After studying the Draft Political Report of the Executive Committee of the Hue City Party Committee, 16th term, presented to the 17th Hue City Party Congress, I highly appreciate the meticulous preparation, tight structure, and strategic vision of the document, especially in its socio-economic development orientation until 2030. The report highlights outstanding achievements, from economic growth and structural transformation to attracting investment and developing high-quality human resources. However, from the perspective of the business community, I would like to propose some suggestions to contribute to improving the document, creating breakthroughs for business development, and promoting the local economy in the next term.
In the context of a volatile global economy , the city needs to more clearly identify key economic sectors capable of generating high added value and efficiently utilizing investment resources. Besides traditional strengths such as tourism and services, priority should be given to developing new areas such as the night-time economy, green economy, circular economy, and digital economy… in order to enhance competitiveness and affirm Hue's position on the regional and international economic map.
The business community hopes the draft will focus on administrative procedure reform, comprehensive digital transformation, and use business satisfaction as a benchmark. The city needs to publicly disclose annual administrative reform indicators, reduce costs and time in accessing land, granting investment licenses, connecting to infrastructure, etc. These reforms will be the "key" to unlocking bottlenecks, attracting investment, and developing businesses.
The draft needs to clearly demonstrate a focus on attracting FDI projects with high technological content, environmental friendliness, and deep integration into global value chains. Competitive incentive mechanisms should be established to entice large corporations and leading businesses to choose Hue as an investment destination. The formation of industry clusters and production chains – especially in supporting industries, agricultural processing, and smart tourism – will create a boost to improve productivity and overall competitiveness for the local economy.
The document needs to place greater emphasis on the role and support policies for private enterprises, especially small and medium-sized enterprises (SMEs) – the main driving force behind innovation, job creation, and sustainable growth. The city should continue to build an effective startup ecosystem, support access to capital, provide digital transformation consulting, prioritize land allocation, and have specific incentive mechanisms for innovative businesses, green technology businesses, women-owned businesses, and social enterprises. At the same time, it should ensure equality in access to resources, from credit to export support programs and human resource training.
I appreciate that the Draft Political Report identifies the development of high-quality human resources as a key program. However, for this program to be truly effective, the training of high-quality human resources needs to be compatible with the areas that the city prioritizes for attracting investment. Training should not only focus on improving general skills but also be linked to practical needs, prioritizing skills applicable in technology and production. Only then will high-quality human resources truly become a "launching pad" to help businesses expand production, attract large investments, transfer technology, and access international markets.
At the same time, in the context of strong digital transformation, Hue needs to build a synchronized digital infrastructure development roadmap, promote the application of new technologies, develop an innovation ecosystem, business incubators, and connect scientists, entrepreneurs, and investors. I propose that the city focus on developing a team of cultured entrepreneurs, emphasizing the social responsibility of businesses, and building an image of Hue businesses as dynamic, creative, integrated, yet rich in identity. The city also needs to prioritize programs that support businesses in adapting to economic fluctuations, improving risk management capabilities, and developing sustainably and environmentally friendly.
