Overview of the US working trip of General Secretary and President To Lam

VOV.VN - From September 21st, General Secretary and President To Lam attended the Summit on the Future of the United Nations, 79th Session, and worked in the United States.
On the afternoon of September 21st (local time), the special aircraft carrying General Secretary and President To Lam and his wife, along with the high-level Vietnamese delegation, landed at JFK International Airport to begin their activities attending the Summit on the Future, the 79th Session of the United Nations General Assembly, and working in the United States.
On the morning of September 22nd (local time), the Summit on the Future officially opened at the United Nations Headquarters in New York with the participation of numerous high-ranking leaders from various countries, international and regional organizations, as well as representatives from non-governmental organizations, the scientific community, the financial sector, and businesses. General Secretary and President To Lam led the high-level Vietnamese delegation attending the conference.
As an invited speaker at the conference's first plenary session, General Secretary and President To Lam stated that human intelligence has helped change the world and human lives, but humans themselves are also the agents behind many challenges such as climate change, epidemics, resource depletion, and the manufacture of weapons of mass destruction... He emphasized that choices made in the present will shape the future.
On the morning of September 22nd, during his working visit to attend the 79th session of the United Nations General Assembly in New York, General Secretary and President To Lam had a cordial meeting with a group of Vietnamese intellectuals from different generations living in Houston (Texas, USA).
The General Secretary and President expressed his hope that Vietnamese intellectuals in the United States and around the world would unite and work together to continue contributing to the future development and ushering in a new era for the country.
Also on the morning of September 22nd (local time), General Secretary and President To Lam met with the Vatican's Prime Minister, Cardinal Pietro Parolin. The two leaders agreed that maintaining high-level exchanges and the mechanism of the Vietnam-Vatican Joint Working Group plays a crucial role in promoting mutual respect and understanding. Vatican Prime Minister Cardinal Petro Parolin affirmed that the Vatican's Resident Representative actively cooperates with Vietnam and stated that Pope Francis hopes to visit Vietnam soon, contributing to strengthening the ties between the Holy See and the Catholic Church in Vietnam, and further enhancing Vietnam-Vatican relations.
On the afternoon of September 22nd (local time) in New York, General Secretary and President To Lam met with Mr. Brendan Nelson, Chairman of Boeing Global, the world's largest aerospace corporation. General Secretary and President To Lam requested that Boeing continue to cooperate closely with Vietnamese partners to complete and deliver aircraft orders signed in the past. He also urged Boeing to promptly research and implement investment in component manufacturing plants and build a regional-scale aircraft equipment and machinery maintenance center connected to major Vietnamese airports.
On the afternoon of September 22nd (local time) in New York City, General Secretary and President To Lam attended and spoke at a seminar on the theme "Strengthening Vietnam-US Cooperation in the Semiconductor and Artificial Intelligence Industry Development". Acknowledging and highly appreciating the heartfelt speeches that directly addressed opportunities for Vietnam-US cooperation in the semiconductor and artificial intelligence (AI) industries, General Secretary and President To Lam stated that Vietnam is committed to rapid and sustainable national development based on science and technology and innovation. The Vietnamese Party and State have also identified three strategic breakthroughs for the country's socio-economic development by 2030: institutions, infrastructure, and human resource development, linked to restructuring the economy and reforming the growth model; and promoting development based on science and technology, innovation, and the cultural values of the Vietnamese people.
On the evening of September 22nd (local time), General Secretary and President To Lam attended and delivered a speech at an event commemorating the first anniversary of the upgrading of relations to a Comprehensive Strategic Partnership, looking forward to the 30th anniversary of the establishment of diplomatic relations between Vietnam and the United States. Attending the event were former US Secretary of State John Kerry, Senator Dan Sullivan, along with many high-ranking officials and former officials from the US administration, as well as a large number of American friends and members of the Vietnamese community in the United States.
Looking ahead to the 30th anniversary of the establishment of diplomatic relations between Vietnam and the United States in 2025, General Secretary and President To Lam suggested that both sides should continue to strengthen close coordination to effectively implement the 2023 Vietnam-US Joint Statement, contributing more to peace, stability, and prosperity in the region and the world.
On the morning of September 23 (local time), speaking at Columbia University, the 5th oldest and most prestigious university in the United States, and renowned worldwide, General Secretary and President To Lam emphasized: "We are living in a rapidly changing world. But for Vietnam, one thing remains unchanged: Under the leadership of the Communist Party of Vietnam, we continue to consistently pursue an independent, self-reliant, multilateral, and diversified foreign policy, being a friend, a reliable partner, and an active and responsible member of the international community." General Secretary and President To Lam also affirmed that Vietnam will work together with friends and partners to address urgent global challenges such as climate change, food security, health security, water security… and promote the building of a just and equitable international order based on the fundamental principles of the United Nations Charter and international law.
At noon on September 23 (local time), General Secretary and President To Lam met with Indian Prime Minister Narendra Modi in New York. The General Secretary and President proposed that the two sides continue to coordinate closely and effectively implement the results of visits, high-level agreements, and the Action Program for the Comprehensive Strategic Partnership for the period 2024-2028. They should further deepen, strengthen, and enhance the effectiveness of the relationship in all areas, leveraging the potential and strengths of each country, especially in the fields of economics, trade, investment, security and defense, culture, tourism, aviation, and people-to-people exchanges. He expressed confidence that the two countries will soon achieve the goal of increasing bilateral trade to US$20 billion per year and to over US$30 billion by 2030, double the 2023 figure.
On the afternoon of September 23rd (local time), General Secretary and President To Lam met with members of the Vietnam Innovation Network and Vietnamese experts in the United States. Expressing confidence that this is a field that will create major breakthroughs, helping Vietnam not only strengthen its position on the international stage but also participate more effectively in the global science and technology market, the General Secretary and President requested the Vietnam Innovation Network in the United States to continue to play its connecting role, expand the participation of new members, and strengthen cooperation between Vietnamese and international experts and intellectuals.
On the afternoon of September 23 (local time), General Secretary and President To Lam attended a roundtable discussion with leading US businesses organized by the US-ASEAN Business Council (USABC), the US Chamber of Commerce (USCC), and the Business Council for Mutual Understanding (BCIU), in collaboration with the Ministry of Planning and Investment and the Vietnamese Embassy in the United States.
On the morning of September 24th (local time), General Secretary and President To Lam received Ms. Kristalina Georgieva, Managing Director of the International Monetary Fund (IMF). During the meeting, the IMF Managing Director affirmed that Vietnam and ASEAN are bright spots of growth in the global economy, especially during difficult times when the world economy experiences shocks. The IMF Managing Director stated that Vietnam's resilience, adaptability, and sustained growth are based on two solid pillars, continuously strengthened over the past decades: a strong and increasingly comprehensive institutional framework and a growth-prioritizing approach that ensures inclusiveness in macroeconomic policy planning.

Continuing his activities within the framework of his working visit to New York, USA, on the afternoon of September 24 (local time), General Secretary and President To Lam met with Ukrainian President Volodymir Zelensky. General Secretary and President To Lam expressed concern about the current conflict situation; called for an end to the conflict, the restoration of peace, and the protection of the security and safety of the people and essential infrastructure; and reaffirmed Vietnam's consistent stance that all disputes should be resolved peacefully, in accordance with the fundamental principles of international law and the UN Charter. Continuing his activities during his working visit to New York, USA, General Secretary and President To Lam held meetings with United Nations Secretary-General António Guterres, President of the 79th Session of the UN General Assembly Philemon Yang, Director-General of the United Nations Development Programme (UNDP) Achim Steiner, and Executive Director of the United Nations Children's Fund (UNICEF) Catherine Russell. Continuing his activities within the framework of his working visit to the United States, on the morning of September 25th local time, General Secretary and President To Lam met with leaders of several major US corporations in the fields of energy, space satellites, and technology, including AES, Pacifico Energy, SpaceX, and Google. The General Secretary and President emphasized that the Party, State, and people of Vietnam are committed to creating all favorable conditions, in accordance with the law, for US investors to invest and conduct business effectively and sustainably in Vietnam. Receiving World Bank President Ajay Banga, the General Secretary and President affirmed that Vietnam always prioritizes strengthening and consolidating relations with the World Bank, and proposed that the two sides expedite the agreement on the Country Partnership Framework (CPF) between Vietnam and the World Bank, as a basis for guiding cooperation between the two sides in the future. The General Secretary requested that the World Bank continue to provide resources to support Vietnam in implementing potential, key, and breakthrough projects linked to the task of reforming the growth model, restructuring the economy, energy transition, responding to climate change, and enhancing the resilience of the economy to unpredictable fluctuations, risks, and changes in the international environment.
On September 25, General Secretary and President To Lam received Senator Chris Coons, a Democrat, Chairman of the Subcommittee on State, Foreign Affairs and Related Programs (Committee on Appropriations), Chairman of the Subcommittee on Intellectual Property (Committee on Justice), and also Chairman of the Special Committee on Ethics and a member of the House Foreign Affairs Committee of the U.S. Congress. During the meeting, General Secretary and President To Lam shared his assessment of the special relationship between Vietnam and the United States, considering it a model of post-war efforts to heal and rebuild relations. On September 25th, General Secretary and President To Lam met with US President Joe Biden. General Secretary and President To Lam highly appreciated President Biden's sharing with the world at the opening session of the UN General Assembly the lessons learned by the United States and Vietnam in promoting post-war reconciliation and relationship building. President Biden affirmed that the United States supports a "strong, independent, self-reliant, and prosperous" Vietnam and will continue to promote the partnership between the two countries based on respect for each other's independence, sovereignty, territorial integrity, and political systems, so that the US-Vietnam relationship continues to be a model for reconciliation and cooperation in building the future. General Secretary and President To Lam emphasized that Vietnam is standing at a new historical starting point, a new era – the era of the Vietnamese nation's resurgence – and that Vietnam will continue to steadfastly pursue an independent, self-reliant, multilateral, and diversified foreign policy, being a friend, a reliable partner, and an active and responsible member of the international community, considering the United States as a strategically important partner.
