On the morning of December 26, at the citizen reception office of the Ministry of Natural Resources and Environment (MONRE), Deputy Minister of MONRE Nguyen Thi Phuong Hoa chaired the regular citizen reception in December 2024. Attending were Chief Inspector of the Ministry of Natural Resources and Environment Le Vu Tuan Anh; representatives of the Department of Land, Department of Legislation and the Ministry Office.
In accordance with the law on citizen reception, the Ministry of Natural Resources and Environment organizes regular citizen reception on all working days of the week. Every month, the Ministry's leaders will directly receive citizens on the last Thursday of the month and hold extraordinary receptions according to regulations to receive, answer and direct the timely resolution of complaints and denunciations of citizens in the field of Natural Resources and Environment.
At the regular citizen reception in December 2024, Deputy Minister Nguyen Thi Phuong Hoa and functional units of the Ministry received a round of citizens complaining about land issues.
Specifically, the case of Ms. Le Thi Hoang Diep, residing in Nhan Chinh Ward, Thanh Xuan, Hanoi, complained about disagreeing with Decision 5795/QD-UBND dated November 5, 2024 of the Hanoi People's Committee resolving her second complaint requesting the cancellation of Document 106/UBND-TNMT dated January 18, 2023 of the Dong Da District People's Committee regarding her request related to real estate in Trung Tien Alley, Kham Thien Street. Ms. Diep hopes that the Ministry of Natural Resources and Environment will consider and resolve this case.
After listening to citizens' opinions and answering questions and responding to citizens from the Ministry Inspectorate and its affiliated units, Deputy Minister Nguyen Thi Phuong Hoa said that the leaders of the Ministry of Natural Resources and Environment always listen and will focus on directing its affiliated units to resolve people's petitions and concerns related to the fields of the Ministry of Natural Resources and Environment according to their authority and legal regulations.
Regarding Ms. Diep's case, Deputy Minister Nguyen Thi Phuong Hoa said that this is a case that has had a second decision to resolve the complaint, and the house and land in Trung Tien alley has been granted a land use right certificate, so according to regulations, it is not under the jurisdiction of the Ministry of Natural Resources and Environment. Therefore, Ms. Diep is requested to submit a lawsuit to the People's Court for settlement according to regulations.
Previously, at the regular citizen reception in November 2024 on November 28, 2024, Deputy Minister Nguyen Thi Phuong Hoa received a large delegation, specifically Ms. Du Thi Hop and a number of residents of Tam Lu Quarter, Dong Nguyen Ward, Tu Son City, Bac Ninh Province, who came to present and submit a petition with documents requesting early allocation of residential service land to households whose agricultural land was recovered to implement projects in Dong Nguyen Ward, Tu Son City, Bac Ninh Province.
On December 10, 2024, Deputy Minister Nguyen Thi Phuong Hoa signed and issued Document No. 8634/BTNMT-TTr transferring the content of Ms. Hop's petition and the households to the Chairman of the People's Committee of Bac Ninh province to urgently direct the inspection and consideration of the settlement of the households' requests in accordance with the provisions of law, respond to citizens and notify the results of the settlement to the Ministry of Natural Resources and Environment.
