According to updates from the National Center for Meteorological and Hydrological Forecasting, Typhoon No. 3 has continuously intensified over the past few days. As of 1 PM today (September 4th), the typhoon's center is located in the eastern part of the North East Sea, 710km east of Hainan Island, China. The strongest winds near the center of the typhoon are at level 12, with gusts up to level 15. The typhoon is moving in a west-northwest direction at a speed of 10-15 km per hour. This is a very strong typhoon, and from September 5th to 6th, it will continue to strengthen, potentially reaching level 15 with gusts up to level 17 near the center. Sea waves could reach 9 to 11 meters high.

In response to the developments of Typhoon No. 3, presiding at the main meeting point, Minister of Agriculture and Rural Development Le Minh Hoan requested relevant forces and localities predicted to be in the affected area to report on their preparedness for response.

In Nghe An province, as of late this morning, more than 1,900 boats and ships with nearly 8,600 workers have returned to port and anchored. 907 boats and ships with 5,065 workers are currently operating at sea. All have received information about the location and trajectory of Typhoon No. 3.
The province has 1,061 large and small reservoirs and 22 hydroelectric reservoirs, of which 8 are operating in a coordinated manner on the Ca River basin. All are operating in strict accordance with the approved plan for the flood season.

Currently, Nghe An province is closely monitoring the developments of storms, rain, and floods to promptly direct and implement response measures, avoiding any passive or unexpected situations along the coast, coastal plains, and mountainous areas. This includes, in particular, evacuation plans for residents as developed, and plans to protect agricultural production.
This afternoon, the Chairman of the People's Committee of Nghe An province issued a directive instructing all forces and localities to urgently implement measures to respond to typhoon No. 3.

Based on the overall situation and conclusions reached at the meeting, Minister of Agriculture and Rural Development Le Minh Hoan emphasized that the storm is expected to make landfall around 2 PM on September 7th. Therefore, by 2 PM tomorrow, it will be approximately 48 hours before the storm, and by 2 PM on September 6th, it will be 24 hours before landfall. These are crucial moments for assessing the situation and devising the most effective response measures. He affirmed that Typhoon No. 3 is a very strong storm, and each sector and locality should proactively prepare scenarios to minimize damage to people and property, as well as damage to infrastructure and dikes and irrigation works.
