On the afternoon of February 18th, Prime Minister Pham Minh Chinh chaired a conference to implement the National Assembly 's Resolution on the organizational structure of the Government and assigned tasks to several members of the Government for the 2021-2026 term.
Also attending were members of the Politburo , members of the Central Committee of the Party, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, members of the Government, and leaders of ministries, branches, and central agencies.
Previously, the 9th Extraordinary Session of the 15th National Assembly considered and decided on many urgent and important issues, including the adoption of the Law on Government Organization (amended) and decisions on the organizational structure and personnel of the Government.
Following the restructuring, the government apparatus has reduced the number of ministries by 4 and the number of ministerial-level agencies by 1 (from 18 ministries and 4 ministerial-level agencies to 14 ministries and 3 ministerial-level agencies), aiming to improve efficiency, effectiveness, and operational efficiency, avoid overlapping functions and wasted resources, and contribute to building a modern, transparent, and robust political system that meets the requirements of modern management.
The National Assembly has expressed high confidence in and approved the appointments of two Deputy Prime Ministers (Comrade Nguyen Chi Dung and Comrade Mai Van Chinh), and four Ministers (Minister of Construction Tran Hong Minh, Minister of Science and Technology Nguyen Manh Hung, Minister of Ethnic Minorities and Religion Dao Ngoc Dung, and Minister of Agriculture and Environment Do Duc Duy). Several other members of the Government will continue in their ministerial positions after their respective ministries and agencies receive additional functions and responsibilities from other ministries and agencies.
The National Assembly also unanimously approved the appointment of Comrade Le Minh Hoan, Minister of Agriculture and Rural Development, as Vice Chairman of the National Assembly. Prior to this, the Central Committee and the Politburo had also assigned other important tasks to four members of the Government (Comrades Le Minh Hoan, Huynh Thanh Dat, Hau A Lenh, and Nguyen Thanh Nghi).
Speaking at the event, Prime Minister Pham Minh Chinh expressed his sincere gratitude to the Central Committee, the Politburo, the Secretariat, the General Secretary, the National Assembly, the President, and the central ministries and agencies for their continued attention, leadership, guidance, support, and cooperation with the Government in its activities and in implementing personnel work in accordance with the policy of streamlining the apparatus.
On behalf of the Government, the Prime Minister warmly congratulated the comrades who have been appointed to new positions and assigned new tasks; he expressed confidence that they will continue to strive, make efforts, develop their strengths and experience, and continue to contribute to the common cause.
The Prime Minister stated that the Government's tasks are very heavy and numerous, given its role as the highest state administrative body, exercising executive power, acting as the executive body of the National Assembly, and fulfilling the functions, duties, and powers entrusted by the Party, State, and people in various fields; especially in the current context with the requirement for rapid and sustainable development, striving for GDP growth of at least 8% in 2025 and double-digit growth in the following years, while maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, upholding independence, sovereignty, unity, territorial integrity, political stability, social order and security, ensuring social security, not sacrificing progress, fairness, social security and the environment for the sake of purely economic growth, strengthening foreign relations and integration, promoting Party building and rectification, and combating corruption, negativity, and waste.
The Prime Minister urged all members of the Government to always uphold the spirit of proactiveness, flexibility, creativity, and efficiency, building an honest and clean government that serves the people; to promote unity and solidarity, with clear thinking, high determination, great effort, decisive and effective action; to keep promises, to fulfill commitments, and to ensure concrete, measurable results; to complete each task thoroughly, with clear assignment of responsibilities, timelines, and outcomes; and to excellently fulfill all tasks entrusted by the Party, the State, the country, and the people in 2025 and beyond, especially achieving GDP growth targets, organizing major holidays and anniversaries, preparing for Party congresses at all levels, and streamlining the government apparatus.
Furthermore, it contributes to building a clean and strong Party, enhancing the leadership capacity and fighting strength of Party organizations and members; strictly adhering to the Party Charter and the laws of the State; unleashing the power of the people, enabling the people to make history; mobilizing all resources for rapid and sustainable national development, focusing on developing the digital economy, green economy, circular economy, creative economy, knowledge economy, sharing economy, and night-time economy…
At the same time, we must strengthen foreign relations and integration, build an environment of peace, cooperation, and development; maintain political stability and social order; avoid complacency and negligence in the context of a rapidly changing world situation; be highly flexible and creative; work together to grasp and adapt to the situation; propose appropriate and effective solutions; and together with the entire Party and people, lead the country to continued development, entering a new era of strong, civilized, and prosperous development, where the people are increasingly well-off and happy.
Emphasizing the need to effectively implement the three strategic breakthroughs in institutions, infrastructure, and human resources, the Prime Minister stated that institutions are the breakthrough of breakthroughs, and that members of the Government, Ministers, heads of departments, and industry leaders must directly supervise the work of building institutions in their respective fields; accelerate the construction of strategic infrastructure (both hard and soft infrastructure, transportation infrastructure, digital infrastructure, healthcare, culture, education, and social infrastructure, etc.) to reduce costs, increase the competitiveness of goods, businesses, and the economy, diversify markets, products, and supply chains, and improve the efficiency of the economy; train human resources and develop people to meet development requirements, building a team of adaptable and appropriate officials and civil servants that are effective in organizing the implementation of the Party and State's guidelines, policies, and laws.
The Prime Minister noted that, along with further strengthening the fight against corruption, negative practices, and waste—an issue that the Party and State have always been concerned about in the current context—it is necessary to protect and encourage those who dare to think, dare to act, and dare to take responsibility for the common good, based on clear and unambiguous regulations of the Party and State.
The Prime Minister also congratulated the former members of the Government on being assigned new tasks by the Party and the State, expressing sincere gratitude for their positive contributions and dedication, and hoping that regardless of their positions, they will continue to accompany, support, and assist the Government in achieving its goals in the future.
Speaking on behalf of the newly appointed members of the Government, Deputy Prime Minister Nguyen Chi Dung respectfully thanked the Central Committee, the Politburo, the Secretariat, the General Secretary, the National Assembly, and the leaders of the Party and State for their trust, nomination, approval, and appointment to these positions. He affirmed that this is a great honor and source of pride, but also a heavier responsibility with higher demands and requirements. He pledged to strive even harder and dedicate all his efforts to continue serving the Fatherland and the people together with the Government.
Emphasizing the need for "ambition, a clear mind, and a burning heart," Comrade Nguyen Chi Dung affirmed that the newly appointed comrades will seriously abide by the guidelines, policies, and laws of the Party and State, the leadership and direction of the Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, and the Prime Minister, and will cooperate well with agencies within the political system to jointly fulfill the tasks and responsibilities entrusted to them by the Party, the State, and the people.
