(CLO) According to a report by the Ministry of Construction , in 2024, 28 social housing projects, equivalent to 20,284 units, were completed, an increase of approximately 46% compared to 2023.


In a report submitted to the Prime Minister at the online conference with localities, the leaders of the Ministry of Construction stated that 2024 will be a year of many difficulties and challenges not only for the construction industry but also for the national economy as a whole.

Particularly when Typhoon Yagi ( Typhoon No. 3) passed through northern Vietnam, its devastating impact affected the country's growth in general and the construction industry in particular. Despite this, the construction industry still recorded some significant achievements in housing development and the real estate market.

Specifically, regarding the development of social housing, this is a segment that receives attention from the entire political system. In 2024, the whole country had 28 projects with a scale of 20,284 units completed, an increase of about 46% compared to 2023, equivalent to about 6,420 units.

At the same time, during the year, 23 projects with a total of 25,399 units were licensed and commenced construction, an increase of approximately 13% compared to 2023, equivalent to about 3,000 units.

The number of projects approved for investment was 113, equivalent to 142,450 units, an increase of approximately 101% compared to 2023. Most localities have implemented planning and allocated land for the development of social housing.

Accordingly, across the country, 1,309 locations with a total land area of ​​approximately 9,756 hectares have been planned for social housing. The 120,000 billion VND preferential loan program for the development of social housing, worker housing, and the renovation and reconstruction of apartment buildings: banks have committed to providing loans of over 4,000 billion VND, with loan disbursements reaching 2,360 billion VND (2,162 billion VND for investors in 17 projects; 198 billion VND for homebuyers in 15 projects).

Regarding housing policies for people who have rendered meritorious services to the revolution, the Ministry of Construction has advised the Prime Minister to issue Decision 21, stipulating the level of support for new construction or renovation and repair of housing for people who have rendered meritorious services to the revolution, relatives of martyrs, and the allocation rate of support capital from the central budget, and the matching capital rate from the local budget for the period 2023 – 2025.

Regarding real estate market management, in 2024, the Government and the Prime Minister issued nearly 20 documents including resolutions, directives, decisions, and official dispatches, with many specific and decisive solutions and tasks aimed at removing difficulties and obstacles, promoting the development of social housing and a safe, healthy, and sustainable real estate market.

Simultaneously, fulfilling the tasks assigned by the Prime Minister, the Prime Minister's Task Force on resolving difficulties and obstacles for real estate projects in localities and enterprises has proactively reviewed and categorized the difficulties and obstacles of the projects; provided guidance, urged, and proactively resolved them.

In 2024, the Task Force received 47 documents regarding difficulties, obstacles, and recommendations from localities, citizens, and businesses (including: 3 documents from localities; 18 documents from citizens; and 26 documents from 22 businesses) related to 32 real estate projects.

In accordance with its assigned functions, duties, and authority, the Task Force issued 25 documents to address the 47 recommendations mentioned above. It can be said that the difficulties and obstacles in the implementation of real estate projects have been gradually resolved, and the supply of real estate has gradually improved.

"With the simultaneous implementation of multiple solutions to remove obstacles for real estate projects, it is predicted that in the coming time, the supply of housing, especially social housing, will see positive changes, helping the real estate market gradually improve and overcome the most difficult period," the Ministry of Construction's report stated.
