Sharing Vietnam's socio-economic development policies, Prime Minister Pham Minh Chinh emphasized Vietnam's high priority on developing strategic road and rail infrastructure. The Prime Minister requested AIIB to continue supporting Vietnam in mobilizing resources for large-scale, iconic projects such as the Lao Cai – Hanoi – Hai Phong and Lang Son – Hanoi standard gauge railway lines; and requested AIIB to provide concessional loans, technology transfer, and human resource training to implement these important projects.

AIIB President Jin Liqun expressed strong agreement with Prime Minister Pham Minh Chinh's proposals, emphasizing the importance and ripple effect of large-scale infrastructure projects on connectivity, enhancing logistics capacity, and promoting socio-economic development in localities, thereby attracting more high-quality investment capital into Vietnam.

Mr. Kim Lập Quần affirmed that AIIB will continue to accompany and support Vietnam in mobilizing resources to develop key infrastructure, ensuring energy for the operation of high-speed railway lines; and participate in transportation infrastructure, healthcare, climate change adaptation, and energy transition projects in the Mekong sub-region.

Both sides agreed to establish working groups to conduct pre-feasibility studies for cooperation projects; strengthen the connection between Vietnam's Two Corridors, One Belt Initiative and China's Belt and Road Initiative; and jointly promote AIIB to become a reputable and highly effective regional development bank that meets the practical needs and interests of its member countries.
