General Secretary and President To Lam presided over the ceremony to present decisions promoting leaders of the Public Security and Military to the ranks of General and Lieutenant General.
On the afternoon of October 20th, at the Presidential Palace, General Secretary and President To Lam, Secretary of the Central Military Commission, Chairman of the National Defense and Security Council, and Commander-in-Chief of the Armed Forces, presided over the ceremony to promote General Luong Tam Quang, Member of the Political Bureau, Secretary of the Central Public Security Party Committee, and Minister of Public Security, to the rank of General; General Nguyen Tan Cuong, Member of the Central Committee of the Party, Member of the Standing Committee of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, and Deputy Minister of National Defense, to the rank of Lieutenant General ; and Lieutenant General Nguyen Doan Anh, Member of the Central Committee of the Party, Member of the Central Military Commission, and Deputy Chief of the General Staff of the Vietnam People's Army, to the rank of General.
Attending the ceremony were members of the Politburo: Phan Van Giang, Deputy Secretary of the Central Military Commission and Minister of National Defense; Le Minh Hung, Secretary of the Central Committee and Head of the Central Organization Department; Nguyen Duy Ngoc, Secretary of the Central Committee and Chief of the Central Party Office; General Trinh Van Quyet, Secretary of the Central Committee and Head of the General Political Department of the Vietnam People's Army; members of the Central Committee; leaders of the Ministry of National Defense and the Ministry of Public Security; and representatives from central departments, ministries, and agencies.
Speaking at the ceremony, on behalf of the Party and State leaders, General Secretary and President To Lam warmly congratulated the three comrades who were honored with promotions to the ranks of General and Lieutenant General; affirming that this reflects the deep trust and concern of the Party, State, and people for the armed forces; and also acknowledges and highly appreciates the important contributions of each comrade to the cause of building and developing the Army and Public Security forces, as well as the cause of building and protecting the Fatherland.
The General Secretary and President stated that the comrades promoted to the ranks of General and Lieutenant General today are outstanding officers trusted by the Party, the State, and the people, entrusted with important positions and responsibilities in leading and commanding the Army and Public Security forces; they have achieved many outstanding victories and accomplishments in the cause of building and defending the Fatherland and fulfilling international duties.
Emphasizing that the cause of building and defending the socialist Fatherland of Vietnam in the current revolutionary period is facing a very glorious future, but also facing many difficulties and challenges, the General Secretary and President stated that strengthening national defense, maintaining national security, political stability, and preserving social order and safety are crucial and ongoing tasks of the Party, the State, the entire political system, and the whole people, with the People's Army and the People's Public Security Force being the core.
In light of the demands of the new situation and to fulfill the trust of the Party, the State, the people, and the armed forces, the General Secretary and President requested that the comrades promoted to the ranks of General and Lieutenant General uphold the glorious traditions of the heroic People's Army and People's Public Security, maintain revolutionary moral qualities, be absolutely loyal to the Party, the Fatherland, and the people, wholeheartedly and diligently serve the Fatherland and the people, and effectively implement President Ho Chi Minh's teachings: "A general must be intelligent, courageous, humane, trustworthy, honest, and loyal," so as to always be worthy of being a talented and exemplary commander, striving to excellently fulfill all tasks entrusted by the Party, the State, and the people.
According to the General Secretary and President, comrades need to continue advising the Party and State, and monitoring, guiding, and urging all levels, sectors, Party committees, and local governments to effectively implement Resolution No. 8 of the 13th Central Committee on "The Strategy for National Defense in the New Situation." They must build a truly clean, strong, regular, elite, and modern People's Army and People's Public Security Force; a force that truly serves as the core force to firmly protect the independence, sovereignty, unity, and territorial integrity of the Fatherland, protect the Party, State, people, and the socialist system; and prevent any passive or unexpected situations.
On the other hand, it is necessary to continue leading, directing, and commanding Party committees at all levels and units in the People's Army and People's Public Security to seriously implement the resolutions and conclusions of the Central Committee and the Politburo on strengthening Party building and rectification and the political system; the directives and conclusions of the Politburo on continuing to promote the study and emulation of Ho Chi Minh's thought, morality, and style; as well as effectively implementing the Party and State's policies and guidelines on building a streamlined, efficient, and effective military and public security force with ever-increasing overall strength and combat capabilities.
In addition, the General Secretary and President emphasized the need to consistently focus on educating, training, and developing the contingent of officers and soldiers throughout the armed forces to be strong in politics, ideology, organization, and moral character; to strive to study and improve their capabilities and skills in all aspects, to uphold the revolutionary nature and traditions of the armed forces, and to be ready to accept and excellently fulfill all assigned tasks.
The General Secretary and President also requested that comrades actively study strategies, focus on innovating thinking and methods of leadership, guidance, and command; proactively grasp the situation, do a good job of forecasting, advising, and proposing solutions to complex situations in national defense and security. They should closely coordinate with all forces, build a national defense system based on the people's security posture to firmly protect the independence, sovereignty, unity, and territorial integrity of the Fatherland, ensure national security, maintain social order and safety in the new situation, and create a peaceful and stable environment for national construction and development.
On behalf of the three comrades promoted in rank and military position, General Luong Tam Quang expressed sincere and profound gratitude for the special attention of the Party, State, people, ministries, branches, the Fatherland Front and central organizations, the Central Military Commission, the Central Public Security Party Committee, local Party committees, governments, and people, and generations of cadres and soldiers of the People's Public Security and People's Army who have shown concern, support, and assistance to help them successfully complete their assigned tasks.
Comrade Luong Tam Quang pledged absolute loyalty to the Fatherland, the people, the Party, and the State; wholeheartedly and diligently serving the Fatherland and the people; always placing national and ethnic interests above all else; remembering and implementing President Ho Chi Minh's thoughts on the ethics of a general; and thoroughly and effectively implementing the directives of the General Secretary and the President.
General Luong Tam Quang affirmed his commitment to upholding and maintaining revolutionary qualities; constantly cultivating and training himself; continuing to work with the leadership and organization to successfully carry out the task of firmly protecting the independence, sovereignty, and territorial integrity of the Fatherland; protecting national security; ensuring social order and safety; contributing to socio-economic development; strengthening Vietnam's contribution to world politics, the global economy, and human civilization for the prosperous and happy lives of the people, so that all citizens can live happily and securely in a safe environment, with no one left behind; making worthy contributions alongside the entire Party, people, and army under the leadership of the Party to lead the country into a new era, an era of national progress.
