
In his opening remarks, Prime Minister Pham Minh Chinh stated that achieving a growth target of 8% or more in 2025 is a significant challenge. In the coming period, the Government, all levels, sectors, and localities need to demonstrate even greater determination, make greater efforts, and take more decisive action to promote growth to achieve the set target, while maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and implementing the set objectives.
The Prime Minister stated that the Resolution of the 13th National Party Congress has identified the need to pay due attention to the development of railway transport, implementing the construction of several sections of the North-South high-speed railway; synchronously connecting the transport system with economic zones, industrial parks, airports, and seaports; accelerating the construction of urban railway lines in Hanoi and Ho Chi Minh City, and resolving bottlenecks in transport infrastructure.
Conclusion No. 49-KL/TW of the Politburo on the orientation for the development of Vietnam's railway transport system until 2030, with a vision to 2050, has identified the goal of developing a modern and synchronized railway transport system to promote rapid and sustainable socio-economic development, meeting the objective of Vietnam becoming a high-income developed country by 2045. Railway transport plays a leading role on the North-South economic corridor, the main East-West transport corridors, and passenger transport in major cities.

The National Assembly has issued resolutions on the investment policy for the North-South high-speed railway project; the investment policy for the Lao Cai - Hanoi - Hai Phong railway line project; and the piloting of several specific mechanisms and policies to develop the urban railway network in Hanoi and Ho Chi Minh City. The National Assembly also passed the amended Railway Law with many outstanding mechanisms and policies to maximize resource mobilization for railway development in the coming period.
Given the unique characteristics of new railway infrastructure construction projects, which involve very large-scale investments and high technical requirements, especially the high-speed railway on the North-South axis, the first of its kind in Vietnam, the Prime Minister has established the Steering Committee for Key National Projects and Important Projects in the Railway Sector.
The Prime Minister stated that the Steering Committee's tasks in the coming period are extremely heavy, important, and urgent. He requested that the committee members continue to demonstrate a high sense of responsibility, ensuring that task assignments adhere to six clear criteria: "clear person, clear task, clear timeframe, clear responsibility, clear deliverables, and clear authority"; and "think far ahead, think deeply, and act on a grand scale."
Regarding compensation and resettlement support, the Prime Minister requested special attention to this work so that people have new homes, new jobs, and new livelihoods that are at least equal to or better than their old ones. Good land clearance and project preparation will lead to good implementation, while delays in land clearance and resettlement will cause the work to stall.
The Prime Minister urged ministries, sectors, and localities to focus their resources to the maximum extent, remove all bottlenecks and obstacles, and overcome difficulties and challenges to complete the assigned tasks.
At the conference, Minister of Construction Tran Hong Minh presented a comprehensive report on the progress of construction projects, focusing on the Lao Cai - Hanoi - Hai Phong railway project and the high-speed railway project on the North-South axis.
