Reporting at the meeting, Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company stated that the resettlement areas, including Noi Rang, Duy Hai 2, Duy Hai 3, Son Vien (Duy Nghia commune) and the Binh Duong coastal resettlement area (Thang An commune), have a total implementation area of nearly 239.3 hectares. The total approved budget is over 1.6 trillion VND.
To date, the company has cleared over 135.6 hectares of land and built infrastructure on over 71.4 hectares; arranged resettlement for 831 households, and issued land use right certificates for 706 plots.
However, due to various factors, the progress of land clearance and resettlement construction has not been on schedule, affecting both the investor and the households in the project area.
During the meeting, leaders of Duy Nghia and Thang An communes requested the city to promptly direct the acceptance and implementation of the technical completion phase; assign tasks to relevant functional units to receive the project handover from Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company so that households in the project area can stabilize their living situation, and allow households to repair their dilapidated houses.
Simultaneously, address the outstanding issues regarding the issuance of land use right certificates to relevant households and individuals.

Vice Chairman of the People's Committee of Ho Chi Minh City, Phan Thai Binh, instructed the Department of Finance to appraise projects, whether public investment or privatization, to ensure progress, especially those related to resettlement land.
Specifically, before September 30th, Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company and the investor must complete the project dossier for the Department of Finance to review before October 10th, 2025, and then report to the City People's Committee.
Regarding land compensation, city leaders have requested the Department of Finance to immediately allocate funds to pay compensation to households for which compensation plans have been approved, with a deadline before October 15, 2025.
The Department of Construction has been tasked with leading the review of all planning for coastal resettlement areas. Planning that is no longer suitable or has remained unimplemented for more than 10 years must be adjusted to put the land into use and avoid the situation of "suspended" planning.
