The merger of communes and organizations operating under the new model is not simply a change in administrative boundaries but also an important turning point in reshaping the socio-economic picture of localities.

The consolidation of communes and the implementation of a new operational model is not merely a change in administrative boundaries, but also a crucial turning point in reshaping the socio -economic landscape of these localities.

In this context, identifying breakthrough tasks in economic development in the merged communes becomes a core element, not only guiding long-term development but also serving as an important measure to assess the capacity of the new administrative apparatus.

The merged communes have opened up new and potentially lucrative development opportunities. However, this process presents numerous challenges, as each commune possesses distinct socio-economic, cultural, and resource characteristics. The most noticeable aspect is the significant disparity in economic development levels between the localities prior to the merger.

Meanwhile, with the larger scale, the demand for infrastructure, public services, and economic development is increasing, but financial and human resources are not always available to meet this demand. These challenges were identified by the Party Committee and the government of Coc Lau commune right from the time the merger was planned.

Therefore, throughout the drafting process of the Political Report, the overarching theme was the need for a breakthrough economic development strategy that is appropriate to the actual conditions, maximizes existing strengths, and exploits new opportunities.

Coc Lau commune was established by merging the former communes of Nam Luc, Ban Cai, and Coc Lau, with a total natural area of ​​over 13,600 hectares. It is a key cinnamon-growing area of ​​the former Bac Ha district. The economic benefits of cinnamon cultivation have been clearly demonstrated, with steadily increasing per capita income and a significant transformation of the villages' appearance.

The Party Secretary of Coc Lau commune, Ly Xuan Thanh, shared: "In the coming period, agricultural and forestry development will remain the spearhead, with cinnamon being identified as the main crop. However, to truly create a breakthrough, we need new approaches. For example, cinnamon cultivation previously focused mainly on extensive expansion, but now we must concentrate on intensive development, promoting organic cinnamon cultivation linked to processing. Currently, the area of ​​organic cinnamon in the commune is only 1,500 hectares out of a total of 4,500 hectares of hilly forest land, so the potential is still very large."

Creating breakthroughs in economic development is a top priority for the Party Committee and government of Ban Xeo commune, as it is not only an immediate solution but also a foundation for shaping a sustainable development model in the coming period. Ban Xeo commune was established by merging the communes of Pa Cheo, Ban Xeo, and Muong Vi.

The Standing Committee of the Commune Party Committee carefully assessed the potential and strengths of the locality, as well as the ability to mobilize resources. Based on this, Ban Xeo identified two breakthrough directions for economic development: agriculture and tourism.

One of the biggest challenges for the newly established Ban Xeo commune is the disparity in development between the former Pa Cheo commune and Ban Xeo and Muong Vi communes. While Ban Xeo and Muong Vi communes have achieved the new rural development goals, the former Pa Cheo commune is classified as a "poverty core" of the province.

Comrade Ban Thanh Thao, Secretary of the Party Committee of Ban Xeo commune, said: "To build a Political Report that closely reflects reality, especially to find a breakthrough direction in economic development in the coming period, the Standing Committee of the commune's Party Committee carefully assessed the potential and strengths of the locality as well as the ability to mobilize resources. From there, Ban Xeo identified two breakthrough directions for economic development: agriculture and tourism."

Specifically, the focus will be on building sustainable production chains based on established branded products such as Séng cù rice, Dao vermicelli, and Shan Lùng wine; effectively exploiting the scenic Mường Vi cave, and preserving the unique cultural features of the Mong, Dao, and Giáy ethnic groups to develop community tourism…

Unlike Coc Lau and Ban Xeo, after the merger, Bao Ha commune has particularly favorable potentials and advantages, namely a comprehensive advantage in urban development, spiritual tourism, commercial agriculture, small-scale handicrafts, and goods transit services...

Therefore, in the coming period, the commune also sets very high goals, aiming to become the driving force of the urban axis along the Red River, a civilized, happy, and culturally rich urban area, with an average per capita income of over 70 million VND/year by 2030.

According to Tran Trung Kien, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Bao Ha commune, in the new phase, Bao Ha has identified three key breakthroughs: developing cultural and spiritual tourism, making Bao Ha a spiritual tourism center of Lao Cai province and the region; developing the Bao Ha - Tan An urban area and industry, promoting investment attraction to develop new urban areas, and building and completing the Bao Ha - Cam Con industrial cluster; and developing transportation and logistics infrastructure, maximizing the advantages of being an important transportation hub connecting the province and the region.

Identifying breakthrough tasks in economic development in the merged communes is a key factor in shaping a new image and enhancing the competitiveness of the localities. At the same time, it is also an important test of the capacity of the new leadership in management and administration.

With the right approach, making the most of existing advantages and resources, the merged communes are gradually shaping their socio-economic landscape for the coming period, contributing to the overall development of the province.
