Buildings that have not had their designs approved or fire safety inspected are still allowing guests to stay.

On October 17, the Fire Prevention and Rescue Police Department (PC07), Ho Chi Minh City Police Department coordinated with relevant units to inspect fire safety work at a building on Hoa Binh Street, District 11.

Through inspection, the authorities discovered many violations and requested the building owner to promptly correct them.

A representative of the Ho Chi Minh City Department of Construction said that the project added 1 more floor between the 1st and 2nd floors with an area of 144 square meters; installed the empty floor area from the 1st to the 6th floors with an area of 222 square meters. From the 3rd to the 5th floors of the building, 12 rooms were added; the rooftop had an additional swimming pool with an area of 52 square meters. The building also added 2 more floors on the roof with an area of 147 square meters.

A representative of the Department of Planning and Investment said that through inspection, the building is providing short-term accommodation to guests (including both Vietnamese and foreign guests) but has not registered this business line.

In his concluding remarks, Colonel Huynh Ngoc Quan (Deputy Head of PC07) said that the inspection team discovered that the facility violated the change of usage function without design approval and fire prevention and fighting acceptance (regulated in Decree 144/2021).

According to the license, this facility is a private residence but has been converted into a residential property combined with business, office rental, and room rental.

Colonel Quan said that this is a common violation of the current type of individual housing converted to other functions in Ho Chi Minh City in particular and in large cities across the country in general.

In the case of the above building, the Deputy Head of PC07 requested the units in the delegation to handle the violations and supervise the remediation process.
