A resolution will be drafted to pilot a special mechanism for the development of urban railways in Hanoi and Ho Chi Minh City.
The government has just issued Resolution No. 28 dated February 8th, proposing the drafting of a National Assembly Resolution to pilot a number of specific and special mechanisms and policies for the development of urban railway networks in Hanoi and Ho Chi Minh City.
Also on February 8th, the Government issued Resolution 29, approving the draft Government submission and the draft National Assembly Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City, as proposed by the Minister of Transport .
In this process, the Ministry of Transport incorporates the opinions of Government members during the drafting and finalization of the National Assembly's Resolution in accordance with regulations; and is responsible for the content, data, and proposals in the reports.
According to the master plan, Ho Chi Minh City will complete approximately 183 km of roads by 2035; an additional 168 km by 2045; and an additional 159 km by 2060.
Upon completion, the urban rail network in Hanoi is capable of handling 35-40% of the market share; Ho Chi Minh City is capable of handling 30-40% of the public passenger transport market share. Furthermore, with appropriate technology transfer, Vietnam has the potential to develop its railway industry; the development of urban rail is one of the prerequisites for the development of the railway industry and supporting industries.
Who is eligible for land rent exemption or reduction?
According to the draft decree stipulating the cases eligible for exemption or reduction of land rent and land use fees in Article 157 of the Land Law, it is expected that land use fees will be exempted for land allocated within the residential land allocation limit in the following cases:
a) Allocating land for resettlement or allocating land to households and individuals in residential clusters and lines in flood-prone areas, in accordance with the Prime Minister's decision on adjusting and supplementing the subjects and mechanisms for borrowing capital for housing construction under the program for building residential clusters, lines and housing in frequently flooded areas of the Mekong Delta.
b) Allocate land to households in fishing villages and those living on rivers, lakes, and lagoons to relocate to resettlement areas and sites according to plans, projects, and schemes approved by competent authorities.
In addition, land rent will be waived for the entire lease term in cases where land is used to construct headquarters for the Social Policy Bank at all levels;
Land rent is waived for the area of buildings and land used for diplomatic purposes, which is directly managed by the unit assigned the task of leasing to foreign organizations with diplomatic functions and foreign offices under the State's special preferential policy.

Land rent is waived for the entire lease term for agricultural projects with special investment incentives; land rent is waived for 15 years and reduced by 50% for the following 7 years for enterprises with agricultural projects with investment incentives.
Land rent will be waived for 11 years and reduced by 50% for the following 5 years for businesses with agricultural projects that are encouraged for investment. Small and medium-sized agricultural enterprises will also be exempt from land rent for 5 years and reduced by 50% for the following 10 years.
Land rent exemption or reduction applies to cases where the State leases land with annual rent payments for agricultural, forestry, aquaculture, and salt production purposes, and the land is affected by natural disasters or fires. If the damage is less than 40% of the yield, a reduction in land rent will be considered proportionally to the percentage of damage.
The Ministry of Health has requested that units rectify shortcomings in administrative procedure reform.
The Ministry of Health has just issued Directive No. 4 on continuing to promote the reduction and simplification of administrative procedures and improve the quality of public service delivery to citizens and businesses.
According to Inspection Report No. 2555 dated December 6th by the Government Inspectorate, the implementation of administrative procedure reform in the health sector still has a few points that need to be addressed. To ensure effective implementation, the Ministry of Health requests its affiliated and subordinate units to seriously focus on the following key tasks:
- Strictly enforce regulations on administrative procedure control: Ensure that the drafting and promulgation of legal documents related to administrative procedures comply with regulations, avoiding inconvenience for citizens and businesses.
- Public and transparent administrative procedures: All administrative procedures related to the health sector will be clearly and transparently published on the Ministry of Health's public service portal, making it easy for citizens and businesses to access and implement them.

- Application of digital technology: Enhancing the deployment of online public services, reducing unnecessary paperwork, and creating maximum convenience for citizens and businesses in carrying out administrative procedures.
- Enhancing the responsibility of agencies and officials implementing administrative procedures: Requiring units under the Ministry of Health to fully and promptly implement directives related to administrative procedure reform, and to be held accountable if delays occur, causing difficulties for the people.
The directive also emphasizes the crucial role of coordination between the Ministry of Health and relevant agencies, especially the Government Office, to ensure the administrative procedure reform process achieves maximum effectiveness.
