General Secretary: Promptly address emerging grievances from the very beginning.

On the afternoon of October 29th in Hanoi , General Secretary To Lam held a working session with the Central Propaganda Department on the situation regarding the implementation of propaganda work since the beginning of the 13th Party Congress term and the key directions and tasks for the coming period, especially from now until the 14th Party Congress.

In his concluding remarks at the meeting, General Secretary To Lam acknowledged, commended, and congratulated the Central Propaganda Department and the propaganda sector on their outstanding efforts and achievements since the beginning of the 13th National Congress term.

In recent years, propaganda work has been implemented comprehensively, gradually deepening on the basis of closely adhering to reality; actively advising the Central Party Committee to issue many resolutions, directives, conclusions, and regulations of the Party on politics, ideology, ethics, and propaganda work, including new issues with no precedent.

The work of disseminating the Party's guidelines and policies, the State's laws and regulations, foreign affairs information, and monitoring public opinion and sentiment has been carried out quite systematically; information and communication orientation has become more proactive and effective, both in the physical and online spaces...

The Central Propaganda Department has mobilized the participation of press and media agencies from the central to local levels, gradually building and consolidating the information and communication network, creating a mainstream and official information flow, overshadowing negative and false information, creating consensus, and arousing the will and determination of the entire Party, people, and army to effectively carry out revolutionary tasks in the new period. Scientific and educational work continues to be reformed in a way that closely follows reality, implementing comprehensively and synchronously all areas of social life...

General Secretary To Lam also pointed out the issues that the Central Propaganda Department and the propaganda sector need to urgently and decisively address in order to overcome the shortcomings and limitations that have been raised.

Looking ahead, General Secretary To Lam emphasized the need for a unified understanding that propaganda work is the responsibility of the Party, of Party committees and organizations at all levels, and of each Party branch and member. The Central Propaganda Department must effectively fulfill its role in advising, coordinating, supervising, and guiding the entire Party, especially each Party branch and member, to perform this work well.

Through Party branches and members, we propagate, concretize, and organize the implementation of the Party's policies, setting an example for the masses to follow, guiding the masses in their implementation; promptly grasping and addressing emerging grievances in each locality and field that affect social thought and sentiment from the very beginning; and combating and refuting erroneous, hostile, and distorted viewpoints at the grassroots level.

General Secretary To Lam suggested that the goal of propaganda work in the new revolutionary period must be to create clarity, unity, and consensus, fostering a spirit of emulation throughout the Party, the people, and the armed forces in implementing the Party's guidelines and viewpoints, and the State's policies and laws.

Propaganda work must ensure that the viewpoints of the Party and the State deeply permeate the hearts and minds of every Party member and every citizen, arousing the will and motivating the entire population to act resolutely, maximizing patriotism, the spirit of national unity; the spirit of self-reliance and self-strength, creativity, and creating a revolutionary action movement of the entire Party, people, and army to successfully achieve the strategic goals of the 100-year period under the leadership of the Party and the 100th anniversary of the founding of the nation; and thwarting all conspiracies and subversive ideological activities of hostile and reactionary forces.

General Secretary To Lam proposed continuing to strongly innovate propaganda work in a proactive, practical, and sensitive manner, promptly identifying and advising the Party on effectively resolving emerging practical issues. He called for strong innovation in propaganda work, bringing the Party's guidelines and policies, and the State's laws and regulations into life in a practical way, reducing conferences and meetings; closely adhering to the realities of people's lives, and adapting to the characteristics of each sector, field, region, and locality to find ways that are in line with the pulse of social life.

Propaganda work must have specific steps, a roadmap, and assigned roles, delivered at the right time and place, conveying information accurately and effectively to all citizens, creating the most advantageous communication landscape, achieving high levels of public consensus, so that people understand, believe, grasp, agree, and are determined to implement the goals, viewpoints, and directions.

The enemy of propaganda is dogma, where words don't match actions.

The General Secretary emphasized the need to better promote the role of propaganda, focusing on building a team of sharp "writing writers" with incisive theoretical knowledge and a deep understanding of practical realities, producing series of articles with high combativeness, educational value, and persuasive power, creating consensus in implementing major policies, resolving pressing issues, and having the ability to spread among the people and sharply refute erroneous viewpoints.

Mobilize the entire political system, all levels and sectors, and the whole population in protecting the Party's ideological foundation and combating erroneous and hostile viewpoints.

Effective implementation of regulations on responsibilities and powers is crucial, but if the propaganda staff lacks substance, sincerity, innovation, and creativity, they will not win the hearts and minds of the people. The enemy of propaganda is dogmatism and a disconnect between words and actions, the General Secretary noted.

The General Secretary emphasized the need to thoroughly understand the ideological situation of cadres, Party members, the people, and public opinion, as well as emerging pressing issues. Agencies must cooperate to grasp the desires and aspirations of the people, especially in relation to strategic policies, and advise the Party on timely solutions to pressing issues and meet the legitimate aspirations of the people.

Focus on understanding the situation and further improving the advisory work to the Party on strategic policies regarding science and education, especially healthcare, education, and social welfare. Actively research and propose to the Party policies on culture, ensuring that culture truly becomes a guiding light for the entire Party, the entire people, and the entire army to successfully achieve the Party's strategic goals and contribute increasingly to human civilization.

General Secretary To Lam requested a focus on building a team of propaganda cadres who are truly steadfast fighters on the ideological and propaganda front of the Party, united, creative, and wholeheartedly dedicated to serving the Fatherland and the people. He also called for building a team of intellectuals, scientists, educators, and artists with significant works and contributions that are nationally and internationally recognized.
