Joint Communiqué of the Third Session of the Inter-Parliamentary Cooperation Commission between the National Assembly of the Socialist Republic of Vietnam and the State Duma of the Federal Assembly, Russian Federation

From September 8-10, 2024, at the invitation of the Chairman of the State Duma of the Federal Assembly of the Russian Federation, VVVolodin, the Chairman of the National Assembly of the Socialist Republic of Vietnam , Tran Thanh Man, paid an official visit to the Russian Federation.

The visit took place against the backdrop of the two countries celebrating the 30th anniversary of the signing of the Treaty on the Basic Principles of Friendly Relations between the Socialist Republic of Vietnam and the Russian Federation (1994-2024, hereinafter referred to as the Treaty) and the significant achievements in various fields of bilateral relations. To implement the agreements reached in the Joint Declaration between the Socialist Republic of Vietnam and the Russian Federation on deepening the comprehensive strategic partnership based on the achievements of 30 years of implementing the Treaty, the Chairman of the National Assembly of the Socialist Republic of Vietnam, Tran Thanh Man, and the Chairman of the State Duma of the Federal Assembly of the Russian Federation, VVVolodin, held the third session of the Inter-Parliamentary Cooperation Committee between the National Assembly of the Socialist Republic of Vietnam and the State Duma of the Federal Assembly of the Russian Federation (hereinafter referred to as the two Parties). 1. Both sides affirmed their readiness to cooperate in legislative work to ensure the effective implementation of agreements between the two countries and their leaders, aiming to promote the comprehensive strategic partnership between Vietnam and the Russian Federation. 2. Both sides exchanged views and assessed the results achieved since the second session of the Inter-Parliamentary Cooperation Committee between the National Assembly of the Socialist Republic of Vietnam and the State Duma of the Federal Assembly of the Russian Federation. 3. Delegates from both sides exchanged views and experiences in legislative activities to promote bilateral cooperation, in line with the changing circumstances in the fields of: economy and trade, investment, finance and banking, energy, science and technology, education and training, construction, health, cultural and tourism exchanges, and people-to-people exchanges.

4. Both sides affirmed the need to expand inter-parliamentary relations between Vietnam and the Russian Federation, agreeing to strengthen close coordination, both bilaterally and at regional and international forums, to coordinate monitoring and promote the effective implementation of the Joint Declarations reached and the signed cooperation documents, and to promote joint efforts to address global challenges and implement the 2030 Agenda for Sustainable Development. 5. The Chairman of the National Assembly of the Socialist Republic of Vietnam, Tran Thanh Man, and the Chairman of the State Duma of the Federal Assembly of the Russian Federation, VVVolodin, acknowledged the results of cooperation between Vietnam and the Russian Federation in the past period, and highly appreciated the practical and effective content of the third session of the Inter-Parliamentary Cooperation Committee. 6. The Chairman of the National Assembly of the Socialist Republic of Vietnam, Tran Thanh Man, respectfully invites the Chairman of the State Duma of the Federal Assembly of the Russian Federation, VVVolodin, to visit the Socialist Republic of Vietnam and co-chair the fourth session of the Inter-Parliamentary Cooperation Committee between the National Assembly of the Socialist Republic of Vietnam and the State Duma of the Federal Assembly of the Russian Federation, chaired by the National Assembly of the Socialist Republic of Vietnam.
