize the market and supply of goods: require commercial businesses (supermarkets, markets, stores) to actively stockpile and supply goods, especially essential goods, to ensure supply and stabilize prices, especially in areas at risk of being isolated by floods. Prioritize the stockpiling of domestically produced goods and those produced in the province to stabilize the market and promote local production. Commune and ward People's Committees must ensure supply at the market and organize mobile sales points for affected areas. Closely monitor the supply, demand and prices of essential goods to ensure that people do not lack food, foodstuffs and basic necessities.

Organizing emergency relief activities: On the morning of November 21, 2025, the Department of Industry and Trade organized the transportation of relief food to the eastern areas of Dak Lak , which were heavily affected by floods. This activity had the participation of all civil servants and public employees of the Department and the support of more than 30 soldiers of the 198th Special Forces Brigade with specialized vehicles, helping the transportation work to take place quickly.Goods supplied from Co.opmart supermarket focus on essential items: 2,500 boxes of instant noodles, 200 boxes of bottled water were urgently delivered to isolated, deeply flooded areas in the East of Dak Lak. These are important items to help people temporarily stabilize their lives while waiting for the water to recede and continue large-scale relief work.

In addition, the Department of Industry and Trade has also established a Response Team to handle rain and flood situations, including 14 comrades directly present at flooded areas in the East of Dak Lak to promptly monitor and grasp the flood developments, update the local situation; coordinate to immediately deploy measures to prevent and avoid rain and flood. On the morning of November 21, 2025, the Response Team was also present to regulate goods and support necessities to Song Hinh and Hoa My communes. These are isolated and deeply flooded communes in the East of Dak Lak.
