Solemnly held funeral for former Vice Chairman of the Council of Ministers Tran Phuong

The Central Executive Committee of the Communist Party of Vietnam, the National Assembly, the President, the Government, the Central Committee of the Vietnam Fatherland Front and the family solemnly held a funeral and memorial service for comrade Tran Phuong.

On the morning of October 24, at the National Funeral House (No. 5 Tran Thanh Tong, Hanoi), the Central Committee of the Communist Party of Vietnam , the National Assembly, the President, the Government, the Central Committee of the Vietnam Fatherland Front and the family solemnly held a memorial service and memorial service for comrade Tran Phuong, former alternate member of the 4th Party Central Committee, member of the 5th Party Central Committee, Vice Chairman of the Council of Ministers (now Deputy Prime Minister), Minister of Domestic Trade (now Ministry of Industry and Trade), Vice Chairman of the State Planning Committee, deputy of the 7th National Assembly, according to the State Funeral ceremony.

The delegation of the Party Central Committee led by Politburo member, Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien visited former Vice Chairman of the Council of Ministers Tran Phuong and expressed condolences to his family.

The Government delegation led by Prime Minister Pham Minh Chinh and the National Assembly delegation led by Vice Chairman of the National Assembly Nguyen Duc Hai visited former Vice Chairman of the Council of Ministers Tran Phuong.

Delegations: Central Military Commission, Ministry of National Defense led by General Nguyen Tan Cuong, member of the Party Central Committee, member of the Standing Committee of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense; Central Public Security Party Committee, Ministry of Public Security led by Senior Lieutenant General Le Van Tuyen, member of the Standing Committee of the Central Public Security Party Committee, Deputy Minister of Public Security, paid a visit to former Vice Chairman of the Council of Ministers Tran Phuong.

Expressing condolences to comrade Tran Phuong, on behalf of the Party Central Committee, Politburo member, Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien wrote in the condolence book: Deeply mourning comrade Tran Phuong, former member of the Party Central Committee, former Vice Chairman of the Council of Ministers (now Deputy Prime Minister). We would like to express gratitude for his contributions to the revolutionary cause of the Party. At 98 years old and 80 years of Party membership, he devoted himself to building and defending the Fatherland, serving the people. He is a shining example for us to follow... We would like to express our deepest condolences to his family, hoping that they will soon overcome this great loss. Farewell comrade, we vow to continue on the path that the Party, Uncle Ho, including you, have chosen, and join hands to build a strong, prosperous, and happy country.

Writing in the condolence book to express condolences to comrade Tran Phuong, Prime Minister Pham Minh Chinh affirmed: Comrade Tran Phuong (birth name Vu Van Dung) was a loyal communist party member, a shining example in training and striving. Throughout his working life, through many important positions, he was always thoughtful, attentive, acted decisively, brought all his intelligence, enthusiasm and creative spirit; dared to think, dared to speak, dared to do, devotedly devoted to the revolutionary cause of our Party, State and people. He left many deep impressions in each working position; was trusted and respected by comrades, comrades and people! Comrade Tran Phuong's passing is a great loss to our Party, State and people, leaving behind deep sorrow for all of us. The Government and the Prime Minister would like to send the family of comrade Tran Phuong our deepest condolences! I respectfully bow my farewell to comrade Tran Phuong, who devoted his whole life to the revolutionary cause of the Party and the nation.

Reading the eulogy at the memorial service, Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh, Head of the Funeral Committee, emphasized: Comrade Tran Phuong, former member of the Central Executive Committee of the Communist Party of Vietnam, former Vice Chairman of the Council of Ministers (now Deputy Prime Minister), a staunch revolutionary, veteran party member, conscientious leader, devoted his whole life to the cause of building and defending the Fatherland. His passing is a great loss to the Party, the State, our people and his family.

Permanent Deputy Prime Minister Nguyen Hoa Binh said: Comrade Tran Phuong (birth name: Vu Van Dung), born on November 1, 1927 in Xuan Duc commune, My Hao district, Hung Yen province (now Duong Hao ward, Hung Yen province), a land rich in historical, cultural and revolutionary traditions; permanent residence at No. 28, Tang Bat Ho street, Hai Ba Trung ward, Hanoi city.

He participated in the September 1943 Revolution and joined the Communist Party of Vietnam in September 1945. Since his youth, he actively participated in the patriotic student movement against French colonialism. During the August Revolution in 1945, at the age of 18, he was a member of the Viet Minh Committee, organizing an uprising in My Hao district; then he successively held the positions of Chairman of the District Resistance Committee and Deputy Secretary of the Hung Yen Provincial Party Committee.

With over 80 years of working, training and dedication, comrade Tran Phuong has experienced many fields from propaganda, information, theoretical training to research, economic policy planning and was trusted by the Party and State to take on many important positions: Deputy Head of the Propaganda Department of Inter-Zone 3, Director of the Information Department of Inter-Zone 3; Standing Committee Member, Deputy Secretary of the Hai Phong City Party Committee, and Vice Chairman of the Administrative Resistance Committee; Deputy Head of the Propaganda Department of the Left Bank Party Committee, Editor-in-Chief of the Left Bank National Salvation Newspaper. After 1954, he was sent to study theory at the Marx-Lenin Institute (Beijing, China); returning to the country, he held the position of Deputy Director of the Voice of Vietnam; from 1959 to 1976, he was Director of the Institute of Economics and Chairman of the Vietnam Economic Science Association, Deputy Chairman of the Vietnam Social Sciences Committee, Deputy Minister of Domestic Trade (now the Ministry of Industry and Trade); At the 4th National Congress of the Party (December 1976), he was elected as an alternate member of the Party Central Committee.

In 1980, he became Minister of Domestic Trade (now the Ministry of Industry and Trade), Deputy Chairman of the State Planning Commission; and was awarded the scientific title of Professor of Economics. In January 1981, he was appointed Minister of Domestic Trade (now the Ministry of Industry and Trade).

At the 5th National Congress of the Party (March 1982), he was elected to the Party Central Committee and assigned to be Vice Chairman of the Council of Ministers (now Deputy Prime Minister). In February 1986, he ceased to hold the position of Vice Chairman of the Council of Ministers and was assigned to hold the position of Deputy Chairman of the State Planning Committee and Director of the Institute for Long-term Planning and Production Force Allocation. In August 1992, comrade Tran Phuong was allowed to retire by the Party and the State, enjoying the regime and policies according to regulations.

He held the position of President of the Vietnam Economic Science Association for more than 45 consecutive years (from 1975 to 2021). After retiring, Mr. Tran Phuong was the founder and Principal of Hanoi University of Business and Technology.

During his work, Comrade Tran Phuong always demonstrated steadfast political will, innovative thinking, strategic vision; steadfast in the goal of national independence and socialism; creatively applied Marxism-Leninism and Ho Chi Minh Thought; loyal to the Party's Platform and guidelines and the interests of the nation and people; had a far-sighted vision, decisiveness, composure, caution, enthusiasm and intelligence. He always pondered and proposed solutions to lead and direct the implementation of the Party's guidelines and guidelines, the State's policies and laws, cared for and improved the material and spiritual life of the people, always put the interests of the Party, the people and the nation above all else.

He always upholds the spirit of responsibility, organizational awareness, sets an example and maintains solidarity and unity within the Party; has a democratic and scientific working style, has an exemplary lifestyle, and is respected and loved by comrades, compatriots and international friends.

In the family, comrade Tran Phuong is an exemplary husband, father and grandfather, full of love and virtue.

With 98 years of age, 80 years of Party membership, and more than 80 years of revolutionary activities, comrade Tran Phuong has constantly strived to devote all his efforts to the glorious revolutionary cause of the Party, the nation, and the happiness of the people. Regardless of his position, from a revolutionary soldier in the August Uprising to a scientist and a senior economic manager of the Party and the State, comrade Tran Phuong always completed his tasks excellently, was a shining example of revolutionary ethics, impartiality, and lifelong devotion to the country and the people.

In recognition of Comrade Tran Phuong's great contributions, our Party and State have awarded him the Ho Chi Minh Medal, the 80-year Party membership badge and many other noble Medals, Awards, and titles.

* The memorial service for comrade Tran Phuong was held at 12:00 on October 24, 2025 at the National Funeral Home, No. 5 Tran Thanh Tong, Hanoi. The burial ceremony was held in the afternoon of the same day at his hometown cemetery, Xuan Duc commune, My Hao district, Hung Yen province (now Duong Hao ward, Hung Yen province).
