Ho Chi Minh City: Strengthening occupational safety and hygiene

Ho Chi Minh City People's Committee has just issued Document No. 3137/UBND-VX on strengthening management and compliance with laws on occupational safety and hygiene (OSH) in the city.

Accordingly, the Chairman of the City People's Committee directed the Heads of departments, branches and sectors to strengthen the propaganda and dissemination of legal regulations on occupational safety and health; review the management of occupational safety and health at the workplace, focus on assessing occupational safety and health risks in construction activities, equipment installation, repair and renovation of works, production and service activities that generate dangerous and harmful factors. From there, proactively organize the implementation of preventive and control measures.

Heads of units shall proactively develop plans to inspect and monitor compliance with occupational safety and health laws within their management scope; fully implement periodic reporting regimes on occupational accidents (OAs) and report on annual OSH implementation in accordance with legal regulations.

The Chairman of the People's Committee of Ho Chi Minh City directed the Department of Home Affairs, People's Committees of wards, communes, and special zones to fully implement the tasks of state management on occupational safety and health in Article 9 of Decree No. 128/2025/ND-CP dated June 11, 2025 of the Government ; organize the implementation of tasks within the scope of responsibility of the People's Committees at the commune level in Chapter III of Decree No. 129/2025/ND-CP when organizing two-level local authorities in the field of employment and occupational safety.

Organize the collection and storage of information on the situation of occupational accidents involving employees working without labor contracts occurring in the area; establish an investigation team according to regulations to investigate occupational accidents that seriously injure 1 employee, minor occupational accidents; open a statistical book of occupational accidents according to the prescribed form and implement the periodic reporting regime according to the prescribed time...

Make a list of enterprises, production facilities, construction works in the management area and coordinate with the Department of Home Affairs, Department of Construction and relevant units to inspect and monitor compliance with legal regulations on occupational safety and health; proactively prevent and stop technical incidents that cause loss of occupational safety and health.

In addition, the Chairman of the City People's Committee also directed the People's Committees at the commune level, enterprises and production establishments in the area to regularly organize propaganda and fully update legal documents on occupational safety and health; focus on risk assessment in production and construction activities; fully implement technical solutions to prevent, eliminate and control dangerous and harmful factors that can cause occupational accidents and diseases.

Organize the implementation of occupational safety and health training regulations according to regulations; review and develop complete internal rules, procedures, and safe working measures; organize dissemination of instructions to employees before work; proactively develop a self-inspection plan on occupational safety and health at the unit, and take measures to thoroughly overcome shortcomings and deficiencies in the implementation of legal regulations...
