According to the 2025 High School Graduation Exam Regulations of the Ministry of Education and Training, a failing score is defined as 1 point or less in any subject.
To be recognized as a high school graduate, candidates must simultaneously meet two conditions: not failing any exam subject and having a graduation score of 5.0 or higher.
This means that even if a candidate achieves a very high total university entrance score, if just one subject has a score of 1 point or lower, the door to graduation will be closed.
According to Dan Tri reporter's statistics, among more than 1.12 million candidates taking the 4 subjects of high school graduation exam in the 2018 program, there were 37 cases with a total admission score of over 20 but got a failing score. Most candidates got a failing score in math, with a few in English, geography, and physics.
For example, the case with registration number 290281xx ( Nghe An ) has a total admission score for block C03 (math, literature, history) of 25.5 points, an average of 8.5 points/subject.

Many candidates who achieved high scores for university admission but failed the exam may not meet the requirements for high school graduation (Synthesis: Huyen Nguyen).
Another case is a candidate from Ha Giang, whose total score for block C00 (literature, history, geography) is 24.5 points but his math score is only 0.4 points.
The next two candidates from Ho Chi Minh City and Nghe An both had admission scores of 23.75 but failed.
Preliminary statistics of the 2025 high school graduation exam show that up to 936 candidates received failing scores, a sharp increase compared to last year. Of which, the math subject recorded a record high number of failing scores with 777 candidates, a 10-fold increase compared to the number of 76 in 2024.
