On October 4, the People's Committee of Buon Ma Thuot City directed the City Inspectorate to investigate the case of Mac Thi Buoi Primary School "forgetting" to buy health insurance for many students, seriously affecting the rights of the students when examining and treating diseases.
Parents upset when discovering school "forgot" to buy health insurance for students
The incident was discovered when Ms. H. (residing in Ea Tu commune, Buon Ma Thuot city) took her child to see a doctor in July 2024.
Taking their child to the doctor, parents were shocked to discover that the school "forgot" to buy health insurance for the student.
Although she paid 632,000 VND to Mac Thi Buoi Primary School from the beginning of the 2023-2024 school year to buy health insurance for her child, she discovered that her child's card had expired for 7 months.
Due to the urgency, Ms. H. had to pay the entire hospital bill of more than 3 million VND for her child's treatment. After that, Ms. H. went to the school to ask for an explanation and was informed that the school's office had not renewed the insurance cards for many students.
According to a report from Mac Thi Buoi Primary School, from the 2021-2022 school year, the responsibility of collecting health insurance premiums from students to pay to the Provincial Social Insurance is assigned to Ms. LTTH, a clerk and treasurer.
However, Ms. H. "forgot" to buy health insurance and renew health insurance cards for many students, leading to the situation where 78 students were not given insurance cards as they should have been.
Mr. Pham Dinh Lai, Principal of Mac Thi Buoi Primary School, said that the reason for the "forgetting" to buy health insurance was because the school's secretary and treasurer was late in buying health insurance cards for students. After discovering this, the school directed the secretary to list the cases of students who were missing to buy and refund the money for the months when they were not covered by health insurance.
"The students paid for health insurance but were not able to buy it and had to go to the doctor or hospital, incurring additional costs. The secretary is responsible for compensation. At the same time, the school will handle the clerical responsibility," said Mr. Lai Pham Dinh.

Through comparison, in addition to the 78 students who "forgot" to buy health insurance, there were 134 other students whose payments were 1 to 8 months late. Ms. H. has refunded the money to 94 parents, and the remaining are still being resolved.
Clarifying the responsibility for "forgetting" to buy health insurance to handle violations according to regulations
According to the Departmentof Education and Training of Buon Ma Thuot City, the unit has sent a report to the City People's Committee and the Department of Education and Training of Dak Lak province, requesting strict handling of the incident.
Mr. Pham Tien Hung, Vice Chairman of Buon Ma Thuot City People's Committee, said that the City People's Committee had worked with Mac Thi Buoi Primary School. However, due to the complexity of the matter, the leaders of Buon Ma Thuot City People's Committee directed the City Inspectorate to investigate and clarify responsibilities to handle violations according to regulations.
Speaking to reporters, Mr. Ta Duc Hau, Deputy Director of Dak Lak Social Insurance, said: "According to regulations, schools must deposit insurance money into the provincial Social Insurance account within 3 days after collecting it from students. Mac Thi Buoi Primary School violated this regulation, affecting the rights of students for many months."
