
On October 16th, the Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Can Tho City, Truong Canh Tuyen, chaired a meeting with leaders of various departments and agencies to discuss growth scenarios for the third quarter and the first nine months of 2025, as well as the socio-economic development plan for the last three months of the year.
The Department of Finance reported on the growth results of the Gross Regional Domestic Product (GRDP), according to which, in the third quarter, the city's growth reached 7.2% (the Q3 scenario was over 11%), and the cumulative growth for the first nine months reached over 7.3% (the nine-month scenario for 2025 was over 9%).
Specifically, the agriculture, forestry, and fisheries sector achieved over 4.5% (scenario over 3.4%); the industry and construction sector achieved 8.51% (scenario over 15%); and the service sector achieved over 8.4% (scenario nearly 14%).

In terms of economic scale (current GRDP), the city reached VND 80,994 billion; the cumulative figure for the first nine months reached VND 224,677 billion (approximately VND 21,224 billion higher than the same period last year), exceeding 71.8% of the full-year target (VND 312,621 billion).
Regarding budget revenue and expenditure, total state budget revenue as projected by the Government until September 30, 2025 reached 19,116 billion VND, achieving over 77.2% of the central government's projected target and over 72.5% of the city's People's Council's projected target, and over 92.5% of the 9-month scenario.
However, total local budget expenditure reached VND 38,265 billion (exceeding the 9-month scenario by more than 18.3%); of which, total development investment expenditure was VND 18,704 billion, but recurrent expenditure was VND 19,561 billion.

According to the Head of the Department of Finance, regarding the tax exemption and reduction policy for the first nine months, the city's revenue decreased by 1,228 billion VND, estimated at 1,680 billion VND for the whole year. Value-added tax that was extended still has to be paid at 522 billion VND;
A bright spot in the city's economic picture during the first nine months of the year is that total investment in the area is estimated at over 63,921 billion VND, an increase of more than 16.7% compared to the same period last year, exceeding the nine-month target by more than 3% and reaching 72.5% of the full-year target.
Furthermore, in the first nine months of the year, 3,326 new businesses were registered in the city with a total registered capital of over 17,552 billion VND, representing an increase of over 40.6% in the number of businesses and nearly 4% in capital compared to the same period last year. However, since the beginning of the year, 318 businesses have voluntarily dissolved, and 1,141 businesses have registered to temporarily suspend operations.
Since the beginning of the year, the city has attracted 19 new investment projects, including one foreign direct investment (FDI) project with a capital of 100 million USD and 18 domestic investment projects with a total registered investment capital of over 19,000 billion VND.

Currently, the city has 124 FDI projects with a total registered investment capital of approximately US$7,451.8 million (46 projects in industrial zones; 78 projects outside industrial zones); and 1,028 domestic investment projects with a total investment capital of over VND 450,330 billion.
To achieve the economic growth target for 2025, the Chairman of the People's Committee of Can Tho City, Truong Canh Tuyen, requested departments and agencies to focus on reviewing and resolving all outstanding tasks from the first nine months of the year.
Specifically, for the industrial and construction sectors, departments are focusing on resolving infrastructure difficulties and obstacles in industrial parks, including VSIP industrial park and projects such as Aeon and GO supermarkets, social housing projects, commercial projects, etc.; especially regarding the 19 out of 51 projects that still have obstacles, what is the current status of their resolution? Once difficulties are resolved for businesses and investors, businesses will operate, jobs will be created, and the city will collect taxes and land use fees…
The Chairman of the People's Committee of Can Tho City also mentioned the auctioning of 18 land plots, stating that this is an easy task that would contribute to increasing the city's budget and prevent the waste of land resources, but the auction has not yet been held.
In the fields of agriculture, forestry, and fisheries, the Chairman of the People's Committee of Can Tho City, Truong Canh Tuyen, requested relevant departments and agencies to review statistical work to ensure accuracy; focus on promoting green agriculture, especially the project of cultivating one million hectares of high-quality, low-emission rice; and projects related to aquaculture, processing, and exporting seafood, as these are sectors that bring high value to the city.
