On October 4th, the People's Committee of Buon Ma Thuot City directed the City Inspectorate to investigate the case of Mac Thi Buoi Primary School "forgetting" to purchase health insurance for many students, seriously affecting their rights when seeking medical treatment.
Parents are outraged after discovering the school "forgot" to purchase health insurance for students.
The incident was discovered when Ms. H. (residing in Ea Tu commune, Buon Ma Thuot city) took her child for a medical check-up in July 2024.
Parents were shocked to discover, while taking their children to the doctor, that the school had "forgotten" to purchase health insurance for the students.
Although she had paid 632,000 VND to Mac Thi Buoi Primary School at the beginning of the 2023-2024 school year to purchase health insurance for her child, she discovered that her child's card had expired 7 months ago.
Due to the urgency, Ms. H. had to pay the entire hospital fee of over 3 million VND for her child's treatment. Afterwards, Ms. H. went to the school to demand an explanation and was informed that the school's administrative staff had not renewed the health insurance cards for many students.
According to a report from Mac Thi Buoi Primary School, starting from the 2021-2022 school year, the responsibility of collecting health insurance fees from students to submit to the Provincial Social Insurance agency has been assigned to Ms. LTTH, a clerical staff member and treasurer.
However, Ms. H. "forgot" to purchase health insurance and renew health insurance cards for many students, resulting in 78 students not receiving the insurance cards they were supposed to have.
Mr. Pham Dinh Lai, Principal of Mac Thi Buoi Primary School, stated that the reason for the "forgetting" to purchase health insurance was due to the school's secretary and treasurer's delay in purchasing health insurance cards for the students. After discovering the issue, the school instructed the secretary to list the students who were missing health insurance so that the money could be purchased and refunded for the months they were not covered by health insurance.
"The students paid for health insurance but were not provided with it and had to go for medical check-ups and hospitalizations, incurring additional costs. The school secretary is responsible for compensating them. At the same time, the school will hold the secretary accountable," said Pham Dinh Ong Lai.
An investigation is underway into the case of Mac Thi Buoi Primary School (Buon Ma Thuot City, Dak Lak Province) "forgetting" to purchase health insurance for 78 students.
According to our investigation, 78 students at Mac Thi Buoi Primary School had paid their fees from the previous school year, but the school "forgot" to purchase health insurance for them.
Upon review, in addition to the 78 students who were "forgotten" to purchase health insurance, there were 134 other students whose payments were delayed by 1 to 8 months. Ms. H. has reimbursed 94 parents, and the remaining cases are still being processed.
Clarify responsibility for "forgetting" to purchase health insurance in order to handle violations according to regulations.
According to the Department of Education and Training of Buon Ma Thuot City, the unit has submitted a report to the People's Committee of Buon Ma Thuot City and the Department of Education and Training of Dak Lak province, requesting strict handling of the incident.
Mr. Pham Tien Hung, Vice Chairman of the People's Committee of Buon Ma Thuot City, said that the City People's Committee had worked with Mac Thi Buoi Primary School. However, due to the complexity of the matter, the leaders of the Buon Ma Thuot City People's Committee have directed the City Inspectorate to conduct an investigation to clarify responsibilities and handle violations according to regulations.
Speaking to reporters, Mr. Ta Duc Hau, Deputy Director of the Dak Lak Social Insurance Department, said: "According to regulations, schools must deposit insurance fees from students into the provincial Social Insurance account within 3 days. Mac Thi Buoi Primary School violated this regulation, affecting the rights of students for many months."
