Continuing the program of the 10th Session of the 15th National Assembly, on the afternoon of December 3, the National Assembly listened to the Government's Report and the Verification Report related to the investment policy of the National Target Program on new rural construction, sustainable poverty reduction and socio -economic development in ethnic minority and mountainous areas until 2035.

Proposed integration to overcome overlaps and focus resources
Minister of Agriculture and Environment Tran Duc Thang said that after nearly 5 years of implementation, the three national target programs for the 2021-2025 period have achieved and exceeded most of the set targets; however, 4/21 targets have not yet been completed. By the end of October 2025, ministries, branches and localities had been allocated about 176 trillion VND (reaching 90.4% of the estimate), the disbursement rate reached 67.9% and is expected to reach the highest level of 75% in January 2026. About 45 trillion VND will have to be transferred to 2026 for continued implementation.
The Minister pointed out many shortcomings in the mechanism and slow guidance; investment content is not close to reality; duplication between programs causes resource dispersion, affecting progress. Therefore, the Government proposed to integrate 3 programs into a unified program to ensure concentration and inheritance, while avoiding dispersion and overlap.
According to Minister Tran Duc Thang, the integration does not reduce the current policies but aims to increase investment efficiency, especially prioritizing resources for ethnic minority and mountainous areas - where there are many difficulties and high poverty rates.
Cross-cutting goals: Increasing income, reducing poverty, narrowing regional disparities
The proposed integrated program will be implemented nationwide over 10 years, divided into two phases: 2026-2030 and 2031-2035. Beneficiaries will be communes, villages, people and communities; priority will be given to poor areas, ethnic minority areas and mountainous areas.
The program is designed with 2 components: The general component includes 10 groups of content to be deployed nationwide; The specific component includes 5 groups of tasks specifically for ethnic minority and mountainous areas.
Resources for the 2026-2030 period are expected to include: 100,000 billion VND of direct central budget capital; About 360,000 billion VND of combined capital from other programs and projects, along with local capital and other legally mobilized capital.
The 2031-2035 period will be submitted to the National Assembly for consideration based on the results of the first phase.
The Ministry of Agriculture and Environment will be the governing body. The Ministry of Ethnic Minorities and Religions is responsible for guiding and supervising content related to ethnic minority and mountainous areas. Ministries and branches will implement according to their assigned tasks; localities will be given maximum decentralization with accountability.
Propose to extend disbursement time and ensure feasibility when designing the program
Presenting the Review Report, Chairman of the Ethnic Council Lam Van Man assessed that the program's objectives are broad, covering many areas, continuing the previous stages. However, the Government needs to carefully review to avoid duplication of targets, ensure feasibility, and clearly show the priority focus on disadvantaged and core poor areas.
Regarding structure and policy, the Ethnic Council agrees with the two components of the program; at the same time, it recommends that the Government only stipulate the framework and assign targets, while the localities are left to select and decide on specific activities based on practice.
Mr. Lam Van Man emphasized the need to prioritize strategic contents such as: developing people's infrastructure, agricultural and forestry production, science and technology and digital transformation, protecting forests and ecological environment; paying special attention to ethnic minorities with very small populations and border areas, areas at risk of natural disasters and landslides.
The Ethnic Council basically agreed with the total capital and arrangement plan of the Government, and at the same time proposed to have an early plan to supplement capital right from the beginning of the period; recalculate the proportion of counterpart capital suitable to the capacity of localities in difficult areas; and clearly define resources for each component.
The Council also agreed with the management mechanism in which the Central Government issues policies, guides and supervises; localities proactively implement and are responsible for the results.
The Council of Ethnic Minorities proposed that the National Assembly consider approving the investment policy of the Program with the name: "National target program on new rural construction, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas for the period 2026-2035".
At the same time, it is recommended to extend the disbursement period of state budget capital for three national target programs in 2025 (including capital transferred from previous years) until December 31, 2026 and include this content in the Resolution of the 10th Session.
The Council of Ethnic Minorities also requested the Government to urgently issue criteria on new rural construction, sustainable poverty reduction, demarcation of communes and villages in ethnic minority areas, and guidance on transition between the two phases to ensure continuity and efficiency in investment.
