The People's Committee of Ho Chi Minh City has just issued Document No. 3137/UBND-VX on strengthening management and compliance with laws on occupational safety and health in the city.
Accordingly, the Chairman of the City People's Committee directed the heads of departments and agencies to strengthen the dissemination of legal regulations on occupational safety and health; review occupational safety and health management at workplaces, focusing on assessing occupational safety and health risks in construction, equipment installation, repair, renovation of works, and production and service activities that generate hazardous or harmful factors. From there, they should proactively organize and implement preventive and control measures.
Heads of units should proactively develop plans for inspecting and monitoring compliance with occupational safety and health regulations within their areas of management; fully implement periodic reporting on occupational accidents and annual reports on occupational safety and health work in accordance with legal regulations.
The Chairman of the People's Committee of Ho Chi Minh City directs the Department of Internal Affairs and the People's Committees of wards, communes, and special zones to fully implement the state management tasks on occupational safety and health as stipulated in Article 9 of Government Decree No. 128/2025/ND-CP dated June 11, 2025; and to implement the tasks within the scope of responsibility of the People's Committees at the commune level as stipulated in Chapter III of Decree No. 129/2025/ND-CP when organizing a two-tiered local government in the field of employment and occupational safety.
The organization collects and stores information on occupational accidents involving workers not employed under labor contracts within its jurisdiction; establishes investigation teams as prescribed to investigate occupational accidents resulting in serious injuries to one worker and minor injuries; maintains occupational accident statistics records according to prescribed forms and submits periodic reports on time…
Compile a list of businesses, production facilities, and construction projects within the managed area and coordinate with the Department of Interior Affairs, the Department of Construction, and other relevant units to inspect and monitor compliance with legal regulations on occupational safety and health; proactively prevent and stop technical incidents that compromise occupational safety and health.
Furthermore, the Chairman of the City People's Committee also directed the People's Committees at the commune level, and businesses and production facilities in the area to regularly organize propaganda and fully update legal documents on occupational safety and health; focus on risk assessment in production and construction activities; and fully implement technical solutions to prevent, eliminate, and control hazardous and harmful factors that could cause occupational accidents and diseases.
Implement occupational safety and health training regulations as prescribed; review and develop complete internal rules, procedures, and safe working methods; disseminate and guide employees before work begins; proactively develop a self-inspection plan on occupational safety and health at the unit; and take thorough measures to rectify any shortcomings in the implementation of legal regulations…
