"There will be decisive measures taken to stabilize the situation in Rostov-on-Don. Things are still difficult and the work of civil and military agencies is practically hampered," President Putin said in a televised speech.

On the same day, German Chancellor Olaf Scholz's spokesman said Berlin was closely monitoring the situation in Russia. In another development, a European Commission spokesman said the European Union considered what was happening as Russia's internal matter, adding that Brussels was also monitoring the situation.

On Telegram, Belarusian President Alexander Lukashenko said that Russian President Vladimir Putin had a general discussion with President Lukashenko about the situation in Russia.

President Putin has vowed to crush what he calls a mutiny after rebel mercenary leader Yevgeny Prigozhin said he had taken control of a southern Russian city.
