On the morning of December 29, in Ho Chi Minh City, the 7th meeting between the Ministry of National Defense of the Socialist Republic of Vietnam and the National Council of the Solidarity Front for the Development of the Cambodian Fatherland took place on the implementation of projects to build, renovate and embellish the Vietnam - Cambodia Friendship Monument in Cambodia and agreed on the direction of coordination in the coming time.
The delegation of the Ministry of National Defense of the Socialist Republic of Vietnam was led by Senior Lieutenant General Vo Minh Luong, Deputy Minister of National Defense. The delegation of the National Council of the Solidarity Front for the Development of the Cambodian Motherland was led by Mr. Nhem Valy, Permanent Vice President and General Secretary of the National Council of the Solidarity Front for the Development of the Cambodian Motherland, Chairman of the Committee for the Restoration and Rehabilitation of the Vietnam - Cambodia Friendship Monument.

The two sides highly appreciated the results achieved according to the contents of the Minutes of the 6th Session on December 27, 2023, in Ho Chi Minh City; the implementation of the Projects ensured progress and good results.
The two sides affirmed that they have closely coordinated in surveying and assessing the current status of management and protection of Vietnam - Cambodia Friendship Monuments in Cambodia; researching, designing, making estimates, and reporting appraisals in accordance with regulations; regularly exchanging and agreeing on measures for effective implementation; actively inspecting and urging agencies, units, and localities to build, repair, and embellish Vietnam - Cambodia Friendship Monuments.
Since 2015, Vietnam has provided funding for Cambodia to carry out 24 projects to build, renovate and embellish the Vietnam - Cambodia Friendship Monument and repair and upgrade the headquarters of the National Council of the Solidarity Front for the Development of the Cambodian Motherland.

Through discussion, the two sides agreed to continue to effectively implement the contents signed at the meetings between the two sides in the coming time; closely coordinate and direct the acceleration of the progress of the Project on construction, renovation and embellishment of Vietnam - Cambodia Friendship Monuments in Cambodia (which has been funded by the Vietnamese side) to ensure progress, quality and efficiency. At the same time, continue to review the Vietnam - Cambodia Friendship Monuments already built in Cambodia that need to be renovated and embellished to report to the competent authorities of each country for consideration and decision, in accordance with the contents agreed at the meetings between the two sides. The dossiers of the Projects proposed for renovation and embellishment will be prepared by the Cambodian side and sent to the Vietnamese side for appraisal; the Vietnamese side will organize a working group to coordinate with the Cambodian side to survey and inspect, as a basis for appraisal and funding support to implement the Projects closely and effectively.
The two sides continued to affirm that the Vietnam - Cambodia Friendship Monuments in the Kingdom of Cambodia are historical and cultural works representing the relationship between the two countries. Therefore, they need to be strictly managed and protected, and proposed that the two governments sign a Memorandum of Agreement on the protection of the Vietnam - Cambodia Friendship Monuments in the Kingdom of Cambodia.

On the basis of the good neighborly relationship, traditional friendship, comprehensive cooperation, long-term sustainability between Vietnam and Cambodia, the two sides believe that they will successfully implement the policy of the Government of Vietnam and the Government of Cambodia on building, renovating and embellishing the Vietnam - Cambodia Friendship Monuments in the Kingdom of Cambodia.
