The merger of communes and the organization of operations according to the new model is not simply a change in administrative boundaries but also an important turning point in reshaping the socio -economic picture of localities.

In that context, determining the breakthrough task in economic development in post-merger communes becomes a core factor, not only guiding long-term development but also an important measure to evaluate the capacity of the new management apparatus.

The communes after the merger opened up new development space with great potential. However, this process posed many challenges as each commune had different socio-economic, cultural and resource characteristics. The most obvious difference was the certain difference in the level of economic development between the localities before the merger.

Meanwhile, with a larger scale, the demand for infrastructure, public services and economic development increases, but financial and human resources are not always able to meet the demand. These challenges have been set by the Party Committee and the government of Coc Lau commune since the merger policy was issued.

Therefore, during the process of drafting the Political Report, the topic discussed throughout was the need for a breakthrough economic development strategy, suitable to actual conditions, making the most of existing strengths and exploiting new opportunities.

Coc Lau commune was established on the basis of merging Nam Luc, Ban Cai and Coc Lau communes (old) with a total natural area of over 13,600 hectares. This is the key cinnamon growing area of Bac Ha district (old). The economic efficiency brought by cinnamon trees has been clearly demonstrated when the average income per capita is increasing, the appearance of the village is changing.

Secretary of the Coc Lau Commune Party Committee - Ly Xuan Thanh shared: In the coming period, agricultural and forestry development will still be the spearhead, in which cinnamon is identified as the main crop. However, to truly create a breakthrough, there must be a new approach. For example, cinnamon trees used to be mainly developed in width, but now we must focus on developing in depth, promoting the development of organic cinnamon associated with processing. Currently, the area of organic cinnamon in the commune has only reached 1,500 hectares out of a total of 4,500 hectares of hilly and forest land, so the potential is still very large.

Creating a breakthrough in economic development is given special attention by the Party Committee and the government of Ban Xeo commune because this is not only an immediate solution but also the foundation for shaping a sustainable development model in the coming period. Ban Xeo commune was established on the basis of merging Pa Cheo, Ban Xeo, and Muong Vi communes.

The Standing Committee of the Commune Party Committee has carefully assessed the potential and strengths of the locality as well as the ability to mobilize resources. From there, Ban Xeo has identified two breakthrough economic development directions: agriculture and tourism.

One of the biggest challenges for the new Ban Xeo commune is the development gap between Pa Cheo commune (old) and Ban Xeo and Muong Vi communes. While Ban Xeo and Muong Vi communes have reached the new rural area, Pa Cheo commune (old) is listed as the “poor core” of the province.

Comrade Ban Thanh Thao - Secretary of the Ban Xeo Commune Party Committee said: In order to build a Political Report that is close to reality, especially to find a breakthrough direction in economic development in the coming period, the Standing Committee of the Commune Party Committee has carefully assessed the potential and strengths of the locality as well as the ability to mobilize resources. From there, Ban Xeo identified two breakthrough economic development directions: agriculture and tourism.

In particular, we will focus on building sustainable production chains based on products that have affirmed their brands such as Seng Cu rice, Dao vermicelli, Shan Lung wine; effectively exploiting the Muong Vi cave landscape, preserving the unique cultural features of the Mong, Dao, and Giay ethnic groups to develop community tourism...

More favorable than Coc Lau and Ban Xeo, after the merger, Bao Ha commune has special potentials and advantages, which are comprehensive advantages in urban development, spiritual tourism, commodity agriculture, small-scale industry, goods transit services...

Therefore, in the coming period, the commune also sets a very high goal of becoming the dynamic center of the urban axis along the Red River, a civilized, happy, and unique urban area, with an average income per capita of over 70 million VND/year by 2030.

Deputy Secretary of the Party Committee, Chairman of the People's Committee of Bao Ha Commune - Tran Trung Kien, said: In the new period, Bao Ha has determined to focus on three breakthroughs, which are: developing spiritual cultural tourism, turning Bao Ha into a spiritual tourism center of Lao Cai province and the region; developing Bao Ha - Tan An urban area and industry, promoting investment attraction to develop new urban areas, building and completing Bao Ha - Cam Con industrial cluster; developing traffic infrastructure and logistics, maximizing the advantage of being an important traffic connection point of the province and the region.

Identifying breakthrough tasks in economic development in post-merger communes is a key factor in shaping the new face and enhancing the competitiveness of the locality. At the same time, this is also an important test of the capacity of the new leadership in management and operation.

With the right approach, making the most of existing advantages and resources, the post-merger communes are gradually shaping their socio-economic picture in the coming period, contributing to the overall development of the province.
