Thai Nguyen: Many traditional cultural and community tourism projects have been completed.

(CLO) Many cultural works and tourist destinations in ethnic minority areas in Thai Nguyen have been completed and put into use, contributing to heritage preservation and community tourism development. Projects under Project 6 continue to be implemented in many localities, while construction of a number of new destinations has begun.

In 2025, the Department of Culture, Sports and Tourism was assigned a total capital of VND 88,742.68 million for the National Target Program, including VND 63,598 million in investment capital and VND 25,144.68 million in public service capital, of which Project 6 was VND 70,942.68 million and Project 10 was VND 17,800 million. However, the disbursement rate by the end of October was still low compared to the plan.

According to the report, Project 6 has only disbursed 16.63% of its investment capital and 8.32% of its public service capital; the rest is in the process of completing documents or preparing bidding procedures. Project 10 has not yet disbursed funds because it has just been appraised and approved by the Ministry of Culture, Sports and Tourism at the end of the second quarter of 2025, leading to a narrowing of the implementation timeframe and not being eligible for construction within the year.

However, many projects under the National Target Program have been completed and put into use, contributing to the preservation and promotion of local cultural values.

Typical examples include the tourist destination of Ban Ten hamlet (Dong Hy), the relics of President Ho Chi Minh at ATK Phu Dinh, the traditional cultural villages of Nung, San Chi, Tay, etc. In addition, a series of transitional projects and new construction projects have also completed the design and estimate appraisal steps and are in the process of selecting contractors.

Explaining the reason for the slow disbursement, Mr. Nguyen Van Ngoc - Deputy Director of the Department of Culture, Sports and Tourism said that cultural projects are subject to many specialized laws, leading to complicated procedures and taking a lot of time: "We have to implement the Law on Cultural Heritage, the Law on Public Investment, the Law on Environmental Protection, the Law on Land, the Law on Construction... in parallel, so each step needs to be carefully assessed. This is a mandatory requirement to ensure legality, but it is also the reason for the delay in progress."

In addition, some projects transferred from Bac Kan province after administrative boundary adjustment have only completed appraisal, prepared economic-technical reports or been approved in the second quarter of 2025, so "it is impossible to organize bidding and implement construction this year" , Mr. Ngoc said.

In this situation, the Department has proposed many solutions to improve the disbursement progress in the coming time, including strengthening the inspection of projects, urging the completion of documents, promptly removing difficulties in the implementation process. At the same time, the Department will also recommend the Provincial People's Committee to adjust the capital plan to suit the implementation capacity, focusing capital on highly feasible projects.
