Continue to do well the work of building party organizations and developing party members in enterprises.

Within the framework of the Symposium on "Party Organization Building and Member Recruitment in Enterprises" organized by the Party Committee of the Provincial Agencies and Enterprises Bloc on the morning of June 25th, delegates discussed many related issues aimed at continuing to improve the work of building clean and strong Party organizations and creating a pool of potential Party members for recruitment in enterprises. Lao Cai Newspaper has summarized some of the opinions expressed in the discussions.

Focus on building Party organizations and developing Party members in enterprises within industrial parks and economic zones in Lao Cai province.

Mr. Vuong Trinh Quoc, Secretary of the Party Committee and Head of the Provincial Economic Zone Management Board, delivered a presentation at the conference.

Currently, the province has three operational industrial zones: Bac Duyen Hai, Dong Pho Moi, and Tang Loong, with 115 businesses in operation. In addition, the border economic zone has approximately 600-700 businesses operating in various sectors, employing over 10,000 workers.

Based on the current situation assessment, only 33 enterprises in industrial zones currently employ 20 or more workers, while 82 enterprises employ fewer than 20 workers. Of these, 12 enterprises have Party branches with 525 Party members, and 6 enterprises have Party members but have not yet formed Party branches (each enterprise has 1-3 Party members). These Party members currently participate in combined Party activities or participate in activities at the Party branch in their place of residence.

The proportion of businesses with Party organizations and Party members in the current industrial park sector is still low. To continue paying attention to and improving Party building work in industrial parks and border economic zones, the Provincial Economic Zone Management Board recommends that all levels and sectors continue to pay more attention to propaganda, mobilization, and guidance for business owners to create changes and raise awareness and understanding of the significance of building and developing Party organizations in the private economic sector in accordance with the spirit of Directive 33-CT/TW of the Party Central Committee. All levels and sectors should continue to survey, understand, and assess the current situation of Party membership recruitment and the establishment of Party and mass organizations in businesses in industrial parks and economic zones, and set specific goals and implementation roadmaps.

Developing Party members and Youth Union members, establishing grassroots trade unions in non-state-owned enterprises.

Mr. Dang Dinh Chung, Chairman of the Provincial Federation of Labor, presented his remarks at the conference.

The task of recruiting new members and establishing grassroots trade unions is a central and ongoing mission aimed at ensuring the legitimate rights and interests of workers and ensuring consistency between the activities of the trade union organization and the business owner in complying with the Party's guidelines and policies, and the State's laws.

Party committees and grassroots organizations, along with trade unions at all levels in the province, have assigned committee members and officials to proactively and intensively engage in meetings, interactions, and dialogues with business owners to understand the situation, promptly resolve difficulties and obstacles, and create consensus on the establishment and operation of party and trade union organizations in private economic units. With decisive implementation, from the beginning of 2024 to the present, trade unions at all levels in Lao Cai province have newly admitted 3,442 members (including 2,842 members from non-state enterprises), established 13 grassroots trade unions in non-state enterprises, achieving 344.2% of the membership development target assigned by the Provincial Party Committee for 2024. Trade unions at all levels have recommended 65 outstanding members for the Party to consider, of which 45 have been admitted to the Party.

To improve the work of developing Party members and union members, and establishing grassroots trade unions, the Provincial Federation of Labor continues to coordinate effectively in disseminating information and mobilizing workers and employers to understand the province's and industry's investment attraction policies, the meaning, purpose, requirements, and necessity of strengthening Party building and socio- political organizations, as well as the rights, obligations, responsibilities, and benefits of participating in trade unions and having trade union organizations in enterprises. Focus on developing party members who are business owners

Comrade Nguyen Huy Long, Party Branch Secretary and Chairman of the Provincial Business Association, delivered a presentation.

On September 6, 2016, the Party Branch of the Lao Cai Provincial Business Association, under the Party Committee of the Provincial Agencies and Enterprises Bloc of Lao Cai, was established with 5 party members. Through effective party member recruitment, the branch now has 45 members.

Continuing to overcome difficulties and improve the work of building Party organizations and developing Party members, the Party cell of the Provincial Business Association proposes that all levels and sectors pay attention to admitting directors and owners of private enterprises into the Party. Annually, increase the target for intermediate and advanced political training for leaders of enterprises; continue to innovate the content and methods of Party activities in enterprises, especially private economic units. Furthermore, based on the current situation, it is proposed not to implement the policy of upgrading the Party cell of the Provincial Business Association to a grassroots Party committee. The Party cell will continue to effectively manage Party members and develop Party members in enterprises that do not yet have Party organizations.

Developing party members who are workers and laborers in enterprises

Comrade Nguyen Thi Hue, Deputy Secretary of the Party Committee of Duc Giang Chemical Company Limited, delivered a speech at the conference.

The Party Cell of Duc Giang Chemical Company Limited was established on October 10, 2020, and is now the Party Committee of Duc Giang Chemical Company Limited. At the time of its establishment, the Party Committee had 25 members.

Paying close attention to and doing a good job of recruiting and developing new Party members among the workforce, the Company Party Committee has developed a specific plan for recruiting Party members for each specific period; directing subordinate Party branches to proactively educate, select, and introduce outstanding individuals, and register targets for Party membership. Particular attention is paid to young people with strong character, knowledge, and work capacity. Based on this, the Party Committee considers and selects outstanding individuals to attend Party awareness classes, assigns tasks to them to test their abilities, and issues resolutions assigning full Party members to assist those striving to join the Party. Newly admitted Party members are introduced to the Party committee in their place of residence, and the management, supervision, and inspection of Party members in their place of residence are carried out regularly. The monitoring and consideration of transferring probationary Party members to full Party members is carried out promptly and in accordance with the Party Charter.

Since its establishment, the Party Committee has sent 211 individuals to participate in Party membership training courses; and has recommended 86 outstanding individuals for Party membership.

In the coming period, the company's Party Committee will focus on strengthening propaganda and education to ensure that the masses deeply understand the Party, clearly grasp the meaning and purpose of joining the Party, thereby voluntarily and with the right motivation to strive to join the Party; doing a good job of creating a pool of potential Party members, building a plan for admitting Party members that is closely aligned with the actual situation of the enterprise, ensuring the correct standards and procedures, and valuing both quantity and quality. Attention will be paid to building a clean and strong Party organization, adhering to the principle of democratic centralism, improving the quality of Party branch activities; effectively implementing the study and emulation of Ho Chi Minh's moral example; and regularly educating and training the morals and lifestyles, improving the qualities and capabilities of the cadres and Party members.
