On the morning of July 5th, the 20th session of the Provincial People's Council continued its work with the important part being the discussion of socio -economic development issues and obstacles and difficulties in implementing mechanisms and policies at the local level.

Comrades Vu Xuan Cuong, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Vu Van Cai, Standing Vice Chairman of the Provincial People's Council; and Ly Binh Minh, Vice Chairman of the Provincial People's Council, chaired the discussion session.

In addition to the opinions compiled in writing from the discussion groups, the session also received opinions from 8 delegates in the delegate groups of Lao Cai city, Sa Pa town, Bac Ha district, Muong Khuong district, Bao Thang district, and Van Ban district.

Opening the questioning session, delegate Nguyen Tat Thang, representing Van Ban district, mentioned that the provincial budget revenue collection had only reached 36.2%, a low figure compared to the provincial People's Council's projected target for 2024. He requested the Provincial People's Committee to further clarify fundamental and specific solutions to ensure the completion of the tasks assigned in the Provincial People's Council's Resolution.
Regarding voters' opinions, representative Nguyen Tat Thang stated that many construction investment projects are currently very slow due to a lack of coordination in implementation, such as the B1 road project in Vo Lao commune, which is delayed and affecting the district's revenue collection plan.

Representative Thào Thị Lan, from the Mường Khương District delegation, stated that in implementing Decision 86/QD-UBND dated January 14, 2022, of the Provincial People's Committee on adjusting the plan to strengthen management of land originating from state-owned agricultural and forestry farms in the province, a review revealed that many families who have cultivated land for generations are now identified as belonging to the local forest protection management board. Many households, who were cultivating normally, have returned after working away from home to find that their land belongs to the forest protection management board, thus losing their right to benefit from and exploit the resources (trees) on that land. The representative requested that the province direct the resolution of these issues arising from the Decision to avoid affecting the rights of the people.

Representative Nong Thi Nhi, from the Bao Thang District delegation, proposed increasing the support level for building village/neighborhood cultural centers, arguing that the old level, as stipulated in Resolution No. 35 dated December 11, 2015, of the Provincial People's Council, is no longer appropriate, especially after the increase in the number of households in merged villages. She also proposed increasing the operational funding for members of smart digital transformation teams in communes and towns. In accordance with Resolution No. 20 dated April 17, 2022, of the Lao Cai Provincial Party Committee, Bao Thang District now has 14 out of 14 communes and towns launching smart digital transformation village models with 420 participating members; however, these members have not yet received the support benefits and policies.

Representative Bui Van Duc, from the Lao Cai City delegation, mentioned that according to the Comprehensive Land Survey Project approved by Decision 3862/QD-UBND dated December 8, 2014, the investor was the Department of Natural Resources and Environment. On April 16, 2021, the Provincial People's Committee adjusted the task, assigning the City People's Committee as the investor for the land registration and declaration aspect of the Project. The Project's objective is cadastral surveying and the issuance of land use right certificates in the city. To date, the work has only progressed to the stage of surveying the current status of land parcels; although land registration and declaration have been completed, they have not been accepted, and the Project has not yet been finalized.
Regarding the reasons, delegate Bui Van Duc stated that the project's implementation time was prolonged, information on land parcels was not updated in a timely manner, and the implementing units lacked enthusiasm for the project and did not coordinate with the local authorities to resolve difficulties. The delegate requested the Department of Natural Resources and Environment to research and advise the Provincial People's Committee to direct and resolve the issues so that the project can be completed soon.

Delegate Vu A Giang, from the Sa Pa town delegation, requested the Provincial People's Committee to direct specialized departments, with the Department of Education and Training as the core, and local authorities to organize inspections and evaluations of the teaching and learning of Vietnamese for ethnic minority children before entering first grade in the area, in accordance with the regulations of the Ministry of Education and Training .
Representative Vu A Giang also stated that, in recent times, the situation of criminal law violations in Sa Pa town has shown signs of increasing, especially drug crimes, high-tech crimes, and property theft, causing anxiety among the people. When people become victims of money theft from their accounts, investigations seem to yield no results, and their desire to recover the lost money is hopeless. The representative requested that the authorities clarify the difficulties and implement effective solutions to prevent such crimes so that people no longer have to worry.

Discussing several issues related to security and order in the area, delegate Nguyen Anh Chuyen, from the Van Ban district delegation, stated: From the beginning of the year until now, 40 drug-related cases involving 60 individuals have occurred in the district, with 29 cases specifically related to illegal drug trafficking. Van Ban district also has 488 drug addicts, of whom only over one-third have been sent to compulsory drug rehabilitation. The situation regarding illegal mining, including gold mining, is being addressed by Van Ban district with proactive and decisive measures, significantly curbing this problem and preventing the emergence of new hotspots.
Participating in the discussion in the assembly hall, delegate Ha Tat Dinh, from the Bac Ha district delegation, stated: In the mountainous district of Bac Ha, in 2023, the rate of children under 1 year old receiving full vaccinations was low, reaching only 48.3% of the target; in the first six months of 2024, this figure only reached 22.1%. He requested the Provincial People's Committee to make a recommendation to the Ministry of Health to ensure the supply of vaccines for immunization.

Delegate Ha Tat Dinh also raised the issue of inadequate facilities at educational institutions. This is also one of the reasons why the percentage of students attending high school in the area remains low. Regarding difficulties in revenue collection in Bac Ha, the delegate pointed out that many mineral mining and processing facilities have had to cease operations due to expired licenses that have not yet been renewed. He requested the Provincial People's Committee to direct the acceleration of the bidding process for mineral exploitation rights and the procedures for renewing mineral exploitation licenses in the province in general and Bac Ha in particular.

During the discussion, the Standing Committee of the Provincial People's Council fully received all the opinions of the delegates, compiled them, and requested the Provincial People's Committee and relevant departments to explain, clarify, and provide solutions. Regarding some related issues, according to Mr. Vu Van Cai, Vice Chairman of the Standing Committee of the Provincial People's Council, the answers will be clarified in the response speech of the Standing Committee of the Provincial People's Committee on the afternoon of July 5th.
On the afternoon of July 5th, the session will address other important matters, including a question-and-answer session and a speech by the Standing Committee of the Provincial People's Committee.
